Its population in the early 21st century is approaching 17 million. Within years the number of people living in the state will surpass those living in New York, and the Sunshine State will become the most populous area east of the Mississippi. The first book in English about Florida was written by Jean Ribault. A French adventurer, Ribault established a colony of Huguenots near present-day Jacksonville. He was captured by the very able Spanish commander Pedro Menendez, who ordered his French rival and all his minions killed. The state’s long and colorful past is matched by its equally long and colorful literary production. Strangely, critical assessment of Florida literature has lagged far behind. With this volume, the Florida College English Association has formally begun an effort to correct this lamentable oversight. Included are papers on every aspect of Florida literature and history by scholars from every part of the state who are employed in every kind of institution of higher learning. Of special interest are the studies of Florida literature in the 19th century and in the late 20th and early 21st centuries, areas that are generally ignored in national journals. The papers on the contributions of African-American literary figures, such as Zora Hurston and James Weldon Johnson, are noteworthy. Of particular interest are the suggestions for teaching Florida studies in the classroom, which can be adapted for high school as well as college students.

It begins with the idea of a state being a "laboratory of democracy" where rights may be expanded or invented within the minimum requirements of the federal constitution. It explores the question of how a state constitution can produce its own jurisprudence in light of the supremacy of the United States Constitution. It outlines the canons of construction for the Florida Constitution. It introduces the concept that a state constitution can be a source of heightened civil liberties and fundamental rights. It explores this issue in greater detail by using the Florida Constitution as an example. It identifies Florida Constitutional rights without an exact parallel to those in the text of the US Constitution and asks whether Florida has taken its own path in interpreting or implementing the identified constitutional rights. It introduces rights enumerated in the text of the Florida Constitution that are not embodied in the text of the US Constitution. In so doing, it compares Florida's approach to those of other state constitutions. It addresses the familiar refrain that unlike the federal constitution a state's constitution is a restriction upon power not a grant of power. It looks at state constitutional criminal procedure by examining the ancient origin of the jury and the recent origin of Florida criminal procedure. Board of Education case that outlawed segregation in the nation’s public schools, research reveals that schools have undergone significant re-segregation. The anguish that many of us feel about this incredible failure of public policy underscores the layered aspect of achieving racial equality in America. In Florida, and across the nation, the steps that have been taken to implement affirmative action in higher education have been under constant attack by conservatives, and a series of actions by various state and federal courts have resulted in reduced access and enrollment of students of color in several states. In 1999, Governor Jeb Bush used his authority to redefine affirmative action in his state by issuing an executive order that established the One Florida Initiative (OFI). Bush’s claim that the OFI was intended to increase diversity and opportunities for people of color in Florida’s state university system appears to be contradicted by findings that minority representation actually decreased in most of the state universities after the policy was implemented. Hilton and colleagues provide a cogent analysis of the effects of the OFI on enrollment patterns in the state’s public law schools to help us understand how changes in public policy can have detrimental effects on particular communities. The research is both enriched and complicated by the inclusion of the two law schools: Florida A&M and Florida International Universities, both of which are minority-serving institutions (MSIs). These schools were developed independently of the OFI but had a potential effect on the level of diversity that can be calculated across the system. The use of critical race theory offers an approach that will prove unnerving to some readers, but is one that provided insights that may not have been revealed through a different framework.

This phenomenon is characterised by countries aiming not only to attract international students but also to retain them after graduation. Despite the importance of their migration intention, the factors infuencing the decision-making, have not been fully elucidated. This study focuses on factors influencing international students´ intention to stay or leave the city (region) of their studies. More specifically, place related and human capital factors as well as employment opportunities. Based on data from a quantitative survey conducted among international students and qualitative interviews with regional company representatives, this study reveals a positive impact of the satisfaction with place-related factors on the staying intention of international students, specifically translating into a positive intention to remain in the city (region) (Göttingen, Germany). Furthermore, the study shows that international students are not well informed about employment opportunities in the region and that they are not a specific target group for regional companies. These results reveal an interesting interplay between the different factors and specific areas to be improved in order to enhance the opportunities for all involved stakeholders. Rebecca Tlatlik studied Political Science and Cultural Anthropology at the University of Göttingen, Germany. After completing her studies, she started working as a Research assistant in the Department of Development Policy, Migration and Agricultural Policy (DEMAP) at the University of Kassel, where she did also her PhD (graduated 2015). Between 2010 and 2015 she was in charge of lecturing students in development economics and labour migration. She has presented her research at several international conferences. Her research interests are: highly skilled labour migration, international student migration, migration policy and the internationalization of higher education.
