Book excerpt: This framework presents ten interrelated principles/elements to guide Sustainable Agricultural Mechanization in Africa (SAMA). Further, it presents the technical issues to be considered under SAMA and the options to be analysed at the country and sub regional levels. The ten key elements required in a framework for SAMA are as follows: The analysis in the framework calls for a specific approach, involving learning from other parts of the world where significant transformation of the agricultural mechanization sector has already occurred within a three-to-four decade time frame, and developing policies and programmes to realize Africa’s aspirations of Zero Hunger by 2025. This approach entails the identification and prioritization of relevant and interrelated elements to help countries develop strategies and practical development plans that create synergies in line with their agricultural transformation plans. Given the unique characteristics of each country and the diverse needs of Africa due to the ecological heterogeneity and the wide range of farm sizes, the framework avoids being prescriptive.

Book excerpt: Globalization of the food supply has created conditions favorable for the emergence, reemergence, and spread of food-borne pathogens-compounding the challenge of anticipating, detecting, and effectively responding to food-borne threats to health. In the United States, food-borne agents affect 1 out of 6 individuals and cause approximately 48 million illnesses, 128,000 hospitalizations, and 3,000 deaths each year. This figure likely represents just the tip of the iceberg, because it fails to account for the broad array of food-borne illnesses or for their wide-ranging repercussions for consumers, government, and the food industry-both domestically and internationally. A One Health approach to food safety may hold the promise of harnessing and integrating the expertise and resources from across the spectrum of multiple health domains including the human and veterinary medical and plant pathology communities with those of the wildlife and aquatic health and ecology communities. The IOM's Forum on Microbial Threats hosted a public workshop on December 13 and 14, 2011 that examined issues critical to the protection of the nation's food supply. The workshop explored existing knowledge and unanswered questions on the nature and extent of food-borne threats to health. Participants discussed the globalization of the U.S. food supply and the burden of illness associated with foodborne threats to health; considered the spectrum of food-borne threats as well as illustrative case studies; reviewed existing research, policies, and practices to prevent and mitigate foodborne threats; and, identified opportunities to reduce future threats to the nation's food supply through the use of a "One Health" approach to food safety. It builds on the earlier consultative experience sharing workshop on feed by USAID, ILRI, IGAD and FAO in the region. The plan provides broad opportunities for partnerships with producers, governments, and private sector, development and humanitarian organizations at the national and regional levels. It provides a guided approach to collectively tackle the problems of animal feed and pave the way for sustainable production of quality animals and products while improving competitiveness, profitability and ensuring sustainable feed resource management for the entire Eastern African region. The aim of the action plan is to provide guidelines to communities, countries, private sector and livestock stakeholders to optimally utilize the available feed resources in East Africa to increase the supply as well as improve the quality of animals, products and by-products and to maximize the economic and social benefits of the livestock sector.

Book excerpt: This year’s edition of the Africa Regional Overview of Food Security and Nutrition reports that the food security situation on the continent continues to worsen. For Africa, 20.4 percent of the continent’s population – 257 million people – are undernourished, up from 19.7 in 2016 – 241 million people. In sub–Saharan Africa, there are 237 million undernourished in 2017, up from 222 million in 2016. The worsening situation in Africa is due to difficult global economic conditions and, in many countries, conflict and climate-related disasters, sometimes in combination. Economic growth slowed in 2016 due to weak commodity prices, in particular for oil and minerals. Food insecurity has worsened in countries affected by conflict, often exacerbated by drought or floods, and in Southern and Eastern Africa many countries have been adversely affected by prolonged drought. Notably, several countries have achieved sustained progress in reducing food insecurity in the face of challenging circumstances. The deterioration of the food security situation and the lack of progress towards the WHO global nutrition targets makes it imperative for countries to step up their efforts, if they are to achieve a world without hunger and malnutrition by 2030. The need for greater efforts also emerges clearly from the findings of the inaugural biennial review of progress in implementing the goals of the Malabo Declaration. In addition to specific food security and nutrition policies, this year’s report reviews four important cross-cutting topics, namely, youth employment, remittances, intraregional trade, and climate change. It highlights their interplay with the food system and their role in food security and nutrition. The thematic part of the report presents an evidence–based assessment of the threat posed by more frequent occurrences of climate extremes and rising climate variability to food security and nutrition in the region. Climate change in combination with poor development planning, poverty and environmental degradation increases the risk of a climate event becoming a disaster. A collective approach that combines climate change adaptation with disaster resilient development is an opportunity to address climate and disaster risks within the context of broader development goals.

The food safety hazards considered in the publication are foodborne pathogens and parasites, harmful algal blooms, pesticides, mycotoxins and heavy metals with emphasis on methylmercury. There is also, a dedicated section on the benefits of forward-looking approaches such as horizon scanning and foresight, which will not only aid in anticipating future challenges in a shifting global food safety landscape, but also help build resilient food systems that can be continually updated as more knowledge is assimilated. By building a more widespread and better understanding of the consequences climate change has on food safety, it is hoped that this document will aid in fostering stronger international cooperation in making our food safer by reducing the global burden of these concerns.

Foresight in food safety facilitates the proactive identification of drivers and related trends, both within and outside agrifood systems, that have implications for food safety and therefore also for consumer health, the national economy, and international trade. Early identification and evaluation of drivers and trends promote strategic planning and preparedness to take advantage of emerging opportunities and address challenges in food safety. In this publication, the FAO Food Safety Foresight programme provides an overview of the major global drivers and trends by describing their implications for food safety in particular and for agrifood systems by extrapolation. The various drivers and trends reported include climate change, changing consumer behaviour and preferences, new food sources and production systems, technological advances, microbiome, circular economy, food fraud, among others. The intended audience for this publication is broad – from the policymakers, academia, food business operators, private sector, to all of us, the consumers.

Food safety is interlinked with and essential to achieving food security. In times of food insecurity, humanitarian relief in the form of food aid is often distributed by specialized organizations, such as the United Nations World Food Programme (WFP). Under conditions of food assistance there are food safety considerations that must be taken in account so as to carefully evaluate the impact on food availability while minimizing the risk of exposure to foodborne contaminants among the receiving population, who may already be vulnerable to malnutrition. This case study lays out food safety consideration that might be helpful in situations where the impact of limited food availability is mitigated through food aid, which is meant to ensure acceptable health using two scenarios– lead in maize and fumonisins in cereal grains. Risk management and recommendations are also provided on how to address these food safety issues.
