Il faut cependant garder à l'esprit qu'au-delà de ce qui peut apparaitre comme approches discordantes des missionnaires chrétiens en situation coloniale, catholiques, protestants et autres presbytériens semblent avoir été toujours d'accord sur la nature sacrée de leur mission de conversion et de diffusion de la civilisation occidentale en pays de mission. Dommage que les dirigeants camerounais n'aient jamais réussi à s'inspirer de la démarche ci-dessus et à adopter une ligne de conduite un tant soit peu patriotique. Les politiciens postcoloniaux ont constamment fait montre d'un déconcertant opportunisme. Il peut certes leur arriver de solliciter publiquement ou officieusement l'Eglise à travers ses princes locaux pour accompagner les pouvoirs publics dans la résolution des conflits sociopolitiques. Mais par moments, ils n'hésiteront pas à leur rappeler que l'Eglise ne doit pas se mêler de politique. Elle doit se cantonner dans les affaires spirituelles, oubliant l'un des enseignements les plus mémorables de Mgr Ndongmo, à savoir qu' on ne peut pas conduire les hommes au ciel comme si la terre n'existait pas.

Book excerpt: The push towards greater autonomy is one of the three main trends in every modern educational policy, alongside quality assurance and quality evaluation techniques and the need to devote attention to special — and often disadvantaged — target groups. It is, however, difficult to derive a unified concept of `autonomy’ from the comparative indicators which are published on a regular basis and it has emerged that there are significant differences depending on the specific area and the administrative organisation of education in the country in question. During the discussions of the annual Congress of the European Association for Education Law and Policy (ELA) in Salzburg (1998) it was apparent that autonomy has to be considered in its various applications. Autonomy for school boards is realised through management, administrative mechanisms, management of staff and pedagogical options. Autonomy of administration requires competence, the willingness to establish an autonomous administration and awareness of each party’s responsibility in the educational process. The contents of this Yearbook are an answer to the question of how legislatures are responding to the trend towards greater responsibility, decentralisation and autonomy. It is an overview of the efforts made by the Member States of the European Union to apply the principle of subsidiarity.

L'analyse des médias dévoile certes des phénomènes de rapprochement provoqués par la communauté de langue, mais renforce aussi l'impression que chaque pays reste surtout influencé par son aire d'insertion propre. Recovery required the nation’s complete economic and social transformation. But just what form this “new France” should take remained the burning question at the heart of French political combat until the Algerian War ended, over a decade later. Herrick Chapman charts the course of France’s long reconstruction from 1944 to 1962, offering fresh insights into the ways the expansion of state power, intended to spearhead recovery, produced fierce controversies at home and unintended consequences abroad in France’s crumbling empire. Abetted after Liberation by a new elite of technocratic experts, the burgeoning French state infiltrated areas of economic and social life traditionally free from government intervention. Politicians and intellectuals wrestled with how to reconcile state-directed modernization with the need to renew democratic participation and bolster civil society after years spent under the Nazi and Vichy yokes. But rather than resolving the tension, the conflict between top-down technocrats and grassroots democrats became institutionalized as a way of framing the problems facing Charles de Gaulle’s Fifth Republic. La reconnaissance croissante de l’importance des forêts pour endiguer le changement climatique a introduit un nouvel élan dans la lutte contre la déforestation et la dégradation de la forêt tropicale. La plupart des pays de bassin du Congo sont activement engagés dans un processus de préparation des cadres et stratégies-cadre capable de créer des incitations à « réduire les émissions dues à la déforestation et à la dégradation des forêts », encourageant « la conservation et la gestion durable des forêts ainsi que l’amélioration de la séquestration du carbone par les forêts » (REDD+). Ils travaillent ainsi d’ores-et-déjà à renforcer leur capacité de suivi des émissions liées aux forêts, à améliorer la gouvernance des forêts, à promouvoir le développement et à réduire la pauvreté, tout en protégeant les ressources naturelles de la région.
