It uses a new estimator, the Unconditional Quantile Regression estimator, based on influence functions, to examine the marginal effects of price increases at different locations on the distributions of several food security measures. The estimates reveal that the negative marginal effect of a price increase on food consumption is two and a half times larger for households that can This paper investigates the impact of increases in wheat flour prices on household food security using unique nationally-representative data collected in Afghanistan from 2007 to 2008. The estimates reveal that the negative marginal effect of a price increase on food consumption is two and a half times larger for households that can afford to cut the value of food consumption (75th quantile) than for households at the bottom (25th quantile) of the food-consumption distribution. Similarly, households with diets high in calories reduce intake substantially, but those at the bottom of the calorie distribution (25th quantile) make very small changes in intake as a result of the price increases. In contrast, households at the bottom of the dietary diversity distribution make the largest adjustments in the quality of their diets, since such households often live at subsistence levels and cannot make large cuts in caloric intake without suffering serious health consequences. These results provide empirical evidence that when faced with staple-food price increases, food-insecure households sacrifice quality (diversity) in order to protect calories. The large differences in behavioral responses of households that lie at the top and bottom of these distributions suggest that policy analyses relying solely on ordinary least squares estimates may be misleading.

Book excerpt: To investigate the impact of rising staple food prices on household food security, we use a unique nationally representative household survey from Afghanistan, one of the world's poorest, most food-insecure countries. The econometric framework allows us to control for household, district, and province factors to isolate the effects of the 2008 sudden rise in wheat flour prices on several measures of household well-being related to food security. The results show large declines in food consumption and dietary diversity, but smaller declines in calories consumed. The evidence suggests that households choose to trade off quality for quantity, as they moved toward staple foods and away from micronutrient-rich foods, such as meat and vegetables. Additionally, for urban areas, the evidence suggests that wheat is a Giffen good; that is, as the price of wheat flour increases, demand for wheat products also increases. These findings may provide useful information for domestic and international policymakers and development agencies as they continue to confront the challenges of improving food security in this conflict-affected country.

Exploiting the temporal stratification of a unique nationally-representative household survey, the analysis finds evidence of large declines in real per capita food consumption and in food security (per capita calorie intake and household dietary diversity) corresponding to the price shocks. The data reveal smaller price elasticities with respect to calories than with respect to food consumption, suggesting that households trade off quality for quantity as they move toward staple foods and away from nutrient-rich foods such as meat and vegetables. In addition, there is increased demand in the face of price increases (Giffen good properties) for wheat products in urban areas. This study improves on country-level simulation studies by providing estimates of actual household wellbeing before and during the height of the global food crisis in one of the world's poorest, most food-insecure countries.

Although Afghanistan imports wheat and flour from a number of neighboring countries, Pakistan tends to supply more than half of these imports. Afghanistan's food supply network broke down in 2008 due to a confluence of events, including shortfalls in Pakistani and Afghan wheat production and Pakistan's bans on wheat and flour exports. Substantial price hikes were needed to bring increased flour shipments from Kazakhstan through the inefficient transport system from the North. Afghanistan will remain subject to supply disruptions and price spikes as long as its agricultural production remains highly variable and weak transportation links limit the country's ability to diversify its sources of imported grain. Improvements in infrastructure could enable Afghanistan to diversify its wheat and flour imports and bring in supplies at a lower cost.

In doing so it aspires to make a contribution to the on-going work in Afghanistan regarding the attainment of the poverty and hunger Millennium Development Goal. The major findings of the report can be summarized as follows: Food security (at the national level) does not necessarily require national self-sufficiency in wheat or other food staples, as long as the country has access to international markets. Rather, diversification into legal high-value crops and livestock products may be the most effective means of increasing food security, by generating foreign exchange and raising the incomes and purchasing power of the rural poor. In spite of very difficult conditions, wheat markets in Afghanistan have performed fairly well and private sector international trade has helped to stabilize supply and prices. Therefore, further developing the infrastructure and institutions to support wheat markets and facilitating private sector trade is called for and will enhance food security. At the household level, food insecurity in Afghanistan is largely caused by inadequate access to food resulting from low household incomes. For most of Afghanistan, where availability of food is not a constraint, increasing cash incomes is the more efficient means of enhancing food security of the poor. Development of both private and public capacity for data collection and analysis is a high priority for effective formulation, assessment and implementation of food policies.

Book excerpt: Recent spikes in staple food prices resulting from the invasion of Ukraine have once again highlighted the difficulty faced by low-income countries that rely on imports for a substantial portion of their food supply. To better understand which countries are most affected by higher world food prices, we propose a food import vulnerability index (FIVI). One version of the index describes the vulnerability of each country to higher world prices for each of 15 major staple foods. Another version of the FIVI is a national index, aggregating across the 15 commodities. Both are based on three components, the caloric contribution of the commodity(ies) in the national diet, the dependence on imports, and the level of moderate and severe food insecurity in the country. The values of the FIVI are calculated for 2020, the most recent year for which data are available. The results indicate that countries are most adversely affected by increases in the world price of wheat, rice, and maize, followed by sugar, and vegetable oil. This is because the five commodities listed are both major contributors to the diet in many countries and because countries often depend on imports for a large share of the domestic requirements of these foods. Yemen, Djibouti, and Afghanistan are most vulnerable to increases in world wheat prices, while Liberia, Gambia, and Guinea-Bissau are particularly vulnerable to spikes in rice prices. In the case of maize, Zimbabwe, Lesotho, and Eswatini have the highest vulnerability score. These results should help policymakers and development partners target their efforts to reduce food import vulnerability through policies and programs to strengthen resilience.
