Book excerpt: The recent escalation of world food prices – particularly for cereals - prompted mass public indignation and demonstrations in many countries, from the price of tortilla flour in Mexico to that of rice in the Philippines and pasta in Italy. The crisis has important implications for future government trade and food security policies, as countries re-evaluate their reliance on potentially more volatile world markets to augment domestic supplies of staple foods. This book examines how government policies caused and responded to soaring world prices in the particular case of rice, which is the world's most important source of calories for the poor. Comparable case studies of policy reactions in different countries, principally across Asia, but also including the USA, provide the understanding necessary to evaluate the impact of trade policy on the food security of poor farmers and consumers. They also provide important insights into the concerns of developing countries that are relevant for future international trade negotiations in key agricultural commodities. With scientists cautioning that the world has entered a new era of steadily rising food prices, perhaps aggravated by climate change, the specter of widespread food insecurity and sociopolitical instability weighs on policymakers worldwide. In the past few years, governments and philanthropic foundations began redoubling efforts to resuscitate agricultural research and technology transfer, as well as to accelerate the modernization of food value chains to deliver high quality food inexpensively, faster, and in greater volumes to urban consumers. But will these efforts suffice? This volume explores the complex relationship between food security and sociopolitical stability up to roughly 2025. Book excerpt: We examine the effects that variations in the international food prices have on democracy and intra-state conflict using panel data for over 120 countries during the period 1970-2007. Our main finding is that in Low Income Countries increases in the international food prices lead to a significant deterioration of democratic institutions and a significant increase in the incidence of anti-government demonstrations, riots, and civil conflict. In the High Income Countries variations in the international food prices have no significant effects on democratic institutions and measures of intra-state conflict. Our empirical results point to a significant externality of variations in international food prices on Low Income Countries' social and political stability.

Book excerpt: Food prices are a key signal about what is happening to food security, and two dimensions are important: their average level (and whether this is rising or falling in the long run) and their volatility. Food price instability slows down economic growth and the structural transformation that is the pathway out of rural poverty. The best approaches to improving food security depend on which global food price regime is likely to drive policy formation between now and 2050. The historical path of structural transformation with falling food prices, leading to a 'world without agriculture', is an obvious possibility. But continued financial instability, coupled with the impact of climate change, could lead to a new and uncertain path of rising real costs for food, with a reversal of structural transformation. Management of food policy, and the outlook for sustained poverty reduction, will be radically different depending on which of these global price regimes plays out.

It shows that dynamics internal to African state structures largely explain this failure to overcome economic difficulties rather than external pressures on these same structures as is often argued. Far from being prevented from undertaking reforms by societal interest and pressure groups, clientelism within the state elite, ideological factors and low state capacity have resulted in some limited reform, but much prevarication and manipulation of the reform process, by governments which do not really believe that reform will be effective.
