An increase in the price of fruits and vegetables relative to less healthy foods could reduce consumers¿ incentives to purchase fruits and vegetables and result in less healthy diets. Whether such a change in relative prices and incentives has occurred in the U.S. is difficult to prove because of quality improvements in many fresh fruits and vegetables. For commonly consumed fresh fruits and vegetables for which quality has remained fairly constant, analysis of price trends reveals a price decline similar to that of dessert and snack foods. This price trend evidence suggests that the price of a healthy diet has not changed relative to an unhealthy one, although a healthy diet might not include every fresh fruit or vegetable currently available. One factor that may lead to differences in food prices is the types of stores in a given market or neighborhood. Nontraditional discount retailers, including supercentres, mass merchandisers, wholesale club stores, and dollar stores, have gained a substantial portion of the retail food market over the past 15 years. Previous studies have shown that prices for some items are lower in non-traditional than in traditional stores. But those earlier studies were generally limited in the number of items compared, the detail level of comparison, and the geographic areas studied. This book compares prices for a wide range of foods at a finer level of detail than earlier studies, at both the national and geographic market levels, in order to quantify the difference in food prices across store formats. Also discussed is the relationship between private label and national brand product prices and in-store promotions.

Economic theory provides several market structures that could explain this trend. A persistent increase in the U.S. food marketing bill over an extended period suggests that something more fundamental may also be behind the trend for food marketing costs to rise faster than farmers' proceeds, such as changes in both the structure of the food marketing system and in the socio-economic characteristics of food consumers.
