Book excerpt: This report analyzes some key aspects of food security, namely production, trade, markets and food aid at the national level, and consumption at the household level. In doing so it aspires to make a contribution to the on-going work in Afghanistan regarding the attainment of the poverty and hunger Millennium Development Goal. The major findings of the report can be summarized as follows: Food security (at the national level) does not necessarily require national self-sufficiency in wheat or other food staples, as long as the country has access to international markets. Rather, diversification into legal high-value crops and livestock products may be the most effective means of increasing food security, by generating foreign exchange and raising the incomes and purchasing power of the rural poor. In spite of very difficult conditions, wheat markets in Afghanistan have performed fairly well and private sector international trade has helped to stabilize supply and prices. Therefore, further developing the infrastructure and institutions to support wheat markets and facilitating private sector trade is called for and will enhance food security. At the household level, food insecurity in Afghanistan is largely caused by inadequate access to food resulting from low household incomes. For most of Afghanistan, where availability of food is not a constraint, increasing cash incomes is the more efficient means of enhancing food security of the poor. Development of both private and public capacity for data collection and analysis is a high priority for effective formulation, assessment and implementation of food policies.

This book is unique in two respects. First, it takes a step back from the normative literature focused on specific factors of, for example, climate change, agricultural production or market volatility to look instead at the dynamic interplay between these new challenges. Book excerpt: The food systems approach can contribute to food security and reduced malnutrition levels by identifying key investments and policies throughout the food system, including production, processing, marketing, and consumption of food. However, in countries facing fragility and conflict, it has proven difficult to implement such an approach and achieve the desired results. This has been the case in Afghanistan, where high levels of malnutrition stem in part from an undersupply of nutritious food. Multi-sectoral approaches to promote nutrition sensitivity and achieve diet-based solutions have also had only limited impact. This paper reports on an analysis of the nutrition sensitivity of food systems in Afghanistan using multi-sector consultations and gap analyses to examine two key food and nutrition policies, the National Comprehensive Agriculture Development Priority Program and the Afghanistan Food Security and Nutrition Agenda. It highlights gaps in the policies and identifies investment priorities to make food systems more nutrition sensitive. The results show that instilling nutrition sensitivity into the operation of Afghanistan’s food systems can only be accomplished if certain key measures are incorporated into the food system. These include addressing the absence of knowledge in the population regarding healthy diets, the lack of sufficient food for vulnerable populations, weak irrigation systems, capacity constraints at individual and institutional levels, data challenges, and weak natural resource management. In addition, the above weaknesses are compounded by the continued violence and conflict-induced insecurity, weak government, and inadequate investments. Given the role of different sectors in contributing to improved nutrition, appropriate and effective multi-stakeholder coordination and collaboration is paramount to such efforts.

Although Afghanistan imports wheat and flour from a number of neighboring countries, Pakistan tends to supply more than half of these imports. Afghanistan's food supply network broke down in 2008 due to a confluence of events, including shortfalls in Pakistani and Afghan wheat production and Pakistan's bans on wheat and flour exports. Substantial price hikes were needed to bring increased flour shipments from Kazakhstan through the inefficient transport system from the North. Afghanistan will remain subject to supply disruptions and price spikes as long as its agricultural production remains highly variable and weak transportation links limit the country's ability to diversify its sources of imported grain. Improvements in infrastructure could enable Afghanistan to diversify its wheat and flour imports and bring in supplies at a lower cost.

Book excerpt: To investigate the impact of rising staple food prices on household food security, we use a unique nationally representative household survey from Afghanistan, one of the world's poorest, most food-insecure countries. The econometric framework allows us to control for household, district, and province factors to isolate the effects of the 2008 sudden rise in wheat flour prices on several measures of household well-being related to food security. The results show large declines in food consumption and dietary diversity, but smaller declines in calories consumed. The evidence suggests that households choose to trade off quality for quantity, as they moved toward staple foods and away from micronutrient-rich foods, such as meat and vegetables. Additionally, for urban areas, the evidence suggests that wheat is a Giffen good; that is, as the price of wheat flour increases, demand for wheat products also increases. These findings may provide useful information for domestic and international policymakers and development agencies as they continue to confront the challenges of improving food security in this conflict-affected country.

Book excerpt: Updates for many countries have made it possible to estimate hunger in the world with greater accuracy this year. In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.
