According to the Florida Department of Education, school choice policies and laws are rapidly moving Florida away from more traditional forms of schooling toward an increasingly evolving school choice state landscape. The purpose of this study was to examine school choice in Florida by investigating the school choice policies enacted by the Florida legislature leading to the school choice environment in Florida today. Specifically, this investigation was limited to legislation in Florida between 1997 and 2014 and further limited to charter schools, home schooling, virtual education, and two choice options specific to Florida in which public dollars follow students to private schools, the Tax Credit and McKay Scholarship programs. These particular school choice options were chosen as the focus of this study because they change the where of education outside of traditional public schools. Other choice options such as magnet schools, inter-district choice, and intra-district choice simply move students among traditional public schools but keep them enrolled in traditional public schools. Ultimately the study hoped to provide a possible road map for the future of school choice policies in Florida. This study utilized a qualitative methodology utilizing document reviews and interviews. This study found that school choice policies in Florida have continued to expand and evolve over the years to increase the liberty available to families to choose the education of their children. This study also found that the Florida legislature has laid the groundwork for Florida school districts, through a focus on equality, to take advantage of a portfolio management model to increase student achievement. Although a focus on equality led to the enactment of various school choice options, some of these options have moved away from their original intent to financially benefit specific organizations and groups. Finally, as reported by Holme, Frankenberg, Diem, and Welton (2013), Florida's charter school, virtual education, and home education policies have been enacted as race-neutral policies that have no regard for diversity, which could lead to resegregation.

Book excerpt: Over the past 30 years our public school system has received an unprecedented amount of attention as this concerns methods of school reform and policy strategies for bringing about this reform. During the 1980s the emphasis of school reform was on transparency through school-community partnerships. Business and philanthropy, for example, became involved with issues of schooling that was unheard of prior to this period. The 1980s also gave rise to issues of school finance and student performance that went beyond traditional views that tended to focus on finance “adequacy” to views that focused more on school finance arrangements that would lead to actual “equitable outcomes” in student performance. The 1990s witnessed the emergence of the comprehensive school reform movement whereby curriculum outsourcing occurred at rates that had never occurred before. With this movement, the role of teachers and school leaders in the creation of school curriculum diminished as school districts increasingly purchased vendor-related curriculum packages, which included teacher and leader training modules and methods of curriculum assessment. On the heels of the increasing tendency of school districts to outsource school curriculum to curriculum-vendors came a rise in demands for school accountability and school outcomes. This was particularly evident with the passage of No Child Left Behind Act (NCLB) (2001). NCLB was also developed within a political context that called for demands in the academic improvement of schools and school districts that housed historically disenfranchised students. These demands were particularly important as the nation experienced and continues to experience dramatic increases in student racial and ethnic diversity. This volume, entitled, Leading Schools in Challenging Times: Eye to the Future, discusses varying types of school leadership in the context of key topics that have been at the center of on-going school reform in the United States. These topics include challenges, opportunities and issues associated with our administrator and teacher leadership pipeline, preparation and development; leadership and school finance reform, leadership and changing student and population demographics; leadership and the role of community; issues of leadership, policy, public accountability and school performance outcomes. The authors also explicate these issues with a view to the future and the status of leadership in our public school system.

Book excerpt: Although in plain sight daily, a highly successful war against the public schools has been hidden in the shadows of public consciousness. Only very recently have several people written articles about this war, with the only book calling it a war being written in 2002. Neither the public nor educators have become aware of the far-reaching extent and effectiveness of this war. This book treats this war as part of an extensive social movement that is conducting wars also against government and science, as well as against women, immigrants, the poor (but not against poverty), and, certainly, against unions. However, the book focuses on the war against the public schools. It sets the stage in Chapter One, Checklist for Destroying Public Education, followed by Chapter Two, How the War Plays Out on the Battlefield – Seven Examples that illustrate and prove the thesis. One example involves a private for-profit company that took over a school district in Michigan, but found that they couldn’t make a profit running the high school. So what did they do? They simply closed it, leaving the students high and dry. We provide a chapter analyzing the considerable profits being made by entrepreneurs, businessmen, politicians, testing companies and charter schools. We then describe and analyze the overt and covert attacks on our kids, on teachers and on public schools, such as the clever idea of grading schools A, B, C, D, or F, thereby undermining public confidence in their local schools. We focus on the arsenal of weapons aimed at the public schools, such as privatization, intrusion of politicians into educational decision-making, vouchers, using merit pay and Value-Added Models (VAMs) to evaluate teachers, charter schools, extremely intensive testing, the standards movement, etc. We look at unintended consequences and conclude with attempts at peaceful resolutions and developing reconciliation strategies.
