But Thomas Bassett, a distinguished American geographer well known in the field of development, tells an unusual story of the growth of the cotton economy of West Africa. One of the few long-running success stories in African development, change was brought about by tens of thousands of small-scale peasant farmers. While the introduction of new strains of cotton in French West Africa was in part a result of agronomic research by French scientists, supported by an unusually efficient marketing structure, this is not a case of triumphant top-down 'planification'. Employing the case of Côte d'Ivoire, Professor Bassett shows agricultural intensification to result from the cumulative effect of decades of incremental changes in farming techniques and social organization. Book excerpt: Griot Potters of the Folona reconstructs the past of a particular group of West African women potters using evidence found in their artistry and techniques. The potters of the Folona region of southeastern Mali serve a diverse clientele and firing thousands of pots weekly during the height of the dry season. Although they identify themselves as Mande, the unique styles and types of objects the Folona women make, and more importantly, the way they form and fire them, are fundamentally different from Mande potters to the north and west. Through a brilliant comparative analysis of pottery production methods across the region, especially how the pots are formed and the way the techniques are taught by mothers to daughters, Barbara Frank concludes that the mothers of the potters of the Folona very likely came from the south and east, marrying Mande griots (West African leatherworkers who are better known as storytellers or musicians), as they made their way south in search of clientele as early as the 14th or 15th century CE. While the women may have nominally given up their mothers' identities through marriage, over the generations the potters preserved their maternal heritage through their technological style, passing this knowledge on to their daughters, and thus transforming the very nature of what it means to be a Mande griot. This is a story of resilience and the continuity of cultural heritage in the hands of women.

Book excerpt: This is a study of the African veterans of a European war. It is a story of men from the Cote d'Ivoire, many of whom had seldom traveled more than a few miles from their villages, who served France as tirailleurs (riflemen) during World War II. Thousands of them took part in the doomed attempt to hold back the armies of the Third Relch in 1940; many were to spend the rest of the war as prisoners in Germany or Occupied France. Others more fortunate came under the authority of Vichy France, and were deployed in the Defense of the "Motherland" and its overseas possessions against the threat posed by the Allies. By 1943, the tirailleur regiments had passed into the service of de Gaulle's free French and under Allied command, played a significant role in the liberation of Europe. In describing these complex events, Dr. Lawler draws upon archives in both France and the Cote d'Ivoire. She also carried out an extensive series of interviews with Ivoirien veterans principally, but not exclusively, from the Korhogo region. The vividness of their testimony gives this study a special character. They talk freely not only of their wartime exploits, but also of their experiences after repatriation. Lawler allows them to speak for themselves. They express their hatred of forced labor and military conscription, which were features of the colonial system, yet at the same time reveal a pride in having come to the defense of France. They describe their role in the nationalist struggle, as foot soldiers of Felix Houphouet-Boigny, but also convey their sense of having become a lost generation. They recognize that their experiences as French soldiers had become sadly irrelevant in a new nation in quest of its history.

In Côte d'Ivoire, as in much of Africa, husbands and wives farm separate plots, and there is some specialization by gender in the crops that are grown. These different crops are differentially sensitive to particular kinds of rainfall shocks. We find that conditional on overall levels of expenditure, the composition of household expenditure is sensitive to the gender of the recipient of a rainfall shock. For example, rainfall shocks associated with high yields of women's crops shift expenditure towards food. Strong social norms constrain the use of profits from yam cultivation, which is carried out almost exclusively by men. In line with these norms, we find that rainfall-induced fluctuations in income from yams are transmitted to expenditures on education and food, not to expenditures on private goods (like alcohol and tobacco). We reject the hypothesis of complete insurance within households, even with respect to publicly observable weather shocks. Different sources of income are allocated to different uses depending upon both the identity of the income earner and upon the origin of the income.
