Book excerpt: This study takes a socio-ecological conflict in Petorca (Chile) as a reasonable example with which to discuss the facilitators and pitfalls of the transition towards sustainable water governance. It uncovers the mechanisms behind a market-based institutional structure that weakens trust between actors and impedes cooperation, and it analyses the ways in which social innovations overcome these mechanisms. Based on case study research with extensive qualitative interview analysis, this work contributes not only to the theoretical discourse on institutionalism and social innovations, but also to a broader discussion on sustainable water governance. The author holds a PhD in political science, which focuses on sustainable (spatial) development, and has long-standing international working experience in particular with regard to Chile.

Book excerpt: Environmental flows (e-flows) are intrinsically related to water security and water management: when the remaining flow of a river after upstream withdrawals is not enough to safeguarding ecological river functions, the basin is at extreme risk of water scarcity, which indicates that the water management is failing. To test this, we computed water stress indices (WSIs, computed as the ratio of withdrawals to water availability) for 277 basins in Chile, under two water-use scenarios: (i) WSI max , where withdrawals correspond to the maximum consumptive water allowed by the current law, and (ii) WSI alloc , where withdrawals correspond to the actual allocated consumptive water uses within the basins. We diagnose the water allocation system in Chile (defined by the Chilean Water Code) by assigning risks of water scarcity to the computed WSIs, and by contrasting the e-flows protected by law with those safeguarded by water management systems from six other countries.The Chilean Water Code incorporated the protection of minimum e-flows in 2005, but establishing that these do not exceed 20% of the mean annual streamflow, except in some exceptional cases. This limit is significantly lower than those used in other countries, where 20% to 80% of the mean annual streamflow are protected. This turns out in WSI max values between 80% and 100% in all basins, well above the threshold associated with over-committed basins under extreme risk of water scarcity (70% typically). In this book the role of water trading as an instrument of integrated water resources management is explored in depth. It is also shown to be an instrument for conflict resolution, where it may be necessary to reallocate water in the context of increasing scarcity. Recent experiences of implementation in different river basins have shown their potential as instruments for improving allocation. These experiences, however, also show that there are implementation challenges and some limitations to trading that need to be considered. This book explores the various types of water trading formulas through the experience of using them in different parts of the world. The final result is varied because, in most cases, trading is conditioned by the legal and institutional framework in which the transactions are carried out. The role of government and the definition of water rights and licenses are critical for the success of water trading. The book studies the institutional framework and how transactions have been undertaken, drawing some lessons on how trading can improve. It also analyses whether trading has really been a positive instrument to manage scarcity and improve water ecosystems and pollution emission problems in those parts of the world which are most affected. The book concludes by making policy proposals to improve the implementation of water trading.
