Book excerpt: First published in 1958, Russian Political Institutions is intended primarily to meet the need of university students for a good account of the political institutions of the Soviet Union in terms similar to those used in their study of other countries. Though the unique comprehensiveness of the Soviet state’s concerns, to which the book draws attention, precludes a formally comparative approach, the ways in which its business is done can be explained, as elsewhere, by the country’s circumstances and historical experience. The first chapter indicates something of these circumstances and experience and of the motives of the Soviet state. The second explains the way the distinctive institutional form of the Soviet state came into being and the process by which it assumed some of the conventional state machinery. The third examines this conventional state and its unconventional functions in a Russian Communist setting. The fourth concerns the structure and operation of the complex device called the Party. The fifth, in turn, examines the means evolved for the fulfillment of the state’s main task, the management of the fully nationalized economy as a single concern, and the other main systems of control, including the judicial system. The sixth chapter suggests briefly how priorities of tasks are decided upon, obligations determined, and their performance secured. This is a must read for students and scholars of Russian history and Soviet politics.

Book excerpt: Key issues surrounding the composition and recording of folklore include its frequently intensely political aspect and it preoccupation with chimerical cultural authority. These issues are dramatically displayed in Soviet epic compositions of the 1930s and 1940s, the so-called noviny (“new songs”), which took their formal inspiration to a great extent from traditional Russian epic songs, byliny (“songs of the past"), and their narrative content from contemporary political and other events in Stalinist Russia. The story of the noviny is at once complex and comprehensible. While it may be tempting to interpret the excrescences of Stalinism as unique aberrations, the reality was often more complicated. The noviny were not simply the result of political fiat, an episode in an ideological vacuum. Their emergence occurred in part because of specific trends and controversies that marked European folklore collection and publication from at least the late eighteenth century on, as well as because of developments in Russian folkloristics from the mid-nineteenth century on that assumed perhaps exaggerated proportions. The demise of the noviny was equally mediated by a host of political and theoretical considerations. This study tells the story of the rise and fall of the noviny in all its cultural richness and pathos, an instructive tale of the interaction of aesthetics and ideology.

Graeme Gill focuses on the symbolism in party policy and leaders' speeches, artwork and political posters, and urban redevelopment, and on ritual in the political system. He shows how this symbolism and ritual were worked into a dominant metanarrative which underpinned Soviet political development. Gill also shows how, in each of these spheres, the images changed both over the life of the regime and during particular stages: the Leninist era metanarrative differed from that of the Stalin period, which differed from that of the Khrushchev and Brezhnev periods, which was, in turn, changed significantly under Gorbachev. In charting this development, the book lays bare the dynamics of the Soviet regime and a major reason for its fall.
