By examining the free-market principles that organize the human services industry the author exposes the inherent conflict that arises when this “market logic” is imposed on a group that does not embrace these ideals. The author’s innovative approach to social policy and human services which emphasizes the relationship between dominant and subordinate cultures, encourages us to find new ways to authentically engage with difference and bridge the gaps that divide us.

A dramatic shift has occurred in recent years as the number of temporary labourers admitted to Canada has increased substantially. Legislated Inequality critically evaluates this radical development in Canadian immigration, arguing that it threatens to undermine Canada's success as an immigrant nation. Assessing each of the four major temporary labour migration programs in Canada, contributors from a range of disciplines - including comparative political science, philosophy, and sociology - show how temporary migrants are posed to occupy a permanent yet marginal status in society and argue that Canada's temporary labour policy must undergo fundamental changes in order to support Canada's long held immigration goals. We are proud to bring together experts from universities, independent research organisations, governments, NGOs and the media. We are also proud to bring you opportunities to meet with some of the leading scholars in the field. This year invited speakers include Fiona B. Adamson, Markus Kotzur, Philip L. This volume considers the intersection of food and immigration at both the macroscale of national policy and the microscale of immigrant foodways—the intimate, daily performances of identity, culture, and community through food. Taken together, the chapters—which range from an account of the militarization of the agricultural borderlands of Yuma, Arizona, to a case study of Food Policy Council in Vancouver, Canada—demonstrate not only that we cannot talk about immigration without talking about food but also that we cannot talk about food without talking about immigration. The book investigates these questions through the construct of the immigrant-food nexus, which encompasses the constantly shifting relationships of food systems, immigration policy, and immigrant foodways. The contributors, many of whom are members of the immigrant communities they study, write from a range of disciplines. Book excerpt: If you believed most of what’s said about the Canadian Temporary Foreign Worker program, you might naturally assume that there is a trade-off between workers’ poor experiences with the program and employers’ significant benefits. In reality, the experiences of workers are far worse than is commonly acknowledged, while employers are not reaping as much benefit as the public might suppose. In Enduring Work Catherine Connelly draws on over one hundred interviews with people connected to different aspects of this program, analyzing their experiences from the perspective of organizational behaviour and human resources management. She compares the lived reality of agricultural workers, in-home caregivers, and low- and high-wage workers, showing how and why each group is vulnerable to mistreatment, albeit in different ways. She further explores how employment agencies and immigration consultants contribute to program abuses. Critically, Enduring Work provides the perspectives of employers, distinguishing between the reluctant users of the program who follow the rules and the reckless users who do not. Groundbreaking in its analysis of an issue very much in the news, Enduring Work unpacks the harms within Canada’s Temporary Foreign Worker program and offers nuanced strategies to improve it.

Book excerpt: The market for high-skilled workers is becoming increasingly global, as are the markets for knowledge and ideas. While high-skilled immigrants in the United States represent a much smaller proportion of the workforce than they do in countries such as Australia, Canada, and the United Kingdom, these immigrants have an important role in spurring innovation and economic growth in all countries and filling shortages in the domestic labor supply. This report summarizes the proceedings of a Fall 2014 workshop that focused on how immigration policy can be used to attract and retain foreign talent. Participants compared policies on encouraging migration and retention of skilled workers, attracting qualified foreign students and retaining them post-graduation, and input by states or provinces in immigration policies to add flexibility in countries with regional employment differences, among other topics. They also discussed how immigration policies have changed over time in response to undesired labor market outcomes and whether there was sufficient data to measure those outcomes.

Book excerpt: This book explores how the recruitment and retention of Asian international students in Canadian universities intersects with other institutional priorities. Responding to the growing need for new insights and perspectives on the institutional mechanisms adopted by Canadian universities to support Asian international students in their academic and social integration to university life, it crucially examines the challenges at the intersection of two institutional priorities: internationalization and anti-racism. This is especially important for the Asian international student group, who are known to experience invisible forms of discrimination and differential treatment in Canadian post-secondary education institutions. The authors present new conceptualisations and theoretical perspectives on topics including international students’ experiences and understandings of race and racism, comparisons with domestic students and/or non-Asian students, institutional discourse and narratives on Asian international students, comparison with other university priorities, cross-national comparisons, best practices, and recent developments linked to the COVID-19 pandemic. Foregrounding the institutional strategies of Canadian universities, as opposed to student experience exclusively, this direct examination of institutional responses and initiatives draws out similarities and differences across the country, compares them within the broader array of university priorities, and ultimately offers the opportunity for Canadian universities to learn from each other in improving the integration of Asian international students and others to their student body. It will appeal to teacher-scholars, researchers and educators with interested in higher education, international education and race and ethnic studies.
