Book excerpt: In Mali and throughout the Sahel, governments increasingly rely on parastatal organizations to overcome the problems of lagging food production and rural poverty. This book examines the political and economic consequences of the efforts of one organization, Operation Riz-Segou in Mali, to increase smallholder food and cash crop production. Drawing extensively on fieldwork in Mali, the author finds that significant investments in irrigation facilities, financed by foreign aid, have not reduced the smallholder's vulnerability to the risks posed by weather and uncertain flood levels of the Niger River. The extension system discourages smallholder investment for long-term agricultural development because of its preoccupation with supervision and administrative control. Moreover, the Operation engages in many popular rural development activities—literacy programs, farmer training, women's artisanal centers—that give the facade of grassroots participation but in reality do not provide villagers a critically needed voice in local program administration. Comparing Operation Riz-Segou to similar parastatal agricultural development programs in the Sahel, Dr. Bingen discusses why only those policies deliberately designed and carefully implemented to share power with the majority of the people can lay the political and economic foundation required to overcome rural poverty and resolve the food crisis in the Sahel.

Book excerpt: This paper describes the opportunity for combining climate action and improved food and nutritional security as mutual elements of rural development projects, with particular reference to the situation in the African Sahel. This progress is achieved by identifying climate-smart agricultural production technologies and bundling them into solutions for inclusion within larger projects and programs. Seventeen (17) such technologies are offered in this chapter that represent genetic innovations, improved soil and water management, and directed improvement across landscapes. Examples of the efficacy of these technologies are presented based on results from the African Agricultural Transformation Program (TAAT) with specific reference to improved cereal production. An example of the deployment of TAAT technologies for millet and sorghum involving 83,620 households managing 123,863 ha led to nearly 200,000 MT of increased food production worth about $42 million. This effort led to an estimated annual increase of 177,279 MT CO2e in biomass and soil worth $3.9 million, assuming buyers could be found. The relationship between three principal drivers of agricultural transformation, the public, private, and farming sectors, is considered in terms of how these different technologies are mobilized and deployed. The potential for increasing food supply and carbon gains under current agricultural investment levels across the Sahel by International Financial Institutions, about $683 million per year, is described. This chapter then offers recommendations in how improved rural development projects combining climate action and food security in the Sahel may be designed in the future.

Given these large cohorts of young populations, over the next five years 11.4 million youth will turn 16 years old, and most will then start to seek jobs in the region. Although the countries are urbanizing, meaning that future economic growth may be faster in industry and services than in agriculture, in the short and medium run the bulk of new jobs are likely to be created in the agriculture sector and its supply chains. For the five countries of the G5 Sahel – Burkina Faso, Chad, Mauritania, Mali and Niger – this study aims to address the following questions: i) What employment can be created for youth, as agriculture and the agrifood value chains become environmentally sustainable as part of a rural green transition?; and ii) What policies, programmes and investment are needed to create these jobs and ensure that young women and men can access them?
