Book excerpt: The knowledge of the drivers of food losses in international trade and possible mitigation strategies is still limited. This study focused on the prevalence and drivers of food loss in Indonesian tuna exported to the European Union, the United States, and Japan. The results showed that various existing Non-Tariff Measures (NTMs) are in place to ensure food safety. However, standards and regulations differ significantly among trade partners, and are somewhat more strict than international standards, leading to higher rejection levels. Food loss is evident in the cross-border tuna trade as 20 to 30 per cent of Indonesian tuna is rejected annually. Drivers of food loss are classified as micro-level drivers consisting of post-harvest damages, lack of infrastructure and facilities; improper sanitation and hygiene in the processing unit, inability to fulfil food safety standards, and socialization of the standards and regulation. Macro-level drivers are related to the increasing use of NTMs, varying and relatively stricter food safety standards, transparency issues, trading procedures, and institutional factors. At the micro-level, it is important to improve tuna export quality infrastructure and boost the capacity of actors in the value chains to implement best practices. Increasing the socialization about the food safety standard and import regulations and international standards (particularly Codex Alimentarius) is also needed. Meanwhile, NTM streamlining and improving transparency with national trade portals and help desk services are also important to facilitate trade and reduce food loss.

Book excerpt: The global food supply chain experiences a loss of approximately one-third of the food produced, making food loss in international trade a significant threat to food and nutrition security and economic loss. Bangladesh, a major producer of vegetables and fruits, faces constraints such as post-harvest management, inadequate transportation and storage facilities, limited access to quality seeds, and stringent quality standards imposed by importing countries. The country also faces non-tariff measures and other obstacles to trade, with the agri-food products sector being the most affected. The lack of cold storage systems and specialized transportation facilities, inadequate port facilities, and weak trade governance are the main causes of food loss in the fruit and vegetable trade. Good agricultural practices, post-harvest management practices, and value chain efficiencies are lacking, resulting in a significant amount of food loss. To mitigate food loss, compliance with good agricultural practices and SPS measures, effective post-harvest practices, and a vapor heat treatment facility, packaging, and cool chain are essential. The government of Bangladesh should also incentivize private sector investment, ease regulatory requirements, and develop a cohesive export-oriented institutional ecosystem to reduce food loss in international trade.

Book excerpt: Food loss remains one of the central points of collective action around the world, as reflected in the 2030 Sustainable Development Agenda, but this issue is far more concerning for the developing countries. Several studies highlight the level and stages of food losses. However, there is limited work on understanding the food losses in the context of international trade. With ever-increasing volume of international trade of food products and understanding the levels and stages of food losses, this study aims to understand food losses in international trade from the context of developing countries. The study is based on a primary survey of three largest traded food products of India and examines the nature, causes, level and stages of food losses. It maps-out the entire journey of international movements of exported as well as imported food products, from the stage of packing to the stage of delivery at the last tradable point(s), excluding the final retail. The findings of the study are of immense relevance to developing countries in understanding the food losses and undertaking the policy, infrastructural and operational action(s) to reduce the food losses. Based on extensive consultation with traders, it was found that up to 19.5% of food is lost in India's international food supply chain, in particularly in the import-country (trade partner) food supply chain stage. The study suggests the generic as well as specific measures for exporting & importing firms, logistical agencies and institutions, and policy level regulatory actions for public agencies. These include capacity development on multiple levels, incorporation of good manufacturing practices, process improvements among agencies involved, as well as deeper understanding of the various factors leading to food losses in international trade.

On October 17, 2018, the National Academies of Sciences, Engineering, and Medicine organized a workshop to examine key challenges that arise in reducing food loss and waste throughout the supply chain and discussed potential ways to address these challenges. We show that, when individuals are loss averse, governments may use trade policy to shield the domestic economy from large food price shocks. This creates a complementarity between the price of food in international markets and trade policy. Specifically, unilateral actions give rise to a "multiplier effect": when a shock drives up the price of food, exporters respond by imposing restrictions while importers wind down protection, thus exacerbating the initial shock and soliciting further trade policy activism. We test the key prediction of the theory with a new dataset that comprises monthly information on trade measures across 77 countries and 33 food products for the period 2008-11, finding evidence of a multiplier effect in food trade policy. These findings contribute to inform the broader debate on the proper regulation of food trade policy within the multilateral trading system.

Book excerpt: Modern cooling technologies that utilize renewable energy sources have been increasingly recognized as a promising tool to address a multitude of challenges emerging in progressively complex food systems in developing countries. When provided as cold-storages inside horticulture markets, cooling technologies can potentially contribute to improved quality of products and strengthened vertical linkages. Knowledge gaps about the actual impacts of these technologies in developing countries remain, especially in Africa south of Sahara (SSA). This study partly fills this knowledge gap by providing evidence from the evaluation of recent interventions in northeast Nigeria in which 7 small solar-powered cold-storages were installed across 7 horticulture markets. Combinations of difference-in-difference and variants of propensity-score-based methods suggest that using cold-storages significantly increased horticulture sales volumes and revenues of market-agents. Back-of-the-envelope calculations indicate that increased net revenues for market-agents may be sufficiently large to recoup the investments and operating costs of cold-storages within a reasonable time frame. Using cold-storage also reduced the share of food loss and lengthened the products' shelf-life, while raised prices received by both market-agents and farmers, which were associated with improved product quality, expanded value-adding activities by market-agents, and increased use of advance payments. We find no evidence of negative spillover effects inside horticulture markets. Finally, additional food-science experiments confirm that cold-storages preserve original physical and nutritional qualities of key horticultural products several days longer than products stored under ambient temperature.
