Book excerpt: Au cours de ces dernières années, parallèlement au développement des marchés de capitaux, on observe l'accroissement spectaculaire du poids financier des fonds de pension des pays de l'OCDE. L'objet de cette thèse est d'analyser les comportements financiers en matière de choix de portefeuille des fonds de pension des pays de l'OCDE à partir du modèle de portefeuille à deux paramètres (espérance-variance) et leurs incidences sur les marchés internationaux de capitaux. Sur le plan historique, l'analyse des raisons de l'émergence des fonds de pension à la fin du XIXème siècle, particulièrement, en Grande-Bretagne et aux Etats-Unis indique qu'elle s'est effectuée en parallèle à la révolution industrielle. La mise en place de ces fonds apparait comme un instrument de gestion d'une main-d'œuvre abondante et qualifiée. Par ailleurs, l'adhésion des employés des fonds permettait aux entreprises d'obtenir de leur part un comportement loyal et optimal en matière de productivité. Sur le plan financier, les fonds de pension apparaissent être fortement à l'origine de la dérèglementation des marchés et de l'émergence de produits financiers. Apres avoir traité des externalités dégagées par les fonds, nous vérifions si, dans un environnement contraint, ils obéissent aux comportements de diversification financière développés par la théorie du choix de portefeuille a deux paramètres. Dans l'ensemble des pays considérés, les fonds n'obéissent pas au modèle de diversification financière. Les réglementations spécifiques constituent une contrainte en matière de diversification financière. Les fonds britanniques représentent une exception. L'analyse statistique et économétrique des fonds britanniques indique un comportement rationnel au sens de la diversification financière. Les tests du modèle de marché montrent que le portefeuille des fonds de pension est diversifié et représentatif de la volatilité du marché. Par ailleurs, une étude des corrélations des rentabilités des portefeuilles des fonds britanniques montre que la diversification internationale ne permet plus une amélioration de la rentabilité. Ce résultat est cohérent dans un contexte d'intégration des marchés de capitaux.

In recent decades, developing countries have made substantial investments in infrastructure, achieving dramatic gains for households and producers by expanding their access to services such as safe water, sanitation, electric power, telecommunications, and transport. Even more infrastructure investment and expansion are needed in order to extend the reach of services - especially to people living in rural areas and to the poor. But as this report shows, the quantity of investment cannot be the exclusive focus of policy. Improving the quality of infrastructure service also is vital. Both quantity and quality improvements are essential to modernize and diversify production, help countries compete internationally, and accommodate rapid urbanization. The report identifies the basic cause of poor past performance as inadequate institutional incentives for improving the provision of infrastructure. To promote more efficient and responsive service delivery, incentives need to be changed through commercial management, competition, and user involvement. Several trends are helping to improve the performance of infrastructure. First, innovation in technology and in the regulatory management of markets makes more diversity possible in the supply of services. Second, an evaluation of the role of government is leading to a shift from direct government provision of services to increasing private sector provision and recent experience in many countries with public-private partnerships is highlighting new ways to increase efficiency and expand services. Third, increased concern about social and environmental sustainability has heightened public interest in infrastructure design and performance.
