The chapters included in this edited volume address the following questions: Shall government relief subsidies exist when there is flood insurance in place, and, if so, how might they both be coordinated? Where (or how) to decide about build back better incentives and where to go for planned relocation programs? What is the distributional equity of financial schemes for flood recovery, and has it been sufficiently treated? The book covers different approaches to flood recovery schemes with specific intervention rationales in different countries. Empirical evidence provided clearly shows the great diversity of financial flood recovery schemes. This diversity of state-funded schemes, private-based insurance schemes, and hybrids as well as planned relocation schemes indicates a lack of a consistent and strategic approach in flood risk management and flood resilience about flood recovery. Book excerpt: FEMA's Hazard Mitigation Grant Program is a powerful resource in the combined effort by Federal, State, and local government, as well as private industry and homeowners, to end the cycle of repetitive disaster damage. The Robert T. Stafford Disaster Relief and Emergency Assistance Act was passed on November 23, 1988, amending Public Law 93-288, the Disaster Relief Act of 1974. The Stafford Act included Section 404, which established the Hazard Mitigation Grant Program. In 1993, the Hazard Mitigation and Relocation Act amended Section 404 to increase the amount of HMGP funds available and the cost-share to 75 percent Federal. This amendment also encouraged the use of property acquisition and other non-structural flood mitigation measures. In an effort to streamline HMGP delivery, FEMA encourages States to develop their mitigation programs before disaster strikes. States are adopting a more active HMGP management role. Increased capabilities may include: Conducting comprehensive all-hazard mitigation planning prior to disaster events; Providing applicants technical assistance on sound mitigation techniques and hazard mitigation policy and procedures; Coordinating mitigation programs through interagency teams or councils. Conducting benefit-cost analyses; and Preparing National Environmental Policy Act reviews for FEMA approval. States that integrate the HMGP with their frequently updated State Administrative and Hazard Mitigation Plans will create cohesive and effective approaches to loss reduction. This type of coordinated approach minimizes the distinction between “predisaster” and “post-disaster” time periods, and instead produces an ongoing mitigation effort. Hazard mitigation is any sustained action taken to reduce or eliminate long-term risk to people and property from natural hazards and their effects. A key purpose of the HMGP is to ensure that the opportunity to take critical mitigation measures to protect life and property from future disasters is not lost during the recovery and reconstruction process following a disaster. Program grant funds available under Section 404 of the Stafford Act provide States with the incentive and capability to implement mitigation measures that previously may have been infeasible. The purpose of this Desk Reference is to: Provide comprehensive information about FEMA's Hazard Mitigation Grant Program (HMGP); Increase awareness of the HMGP as an integral part of statewide hazard mitigation efforts; and Encourage deeper commitments and increased responsibilities on the part of all States and communities to reduce damage and losses from natural disasters. This Desk Reference is organized to simplify program information and assist the reader with practical guidance for successful participation in the program. Lists of program-related acronyms and definitions are included, along with appendices that amplify selected aspects of the HMGP. In response, the Federal government has been working to improve its floodplain management -- both to reduce the loss of life and property caused by floods, and to restore the natural resource and functions of floodplains. Part of improving floodplain management has involved a shift in focus. Traditional floodplain management often has stressed structural alterations to the natural environment as the best means of protecting property and human lives. In recent years, however, there has been a shift away from this tradition, toward considering non-structural alternatives as effective floodplain management strategies. The key characteristic of a non-structural approach is that it modifies susceptibility to flooding, as opposed to simply attempting to control flooding through structural methods such as dams, levees and channels. However, non-structural approaches may include use of some structural elements. The goal of this handbook is to provide information to local cooperators and other interested parties about Federal programs that support a non-structural approach to floodplain management. Included are broad strategies and specific Federal programs that could form the basis for a non-structural response to a flood event. Programs are grouped by three primary non- structural strategies: (1) Acquisition, relocation, elevation, and floodproofing of existing structures. (2) Rural land easements and acquisitions; and (3) Restoration of wetlands Individual programs may provide assistance for more than one strategy.

Created by Congress in 1968, the NFIP provides flood insurance protection to property owners, in return for local government commitment to sound floodplain management. Since 1994, the NFIP has included a Flood Mitigation Assistance (FMA) program to provide local communities with support for flood mitigation. This book offers quantitative evidence of the net social benefit of the NFIP for the years 1996-2010, including an independent assessment of the consumer benefit. Second, it provides distributionally weighted analysis to show the socioeconomic effects of payments and claims. Finally, this Brief includes an analysis of the change in government revenue attributable to the NFIP and FMA programs. The models used in each component of the analysis are usable by others for extending and revising the analysis. Providing a comprehensive analysis of this increasingly important federal policy, this Brief will be of use to students of environmental economics and public policy as well as those interested in risk management in the era of climate change.

It is unlikely that the provision of flood protection infrastructure and reservoirs will eliminate this problem, especially as extreme events are expected to increase in probability and magnitude as a result of climate change. For this reason, the focus of water management has shifted to a risk-based approach in recent years; but this also has its limitations. This book examines system robustness as a new perspective on flood and drought risk management. The concept of robustness is familiar from other areas, such as engineering and biology. When a system is robust, it can remain functioning even when some components fail. Areas prone to flooding or drought can be understood as systems, and this book makes the concept of robustness operational by proposing quantifiable criteria. These criteria were tested in two case studies of flooding and two of drought, which demonstrate the applicability of the framework and provide insight into the system characteristics that influence system robustness. The book will contribute to decision-making in flood and drought risk management by providing additional decision criteria, and will be of interest to all those whose work involves the management of disastrous and uncertain flood and drought events.
