In the experiment, 15,000 reservists making reenlistment decisions in 1978 served as test participants. An original evaluation estimated the effect of bonus payments given for 3-year terms ($900) or 6-year terms ($1800) on reenlistment rates and length of commitment. This Note estimates the long-term effect of the bonus on reserve participation using longitudinal data collected 3-1/4 years after original reenlistment decisions. While the bonus only raised reenlistment rates from 38.4 to 40.6 percent, it significantly lengthened the average committed term of service from 1.3 to 4.4 years. Longitudinal tracking of test participants indicates a significant strength gain will result from the longer-term service commitments. After 3-1/4 years from the beginning of the test, the bonus group retained 32.0 percent of the original group, while the control group retained only 25.7 percent.

Some 15,300 reservists making reenlistment decisions in 1978 participated in the experiment. The effect of bonuses given for 3-year terms ($900) or 6-year terms ($1800) on reenlistment rates and length of commitment was estimated by comparing the responses of the group offered the bonus with those of a matching control group. While the bonus raised reenlistment rates only from 38.4 to 40.6 percent, it lengthened the average committed term of service from 1.3 to 4.4 years. Longitudinal tracking of test participants indicates that a significant strength gain will result from the longer term of service commitment. Two years after the test began, 37.3 percent of the original bonus group remained in service, while only 30.4 percent of the control group remained.

Longitudinal tracking of test participants indicates a significant strength gain will result from the longer-term service committments. Survey analysis indicates that conflicts, with family and civilian employers tend to be the main causes for not reenlisting. (Author).

Book excerpt: This report examines the reenlistment decisions of early- to mid-career reservists (i.e., those with 4-12 years of service) and the forces affecting those decisions. Using the 1986 Reserve Components Survey of Enlisted Personnel, the authors extended earlier reenlistment estimates in several important directions, including (1) developing a reenlistment model with reservists from all six components to measure the impact of component-specific influences; (2) measuring the influence of perceived spouse attitude on reenlistment and contrasting this with a similar measure of perceived employer attitude; and (3) measuring the influence of the training and unit environment on reenlistment. The findings underscore the importance of attitudinal variables in models of reenlistment. Reservists with more favorable employer attitudes have significantly higher reenlistment rates. Spouse attitude toward reserve participation appears to have an even more significant influence on reenlistment rates than employer attitudes. The authors find that the net effect of all the variables in the multivariate models are rather small in magnitude compared with those relating to the marital status/dependents/spouse attitude variables. Dissatisfaction with training, equipment, and morale of the unit also appears to have a fairly significant impact on reenlistment.

Eight separate models for each of the six reserve components include three officer and three enlisted models covering military technicians, full-time personnel, and part-time personnel; a fourth pair contains an aggregate of all three types of personnel. Each personnel inventory projection model incorporates behavioral and nonbehavioral options for projecting force sizes into the future. The models incorporate personnel flow into and out of the force, among the different personnel groups (full-time, military technician, and part-time), and into different year-of-service groups. They can project 14 years or more into the future, using assumptions about end strength or accession levels. The models were built to support a wide range of decisions concerning reserve pay, bonus budgets, recruiting resources, and issues of reserve force growth.

Book excerpt: This report analyzes the separation decisions of prior-service reservists in the Army Reserve and the Army National Guard, the two components that recruit over 60 percent of all Selected Reserve prior-service accessions. The authors examine the effects of military compensation on attrition among prior-service reservists. They also investigate the ways separation patterns differ, depending on the personal characteristics of individuals. In successive sections, the report (1) reviews the conceptual model of attrition that guides the empirical work and specifies the hypotheses that are tested with the data; (2) discusses the data available for modeling attrition, and the methods of analysis; (3) describes the variation in length of service among prior-service enlistees as a function of selected characteristics; and (4) presents results from a multivariate analysis of attrition. The study suggests that the rate of military pay can significantly affect the length of service of prior-service personnel. However, demographic characteristics have a much larger influence on attrition than economic factors; targeted recruiting may be more effective in retaining personnel for longer terms than changing compensation policies.

While this is an accurate statement, it is not a complete diagnosis. There also was a problem with pretrained individual manpower during the draft years. While there were large numbers of people in the Individual Ready Reserve (IRR) then, they were not managed, trained, or available for immediate service, and it is unlikely that a rapid full mobilization could have been supported. The reduced strengths brought about by the end of the short term active duty periods have required the DoD to pay attention to the IRR, bring other sources of pretrained individuals into a state of availability, and devote some attention and money to the problem. In that sense, the advent of the AVF has contributed positively to solving the problem. It appears also that actions already taken and underway will provide a satisfactory solution in the future, provided that some plans are made for the use of veterans as an interim measure, the IRR improves in strength and training, and that a hardline reporting policy is maintained.
