Book excerpt: Strategically situated at the gateway to the Mississippi River yet standing atop a former swamp, New Orleans was from the first what geographer Peirce Lewis called an "impossible but inevitable city." How New Orleans came to be, taking shape between the mutual and often contradictory forces of nature and urban development, is the subject of An Unnatural Metropolis. Craig E. Colten traces engineered modifications to New Orleans's natural environment from 1800 to 2000 and demonstrates that, though all cities must contend with their physical settings, New Orleans may be the city most dependent on human-induced transformations of its precarious site. In a new preface, Colten shows how Hurricane Katrina exemplifies the inability of human artifice to exclude nature from cities and he urges city planners to keep the environment in mind as they contemplate New Orleans's future. Urban geographers frequently have portrayed cities as the antithesis of nature, but in An Unnatural Metropolis, Colten introduces a critical environmental perspective to the history of urban areas. His amply illustrated work offers an in-depth look at a city and society uniquely shaped by the natural forces it has sought to harness.

Book excerpt: Planning the rebuilding of New Orleans after Hurricanes Katrina and Rita has been among the greatest urban planning challenges of our time. Since 2005, Robert B. Olshansky and Laurie A. Johnson, urban planners who specialize in disaster planning and recovery, have been working to understand, in real time, the difficult planning decisions in this unusual situation. As both observers of and participants in the difficult process of creating the Unified New Orleans Plan, Olshansky and Johnson bring unparalleled detail and insight to this complex story. The recovery process has been slow and frustrating, in part because New Orleans was so unprepared for the physical challenges of such a disaster, but also because it lacked sufficient planning mechanisms to manage community reconstruction in a viable way. New Orleans has had to rebuild its buildings and institutions, but it has also had to create a community planning structure that is seen as both equitable and effective, while also addressing the concerns and demands of state, federal, nonprofit, and private-sector stakeholders. In documenting how this unprecedented process occurred, Olshansky and Johnson spent years on the ground in New Orleans, interviewing leaders and citizens and abetting the design and execution of the Unified New Orleans Plan. Their insights will help cities across the globe recognize the challenges of rebuilding and recovering after disaster strikes.

Book Floodplain Management

Download or read book Floodplain Management written by Bob Freitag and published by Island Press. This book was released on 2012-06-22 with total page 255 pages. Available in PDF, EPUB and Kindle. Book excerpt: A flooding river is very hard to stop. Many residents of the United States have discovered this the hard way. Right now, over five million Americans hold flood insurance policies from the National Flood Insurance Program, which estimates that flooding causes at least six billion dollars in damages every year. Like rivers after a rainstorm, the financial costs are rising along with the toll on residents. And the worst is probably yet to come. Most scientists believe that global climate change will result in increases in flooding. The authors of this book present a straightforward argument: the time to stop a flooding rivers is before is before it floods. Floodplain Management outlines a new paradigm for flood management, one that emphasizes cost-effective, long-term success by integrating physical, chemical, and biological systems with our societal capabilities. It describes our present flood management practices, which are often based on dam or levee projects that do not incorporate the latest understandings about river processes. And it suggests that a better solution is to work with the natural tendencies of the river: retreat from the floodplain by preventing future development (and sometimes even removing existing structures); accommodate the effects of floodwaters with building practices; and protect assets with nonstructural measures if possible, and with large structural projects only if absolutely necessary.

Book Crisis and Emergency Management

Download or read book Crisis and Emergency Management written by Ali Farazmand and published by Routledge. This book was released on 2017-09-25 with total page 852 pages. Available in PDF, EPUB and Kindle. Book excerpt: More than 12 years have passed since the publication of the first edition of Crisis and Emergency Management. During that time numerous disasters—from 9/11 to massive earthquakes in Iran and China, to the giant Asian Tsunami, Hurricane Katrina, and the Fukushima Tsunami and ensuing nuclear meltdown—have changed the way we manage catastrophic events. With contributions from leading experts, this second edition features 40 new chapters that address recent worldwide crises and what we have learned from emergency responses to them. See What’s New in the Second Edition: Up-to-date concepts, theories, and practices Analysis of recent disasters and their effect on emergency management Policy and managerial lessons Suggestions for capacity building in crisis and emergency management The book covers a wide range of international issues using critical, empirical, and quantitative analyses. It discusses various approaches to topics such as resolving political tension and terrorism issues, the potential use of biological weapons, and the role of public relations in crisis. The author offers insight into organizational and community resiliency development; a "surprise management" theory in practice for upgrading the knowledge and skills in managing crises and governing emergencies; and better and more effective organizational, political, social, and managerial coordination in the processes. He presents case studies that enhance and advance the future theory and practice of crisis and emergency management, while at the same time providing practical advice that can be put to use immediately. Managing crises and governing emergencies in such an age of challenges demands a different kind of knowledge, skills, and attitudes that were not available yesterday. This book gives you valuable information with applications at the macro, micro, organizational, and interorganizational levels, preparing you for emergency management in an increasingly globalized and uncertain world.
