Book excerpt: The availability of garden space is a primary spatial barrier associated with urban agriculture. A second potential barrier to urban agriculture is lack of support from local governments. The study examined aspects of urban agriculture in Laramie, Wyoming. The study objectives were to identify the site-specific barriers that limit urban agriculture, with special attention given to residential areas. Estimate the potential growing space on single-family residential lots in Laramie. Examine the City of Laramie ordinances and regulations that relate to urban agriculture and create policy options to mitigate the barriers that limit the area for residential urban agriculture. To identify policy options and best practices from other cities in the Mountain West region that support urban agriculture and to determine which of the identified policies could be implemented in the City of Laramie. The final objective was to estimate the potential growing capacity for residential food production in the City. Questionnaire responses indicate Laramie’s weather and climate and the time required to garden are the most significant barriers residents face producing food. Open space measurements on 53 sample residential parcels indicate an average of 19% of a parcel’s square footage is available for food production. Extrapolating this 19% estimate across 98% of Laramie’s residential parcels equals 11,374,265 sq. ft. approximately. The City of Laramie provides general support for urban agriculture, however a review of planning documents from other Mountain West Cities that support urban agriculture suggest that the City of Laramie could provide greater support by defining urban agriculture related terms in their planning documents and make it easier for residents to have greenhouses on their property.
