Book excerpt: "This paper uses data from national household expenditure surveys to explore whether food insecurity is more severe in South Asia or Sub-Saharan Africa. It employs two indicators of the diet quantity dimension of food insecurity, or the inability to access sufficient food: the prevalence of food energy deficiency and the prevalence of severe food energy deficiency. It also employs two indicators of the diet quality dimension, indicating lack of access to nutritious food: the prevalence of low diet diversity and the percent of energy from staple foods. It finds the regions' food energy deficiency prevalences to be quite close (51 percent in South Asia, 57 percent in Sub-Saharan Africa). However, the prevalence of severe food energy deficiency, which is more life threatening, is higher in Sub-Saharan Africa (51 percent versus 35 percent in South Asia). From a diet quality standpoint, the regions appear to suffer from a comparable and high reliance on staple foods in the diet to the neglect of foods rich in protein and micronutrients, but that Sub-Saharan Africa may be doing worse, as reflected in less diverse diets. The results confirm that both regions suffer from deep food insecurity problems but point to Sub-Saharan Africa as the region with the more severe problem, particularly when it comes to the diet quantity dimension of food insecurity. In deciding which region should be given greater emphasis in the international allocation of scarce development resources, the fact that the numbers of people affected by food insecurity are higher in South Asia should be taken into consideration."IFPRI web site

Milestones such as the Scaling Up Nutrition (SUN) Movement, the Lancet Maternal and Child Nutrition Series, and the Second International Conference on Nutrition (ICN2) have marked the rapid rise of nutrition on the global policy and research agenda. These developments reverse years of relative neglect for nutrition. Undernutrition is a global challenge with huge social and economic costs. It kills millions of young children annually, stunts growth, erodes child development, reduces the amount of schooling children attain, and increases the likelihood of their being poor as adults, if they survive. Stunting persists through a lifetime and beyond—underweight mothers are more likely to give birth to underweight children, perpetuating undernutrition across generations. Undernutrition reduces global gross domestic product by US$1.4–$2.1 trillion a year—the size of the total economy of Africa south of the Sahara.

Book excerpt: Africa is not on track to meeting the Sustainable Development Goal (SDG) 2 targets to end hunger and ensure access by all people to safe, nutritious and sufficient food all year round and to end all forms of malnutrition. The number of hungry people on the continent has risen by 47.9 million since 2014 and now stands at 250.3 million, or nearly one-fifth of the population. The 2017, 2018 and 2019 editions of this report explain that this gradual deterioration of food security was due to conflict, weather extremes, and economic slowdowns and downturns, often overlapping. A continued worsening of food security is expected also for 2020 as a result of the COVID-19 pandemic. In addition to hunger, across all countries in Africa millions of people suffer from widespread micronutrient deficiencies, and overweight and obesity are emerging as significant health concerns in many countries. This report shows that the food system in Africa does not provide food at a cost that makes nutritious food affordable to a majority of the population, and this is reflected in the high disease burden associated with maternal and child malnutrition, high body-mass, micronutrient deficiencies and dietary risk factors. The report also shows that current food consumption patterns impose high health and environmental costs, which are not reflected in food prices. The findings presented in this report highlight the importance of prioritizing the transformation of food systems to ensure access to affordable and healthy diets for all, produced in a sustainable manner.

Book excerpt: New evidence this year corroborates the rise in world hunger observed in this report last year, sending a warning that more action is needed if we aspire to end world hunger and malnutrition in all its forms by 2030. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

Book excerpt: Drawing on studies from Africa, Asia and South America, this book provides empirical evidence and conceptual explorations of the gendered dimensions of food security. It investigates how food security and gender inequity are conceptualized within interventions, assesses the impacts and outcomes of gender-responsive programs on food security and gender equity and addresses diverse approaches to gender research and practice that range from descriptive and analytical to strategic and transformative. The chapters draw on diverse theoretical perspectives, including transformative learning, feminist theory, deliberative democracy and technology adoption. As a result, they add important conceptual and empirical material to a growing literature on the challenges of gender equity in agricultural production. A unique feature of this book is the integration of both analytic and transformative approaches to understanding gender and food security. The analytic material shows how food security interventions enable women and men to meet the long-term nutritional needs of their households, and to enhance their economic position. The transformative chapters also document efforts to build durable and equitable relationships between men and women, addressing underlying social, cultural and economic causes of gender inequality. It also looks at how the perception of food insecurity has increasingly influenced the nature of international interactions, not just within East Asia, but also in the region’s relations with major external actors. Many of the challenges facing East Asia are generic food security issues that face people and governments across the world – for example, the implications of climate change and demographic changes on food supplies. This book places the East Asian context in the wider discussion of food (in)security in global politics. However, it also identifies potential regional ‘differences’ – for example, the significance of rice for the region, and the unavoidable impact of China as a major regional player. What the Chinese state, and Chinese companies, decide to do in response to concerns about food insecurity have an impact not just on the rest of the region, but on the rest of the world. Taking too much of a Sinocentric focus, however, ignores other actors in East Asia, or merely relegates discussion to how they respond to Chinese policies or external strategies.
