Book excerpt: Between 2002 and 2008, Japan's economy saw constant expansion, a record among the world's advanced economies and Japan's longest period of economic growth since World War II. This remarkable achievement came about because of a transformation of Japanese business practices. This transformation was guided by strategies that enabled Japan's leading corporations, previously diversified to an exceptionally high degree, to become leaner, more nimble, and more competitive at home and in the global economy. In Choose and Focus, the first in-depth account of this strategic inflection point in Japanese business, Ulrike Schaede argues that the emerging practices and attitudes have created a New Japan. Drawing on profiles of several corporations, including Panasonic, Takeda and Astellas, Softbank, kakaku.com, and SBI E*Trade, Schaede explains how the fundamental principles of Japan's economy have been overturned. "Choose and focus" strategies, whereby corporations concentrate on core areas and spin off unrelated businesses, have completely altered the strategic logic of Japan's previous industrial architecture. These surprisingly aggressive moves, Schaede finds, have created new market opportunities for start-up enterprises and foreign investors, as well as a wave of mergers, acquisitions, and hostile takeovers that have shaken Japanese companies out of complacency. Unlike the advances made by Japanese firms in the 1970s and 1980s, the current transformation is taking root in component and materials industries rather than in consumer products. Because of the relative obscurity of the changes and the overshadowing story of China's ascent, the Japanese corporate revolution has gone largely unnoticed among Western observers. In contrast to the previous system that pitted candidates from the same party against each other, the new rules tether policymaking to the vast swath of voters in the middle of the political spectrum. Book excerpt: Okinawa, one of the smallest prefectures of Japan, has drawn much international attention because of the long-standing presence of US bases and the people’s resistance against them. In recent years, alternative discourses on Okinawa have emerged due to the territorial disputes over the Senkaku Islands, and the media often characterizes Okinawa as the borderland demarcating Japan, China (PRC), and Taiwan (ROC). While many politicians and opinion makers discuss Okinawa’s national and security interests, little attention is paid to the local perspective toward the national border and local residents’ historical experiences of border crossings. Through archival research and first-hand oral histories, Hiroko Matsuda uncovers the stories of common people’s move from Okinawa to colonial Taiwan and describes experiences of Okinawans who had made their careers in colonial Taiwan. Formerly the Ryukyu Kingdom and a tributary country of China, Okinawa became the southern national borderland after forceful Japanese annexation in 1879. Following Japanese victory in the First Sino-Japanese War and the cession of Taiwan in 1895, Okinawa became the borderland demarcating the Inner Territory from the Outer Territory. The borderland paradoxically created distinction between the two sides, while simultaneously generating interactions across them. Matsuda’s analysis of the liminal experiences of Okinawan migrants to colonial Taiwan elucidates both Okinawans’ subordinate status in the colonial empire and their use of the border between the nation and the colony. Drawing on the oral histories of former immigrants in Taiwan currently living in Okinawa and the Japanese main islands, Matsuda debunks the conventional view that Okinawa’s local history and Japanese imperial history are two separate fields by demonstrating the entanglement of Okinawa’s modernity with Japanese colonialism. The first English-language book to use the oral historical materials of former migrants and settlers—most of whom did not experience the Battle of Okinawa—Liminality of the Japanese Empire presents not only the alternative war experiences of Okinawans but also the way in which these colonial memories are narrated in the politics of war memory within the public space of contemporary Okinawa.

Book excerpt: The focus of this book is on the Japanese economic bureaucracy, particularly on the famous Ministry of International Trade and Industry (MITI), as the leading state actor in the economy. Although MITI was not the only important agent affecting the economy, nor was the state as a whole always predominant, I do not want to be overly modest about the importance of this subject. The particular speed, form, and consequences of Japanese economic growth are not intelligible without reference to the contributions of MITI. Collaboration between the state and big business has long been acknowledged as the defining characteristic of the Japanese economic system, but for too long the state's role in this collaboration has been either condemned as overweening or dismissed as merely supportive, without anyone's ever analyzing the matter. The history of MITI is central to the economic and political history of modern Japan. Equally important, however, the methods and achievements of the Japanese economic bureaucracy are central to the continuing debate between advocates of the communist-type command economies and advocates of the Western-type mixed market economies. The fully bureaucratized command economies misallocate resources and stifle initiative; in order to function at all, they must lock up their populations behind iron curtains or other more or less impermeable barriers. The mixed market economies struggle to find ways to intrude politically determined priorities into their market systems without catching a bad case of the "English disease" or being frustrated by the American-type legal sprawl. The Japanese, of course, do not have all the answers. But given the fact that virtually all solutions to any of the critical problems of the late twentieth century--energy supply, environmental protection, technological innovation, and so forth--involve an expansion of official bureaucracy, the particular Japanese priorities and procedures are instructive. At the very least they should forewarn a foreign observer that the Japanese achievements were not won without a price being paid.

Book excerpt: This book discusses how teaching and research have been weighted differently in academia in 18 countries and one region, Hong Kong SAR, based on an international comparative study entitled the Changing Academic Profession (CAP). It addresses these issues using empirical evidence, the CAP data. Specifically, the focus is on how teaching and research are defined in each higher education system, how teaching and research are preferred and conducted by academics, and how academics are rewarded by their institution. Since the establishment of Berlin University in 1810, there has been controversy on teaching and research as the primary functions of universities and academics. The controversy increased when Johns Hopkins University was established in 1876 with only graduate programs, and more recently with the release of the Carnegie Foundation report Scholarship Reconsidered by Ernest L. Boyer in 1990. Since the publication of Scholarship Reconsidered in 1990, higher education scholars and policymakers began to pay attention to the details of teaching and research activities, a kind of ‘black box’ because only individual academics know how they conduct teaching and research in their own contexts.
