Book excerpt: The Missouri River Ecosystem: Exploring the Prospects for Recovery resulted from a study conducted at the request of the U.S. Environmental Protection Agency and the U.S. Army Corps of Engineers. The nation's longest river, the Missouri River and its floodplain ecosystem experienced substantial environmental and hydrologic changes during the twentieth century. The context of Missouri River dam and reservoir system management is marked by sharp differences between stakeholders regarding the river's proper management regime. The management agencies have been challenged to determine the appropriate balance between these competing interests. This Water Science and Technology Board report reviews the ecological state of the river and floodplain ecosystem, scientific research of the ecosystem, and the prospects for implementing an adaptive management approach, all with a view toward helping move beyond ongoing scientific and other differences. The report notes that continued ecological degradation of the ecosystem is certain unless some portion of pre-settlement river flows and processes were restored. The report also includes recommendations to enhance scientific knowledge through carefully planned and monitored river management actions and the enactment of a Missouri River Protection and Recovery Act.

Book excerpt: The recent listing of Pacific salmon under the Endangered Species Act has led to substantial interest in the scientific basis for river restoration in the Pacific Northwest. Millions of dollars in state and federal funding have been programmed for habitat restoration efforts to stem the decline of salmon populations in the region. This volume addresses the need for a solid understanding of fluvial processes and aquatic ecology in order to predict both river and salmonid response to restoration projects. In the Pacific Northwest, as in most regions of the United States, we are still learning about the processes that create habitat and river structure, how those processes influence aquatic ecosystems, and how to gauge the response of river systems to both land-use changes and restoration efforts. River systems are still responding to historic changes, and degraded habitat may not be restored successfully if natural conditions are not well understood, particularly if massive changes in watershed hydrology or other processes are the root cause. These issues faced in the development of regional river restoration programs are by no means unique to the Northwest, and so the initiation of a regional program of river restoration provides an opportunity to evaluate the state of river restoration in general. The eighteen chapters of Restoration of Puget Sound Rivers--presented by the region's experts at a symposium of the Society for Ecological Restoration--examine geological and geomorphological controls on river and stream characteristics and dynamics, biological aspects of river systems in the region, and the application of fluvial geomorphology, civil engineering, riparian ecology, and aquatic ecology in efforts to restore Puget Sound Rivers. This volume will be of interest to geomorphologists, aquatic biologists, civil engineers, planners, and all those interested in the interface of science and policy in addressing one of the fundamental environmental challenges of the twenty-first century.

The forests grow in areas that are annually flooded by large rivers during mean periods of up to 8 months and at depths of up to 10 m. Despite this severe stress, these forests consist of over 1,000 species and are by far the most species-rich floodplain forests worldwide. The trees show a broad range of morphological, anatomical, physiological, and phenological adaptations that enable them not only to survive the adverse environmental conditions, but also to produce large amounts of biomass when the nutrient levels in water and soils are sufficiently high. This is the case in the floodplains of white-water rivers, which are used for fisheries, agriculture, and cattle-ranching but which also have a high potential for the production of timber and non-timber products, when adequately managed. Latest research on ecophysiology gives insight how tree species adapt to the oscillating flood-pulse focusing on their photosynthesis, respiration, sap flow, biochemistry, phenology, wood and leave anatomy, root morphology and functioning, fruit chemistry, seed germination, seedling establishment, nitrogen fixation and genetic variability. Based on tree ages, lifetime growth rates and net primary production, new concepts are developed to improve the sustainability of traditional forest managements in the background of an integrated natural resource management. Book excerpt: The Clean Water Act (CWA) requires that wetlands be protected from degradation because of their important ecological functions including maintenance of high water quality and provision of fish and wildlife habitat. However, this protection generally does not encompass riparian areasâ€"the lands bordering rivers and lakesâ€"even though they often provide the same functions as wetlands. Growing recognition of the similarities in wetland and riparian area functioning and the differences in their legal protection led the NRC in 1999 to undertake a study of riparian areas, which has culminated in Riparian Areas: Functioning and Strategies for Management. The report is intended to heighten awareness of riparian areas commensurate with their ecological and societal values. The primary conclusion is that, because riparian areas perform a disproportionate number of biological and physical functions on a unit area basis, restoration of riparian functions along America's waterbodies should be a national goal.

Book excerpt: From exploitation to preservation, the complex history of one of the Southeast's most important natural areas and South Carolina's only national park Located at the confluence of the Congaree and Wateree Rivers in central South Carolina, Congaree National Park protects the nation's largest intact expanse of old-growth bottomland hardwood forest. Modern visitors to the park enjoy a pristine landscape that seems ancient and untouched by human hands, but in truth its history is far different. In Nature's Return, Mark Kinzer examines the successive waves of inhabitants, visitors, and landowners of this region by synthesizing information from property and census records, studies of forest succession, tree-ring analyses, slave narratives, and historical news accounts. Established in 1976, Congaree National Park contains within its boundaries nearly twenty-seven thousand acres of protected uplands, floodplains, and swamps. Once exploited by humans for farming, cattle grazing, plantation agriculture, and logging, the park area is now used gently for recreation and conservation. Although the impact of farming, grazing, and logging in the park was far less extensive than in other river swamps across the Southeast, it is still evident to those who know where to look. Cultivated in corn and cotton during the nineteenth century, the land became the site of extensive logging operations soon after the Civil War, a practice that continued intermittently into the late twentieth century. From burning canebrakes to clearing fields and logging trees, inhabitants of the lower Congaree valley have modified the floodplain environment both to ensure their survival and, over time, to generate wealth. In this they behaved no differently than people living along other major rivers in the South Atlantic Coastal Plain. Today Congaree National Park is a forest of vast flats and winding sloughs where champion trees dot the landscape. Indeed its history of human use and conservation make it a valuable laboratory for the study not only of flora and fauna but also of anthropology and modern history. As the impact of human disturbance fades, the Congaree's stature as one of the most important natural areas in the eastern United States only continues to grow.

Failures mainly occur through insufficient application of physical, chemical or ecological principles. Spontaneous colonization by plants and animals, following habitat reconstruction, is preferred. However, sometimes the re-introduction of keystone species (e.g. eelgrass, salmon, beaver) is necessary in case the potential habitats are isolated or fragmented, or if a seed bank is lacking, thus not allowing viable populations to develop. Re-introducing traditional management techniques (e.g. mowing without fertilization, low intensity grazing) is important to rehabilitate the semi-natural and cultural landscapes that are so characteristic for The Netherlands.
