Agrifood systems transformation is urgently needed if we are to achieve sustainability, resilience and food security and nutrition in a post-COVID world. This desired transformation can only be achieved by strengthening and capitalizing on the knowledge, experience, skills, and capabilities for collective action of a broad range of public and private actors each of whom bring distinctive interests, needs, resources, influence and capacities. “Governance” is the name for this multidimensional capability for effective and inclusive collective action at all levels. In many country contexts, it is the governance bottlenecks that lead to a gap between policy expectations and their outcomes on the ground. For example, a given policy intervention can make a lot of economic sense but if it is perceived as threatening a powerful interest group or not sufficiently considering that group’s interests, it will most probably fail. Understanding the governance – both institutions and political economy – behind existing agrifood systems can thus make or break the success of any policy or technical support work. Bringing together insights from FAO’s rich experience and knowledge and global literature, this paper introduces an operational four-phased framework for analysis and integration of governance analysis and action into formulation and implementation of interventions at country, regional and global levels. It also provides a review of recent trends in expert thinking about governance for sustainable development and highlights FAO’s conceptual contributions to governance in the areas of FAO’s mandate. The increased use of governance analysis in FAO’s work will stimulate iterative collective learning processes and honest evaluation of potential for change thus supplementing technical solutions with approaches based on a solid understanding of practical and political realities on the ground. With its emphasis on continual learning and adaptation, governance analysis will enable FAO to significantly improve the effectiveness of its policy and technical support to Members to achieve sustainable development that leaves no one behind.

This paper provides practical guidance to undertake an in-depth water governance analysis at country and subnational levels and to develop technically valid and politically feasible strategies for change. With its emphasis on continual learning and adaptation, water governance analyses will help policy practitioners work in a more informed and politically sensitive way towards more sustainable, efficient, and equitable water use, guaranteeing social and economic sustainability for all users.

Book excerpt: The Government of Indonesia and FAO have recognized the need for thorough analysis and modelling of Indonesia’s food systems to support food systems transformation efforts in the country. This is needed to provide a better understanding of the governance context in food systems, including the political economy dynamics influencing performance, as well as to identify synergies and trade-offs across different policy goals and optimal policy mixes for achieving multiple policy objectives. In this regard, FAO facilitated a project to pilot an innovative approach to modelling for food systems transformation. This modelling approach was developed and implemented by a team of researchers from IFPRI, IIASA, IISD and Christian-Albrechts-University of Kiel. It makes use of three different economic models to generate insights that can assist Indonesian policymakers in developing technically sound and politically feasible policy interventions for food systems transformation. This report provides context for food systems transformation in Indonesia and describes the overall modelling approach before synthesizing the results of the individual modelling activities and distilling these into the overall findings of the modelling. It concludes with implications from these findings for policymaking for food systems transformation in Indonesia and some suggestions for next steps. The results of this modelling and the insights drawn from these results are expected to support efforts to translate Indonesia’s commitments on food systems transformation into concrete policy interventions and to inform medium- and long-term development planning by the Indonesian Government.

The World Bank as an institution and its individual country and task teams has been grappling with this issue for many years. The good practice framework described here is an attempt to summarize relevant analytic tools and approaches, to indicate how it can be used (more) systematically, and to make key lessons readily available. It also seeks to set out how such tools can be used in a way that is problem driven, that is, focused on specific issues and challenges rather than on developing broad overviews, in order to generate operationally relevant findings and implications. Integrating governance and political economy (GPE) analysis more systematically into Bank operational work is important to enhance development effectiveness, to better address risks, and to respond to client demands for approaches that are tailored to specific situations. The objective of this framework is to systematize approaches to GPE analysis and to provide orientation for teams that are considering undertaking it. The framework especially draws on the experience with a number of pilot studies undertaken in FY2008 and FY2009, as well as on earlier studies. Analysis focused on a variety of sectors- electricity, transport, and telecommunications, water, and public sector reforms and on thematic challenges, especially the management of natural resource wealth. The framework is therefore tailored to the context of Bank operations and strategy development (such as country assistance strategies) designed to show how GPE analysis can be used to inform and shape them to support more effective development. The framework is divided into six parts: part one discusses the overall rationale of this framework and sets out the key foundations. Part two discusses how PGPE analysis can be used to inform and shape Bank strategies and operations, and offers options for translating the analysis into action more broadly. Part three sets out the various levels of analysis that may be undertaken, from an overall country focus, to a sector or thematic focus, to a GPE analysis that is undertaken to inform specific projects or policy decisions. Book excerpt: Updates for many countries have made it possible to estimate hunger in the world with greater accuracy this year. In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.
