Book excerpt: The Savannah River Site is investigating decontamination technology to improve current decontamination techniques, and thereby reduce radiation exposure to plant personnel, reduce uptake of radioactive material, and improve safety during decontamination and decommissioning activities. When decontamination chemicals are applied as foam and gels, the contact time and cleaning ability of the chemical increases. Foam and gel applicators apply foam or gel that adheres to the surface being decontaminated for periods ranging from fifteen minutes (foam) to infinite contact (gel). This equipment was started up in a cold environment. The desired foam and gel consistency was achieved, operators were trained in its proper maintenance and operation, and the foam and gel were applied to walls, ceilings, and hard to reach surfaces. 17 figs.

In this invention, we discuss gel and foam based diphosphonic acid (HEDPA) chemical solutions that are unique in that these solutions can be applied at room temperature; provide protection to the base metal for continued applications of the equipment; and reduce the final waste form production to one step. The HEDPA gels and foams are formulated with benign chemicals, including various solvents, such as ionic liquids and reducing and complexing agents such as hydroxamic acids, and formaldehyde sulfoxylate. Gel and foam based HEDPA processes allow for decontamination of difficult to reach surfaces that are unmanageable with traditional aqueous process methods. Also, the gel and foam components are optimized to maximize the dissolution rate and assist in the chemical transformation of the gel and foam to a stable waste form.

Book excerpt: The objective of this survey was to select an appropriate technology for in situ decontamination of equipment interiors as part of the decommissioning of U.S. Department of Energy nuclear facilities. This selection depends on knowledge of existing chemical decontamination methods. This report provides an up-to-date review of chemical decontamination methods. According to available information, aqueous systems are probably the most universally used method for decontaminating and cleaning metal surfaces. We have subdivided the technologies, on the basis of the types of chemical solvents, into acid, alkaline permanganate, highly oxidizing, peroxide, and miscellaneous systems. Two miscellaneous chemical decontamination methods (electrochemical processes and foam and gel systems) are also described. A concise technical description of various processes is given, and the report also outlines technical considerations in the choice of technologies, including decontamination effectiveness, waste handing, fields of application, and the advantages and limitations in application. On the basis of this survey, six processes were identified for further evaluation. 144 refs., 2 tabs.

Book excerpt: Foam decontamination technology is being developed at the Savannah River Site (SRS) as a waste minimization tool. Experience with foam decontamination technology has shown a significant waste reduction of up to 70% over current decontamination methods. Foam allows decontamination of a wide variety of surface geometries with a minimum of waste. Current decontamination practice at SRS for the removal of surface contamination on metal walls and complex parts is to spray repeated applications of decon solutions on the wall or part. As the solution runs off any vertical surface, contact time is minimal, requiring a large volume of the solution to complete the task. The process is labor intensive and often takes place in an area where a radiation field exits. In addition, there is the potential for exposure to contamination and exposure to the decon solution. Decon solutions with a foaming agent can be applied in a thin layer to a surface in any orientation, even to overhead surfaces. The decon solution is held within the foam, increasing dwell time, productivity, safety, and reducing personnel exposure.

Book excerpt: The anthrax attacks in fall 2001 spurred an extensive and costly decontamination effort where many decisions had to be made about which sites required cleanup, what method to use, how to determine the effectiveness of the cleanup, and how "clean" the building had to be for reoccupation. As part of a project funded by the U.S. Department of Homeland Security (DHS), and managed by Lawrence Livermore National Laboratory, the National Research Council was asked to consider the criteria that must be met for a cleanup to be declared successful, allowing the reoccupation of a facility. The report finds that efficiently sampling and characterizing a pathogen is critical for choosing the best remediation strategy. However, there should be no universal standard for deciding when a building is safe to re-enter because varying pathogen amounts and characteristics could require different strategies. The report offers a flowchart for decision-makers that includes questions about the characteristics of the pathogen; how far it has spread; whether it is transmissible between humans; and how long it will survive to pose a threat. The report also recommends that a risk-assessment approach be adopted as part of a strategy for achieving a "socially acceptable" standard for cleanup.

Final disposal of very low-activity, low-activity and very short-lived waste is well controlled. However, final solutions for certain categories, including long-lived waste, sorted waste and spent graphite waste, are not yet in place. Management of Radioactive Waste reviews all the possible solutions and presents those chosen by the various states, including a chapter detailing policy on radioactive waste management, taking France as an example.
