Book excerpt: Florida has traditionally sought economic growth through new development but maintains a rich history that is preserved through village-oriented cities. This traditional style and scale attracted snowbirds from the north to live and work in the state. This quantitative study explores the potential costs and benefits of adaptive reuse and historic preservation through an economic Input-Output analysis of a historic home in Winter Park, Florida. An evaluation of the city's historic preservation ordinance and comprehensive plan revealed misconceptions among the community, city commissioners, and the planning department about historic preservation. Preservation and reuse research was pulled from the National Park Service, The National Trust for Historic Preservation, the Advisory Council for Historic Preservation, and peer reviewed research. City planners as well as local preservationists, economists, and architects provided the economic data for the analysis of the case study. The study concludes with recommendations for the Winter Park preservation ordinance which could potentially provide a more holistic approach to quantifying historic assets on a local scale, as well as opportunities for grants and other financing options.
