These range from the policy and legal foundation of the food control system, to the fundamental inputs that should feed into the system to make it work properly: the financial resources to sustain the system; the infrastructure to enable the food control activities to take place; and the analytical resources to support official controls over food. It also analyses the issues related to food control personnel and the importance of their qualifications, professional development and motivation to contribute towards the achievement of the food control policy outcomes. While working through the dimension, the assessment process will evaluate the logical relationship between strategic planning to reach policy objectives and to implement legal requirements, and the available resources. This relationship, which can result in a feedback loop (adjusting strategies and considering policy choices to reflect resource constraints), is the underlying thread of Dimension A.

It also maps the control functions and mechanisms at the overall food supply level, necessary to identify, monitor, predict and handle food safety hazards and emerging risks and to deal with food emergencies. The main mechanisms that should be in place include data collection programmes on food products (also referred to as monitoring programmes), data collection programmes on food-borne diseases (also referred to as surveillance programmes), as well as programmes aiming at managing food safety emergencies.

Book excerpt: Ensuring the safety of food and the quality and safety of medicines in a country is an important role of government, made more complicated by global manufacturing and international trade. By recent estimates, unsafe food kills over 400,000 people a year, a third of them children under 5, mostly in low- and middle-income countries; every year poor quality medicines cause about 70,000 excess deaths from childhood pneumonia and roughly 8,500 to 20,000 malaria deaths in sub-Saharan Africa alone. The Federal Drug Administration (FDA) Office of Global Policy and Strategy is charged with improving capacity of the agency's foreign counterpart offices and increasing understanding of the importance of regulatory systems for public health, development, and trade. At the request of the FDA, this study sets out a strategy to support good quality, wholesome food and safe, effective medical products around the world. Its goal is to build on the momentum for strengthening regulatory systems and to set a course for sustainability and continued progress. The 2012 report Ensuring Safe Food and Medical Products Through Stronger Regulatory Systems Abroad outlined strategies to secure international supply chains, emphasized capacity building and support for surveillance in low- and middle-income countries, and explored ways to facilitate work sharing among food and medical product regulatory agencies. This new study assess progress made and the current regulatory landscape.

Book excerpt: The Codex Committee on Food Labelling (CCFL) requested scientific advice as to whether certain foods and ingredients, such as highly refined foods and ingredients, that are derived from the list of foods known to cause hypersensitivity can be exempted from mandatory declaration. The objective of this fourth meeting was to expand on the recommendations from the first meeting concerning derivatives of food allergens and establish a framework for evaluating exemptions for food allergens. A pro forma process has been developed and tested against allergen derivatives previously granted exemptions in various countries or regions and found to be effective for consideration in future exemption decisions. The Expert Committee recommends that the process outlined in the pro forma process be used to guide any future development and evaluation of derivative exemptions. Establishment of safety based upon this weight of evidence approach is dependent upon consideration of data quality, outcome of the exposure assessment for all intended ingredient uses (specified for exemption) and review by competent authorities (as needed). When safety is established, exemption can be justified.

Participants explained how their respective import food control systems provided the level of protection deemed appropriate by the country, establishing safety measures that protected human life or health within a country’s territory. Participants recommended the application of risk-based imported fish controls and provided a set of recommendations to improve the reporting of import rejections, as well as recommendations to improve data analysis.

[Author] They are often produced in regions experiencing food insecurity and include edible oils obtained from oleaginous seeds or fruits that must be refined to remove undesirable substances and ensure adequate shelf-life for the product. [Author] However, the formation of the heat-induced contaminants 3-monochloropropane-1,2-diol (3-MCPD) fatty acid esters and glycidyl fatty acid esters (GEs) may occur during the refining process of edible oils. [Author] 3-MCPD and its fatty acid esters are present in many other foodstuffs and most of the total lifetime exposure is attributed to foods other than LNS/RUTF. [Author] While the only Codex standard developed for 3-MCPD is for liquid condiments containing acid hydrolyzed vegetable proteins, no Codex standards are available for GEs. [Author] This publication provides an overview of risk assessments for 3-MCPD and GEs previously performed by the Joint FAO/WHO Expert Committee on Food Additives (JECFA), European Food Safety Authority (EFSA) and other authorities, based on chronic exposure. [Author] The use of LNS/RUTF is intended to be of finite duration and confined to a specific life stage. [Author] The aim of this report was to provide an assessment to characterize the risk of less-than-lifetime exposure to 3-MCPD (including 3-MCPD fatty acid esters) and GEs via LNS/RUTF in the context of limited food availability. Book excerpt: The “Institutionalisation of food safety in Bangladesh for safer food” project, funded by the United States Agency for International Development (USAID) and implemented between 2013 and December 2019, had as main objective to support the operationalisation of the newly established Bangladesh Food Safety Authority (BFSA). Support provided helped BFSA to define its role, objectives and activities, and to strengthen its capacities. The project also contributed to enhance institutional coordination and define mechanisms for establishing standards and regulations. Important advances were made in raising public awareness on the importance of food safety. The project also helped create a strong drive to adopt an integrated ‘farm-to-fork’ approach in the poultry and mango sectors. The introduction of a BSc degree course in food safety management is an important achievement for medium and long-term capacity development. Awareness was raised on the need for a risk-based approach with regard to allocating public resources for food control and inspection. More efforts should be made to integrate the principles of risk analysis applicable to food safety systems and to develop data collection and processing skills, risk ranking and risk assessment tools.

To facilitate this work, an FAO/WHO expert meeting was held by virtual means from 20 October to 6 November 2020 to review and discuss the available data and background documents, and to assess the need to modify and update risk assessment models/tools. This report focuses on the deliberations and conclusions of the expert meeting.

However, this transformation needs to be executed in the global context of major challenges facing the food and agriculture sectors, with drivers such as climate change, population growth, urbanization, and natural resources depletion compounding these challenges. Food safety is a keystone to agrifood systems and all food safety actors need to keep pace with the ongoing transformation while preparing to navigate the potential threats, disruptions, and challenges that may arise. Foresight in food safety facilitates the proactive identification of drivers and related trends, both within and outside agrifood systems, that have implications for food safety and therefore also for consumer health, the national economy, and international trade. Early identification and evaluation of drivers and trends promote strategic planning and preparedness to take advantage of emerging opportunities and address challenges in food safety. In this publication, the FAO Food Safety Foresight programme provides an overview of the major global drivers and trends by describing their implications for food safety in particular and for agrifood systems by extrapolation. The various drivers and trends reported include climate change, changing consumer behaviour and preferences, new food sources and production systems, technological advances, microbiome, circular economy, food fraud, among others. The intended audience for this publication is broad – from the policymakers, academia, food business operators, private sector, to all of us, the consumers.
