Book excerpt: A primary aim of the NATO Science Committee since its estab lishment in 1958 has been to· further international scientific co operation among scientists from the member countries of the Alliance. Almost all fields of basic science have received sub stantial support for the purposes of enhancing exchange of inform ation, providing opportunities for advanced instruction and collaborative research. Up to 1977, more than 10,000 fellowships have been awarded to allow scientists to complete their scientific education in another country and more than 1,500 joint research projects involving scientists in at least two different countries per project have been financed by the Committee. In addition, more than 800 advanced study institutes have been held under NATO auspices which have allowed more than sixty thousand scientists to get together to hear leading scientists lecture on advanced research topics on the frontier of research of many disciplines and to discuss the most recent results of their research activi ties. The Science Committee also identifies specific areas as deserving special encouragement or preferential support for limited periods. A variety of mechanisms - research grants, study visits, conferences, etc. - is utilized to stimulate greater international activity. This effort is embodied in several individual programmes, each guided by a special programme panel of internationally eminent experts. Air-sea interaction is one of these programmes.

Book excerpt: This study presents observations of turbulence dynamics made during the low winds portion of the Coupled Boundary Layers and Air-Sea Transfer experiment (CBLAST-Low). Observations were made of turbulent fluxes, turbulent kinetic energy, and the length scales of flux-carrying and energy-containing eddies in the ocean surface boundary layer. A new technique was developed to separate wave and turbulent motions spectrally, using ideas for turbulence spectra that were developed in the study of the bottom boundary layer of the atmosphere. The observations of turbulent fluxes allowed the closing of heat and momentum budgets across the air-sea interface. The observations also show that flux-carrying eddies are similar in size to those expected in rigid-boundary turbulence, but that energy-containing eddies are smaller than those in rigid-boundary turbulence. This suggests that the relationship between turbulent kinetic energy, depth, and turbulent diffusivity are different in the ocean surface boundary layer than in rigid-boundary turbulence. The observations confirm previous speculation that surface wave breaking provides a surface source of turbulent kinetic energy that is transported to depth where it dissipates. A model that includes the effects of shear production, wave breaking and dissipation is able to reproduce the enhancement of turbulent kinetic energy near the wavy ocean surface. However, because of the different length scale relations in the ocean surface boundary layer, the empirical constants in the energy model are different from the values that are used to model rigid-boundary turbulence. The ocean surface boundary layer is observed to have small but finite temperature gradients that are related to the boundary fluxes of heat and momentum, as assumed by closure models. However, the turbulent diffusivity of heat in the surface boundary layer is larger than predicted by rigid-boundary closure models. Including the combined effects of wave breaking, stress, and buoyancy forcing allows a closure model to predict the turbulent diffusivity for heat in the ocean surface boundary layer.

Book excerpt: A 7.5-year (July 1987-December 1994) dataset of daily surface specific humidity and turbulent fluxes (momentum, latent heat, and sensible heat) over global oceans has been retrieved from the Special Sensor Microwave/Imager (SSM/I) data and other data. It has a spatial resolution of 2.0 deg.x 2.5 deg. latitude-longitude. The retrieved surface specific humidity is generally accurate over global oceans as validated against the collocated radiosonde observations. The retrieved daily wind stresses and latent heat fluxes show useful accuracy as verified by those measured by the RV Moana Wave and IMET buoy in the western equatorial Pacific. The derived turbulent fluxes and input variables are also found to agree generally with the global distributions of annual-and seasonal-means of those based on 4-year (1990-93) comprehensive ocean-atmosphere data set (COADS) with adjustment in wind speeds and other climatological studies. The COADS has collected the most complete surface marine observations, mainly from merchant ships. However, ship measurements generally have poor accuracy, and variable spatial coverages. Significant differences between the retrieved and COADS-based are found in some areas of the tropical and southern extratropical oceans, reflecting the paucity of ship observations outside the northern extratropical oceans. Averaged over the global oceans, the retrieved wind stress is smaller but the latent heat flux is larger than those based on COADS. The former is suggested to be mainly due to overestimation of the adjusted ship-estimated wind speeds (depending on sea states), while the latter is suggested to be mainly due to overestimation of ship-measured dew point temperatures. The study suggests that the SSM/I-derived turbulent fluxes can be used for climate studies and coupled model validations.
