Book excerpt: Flood control in urban areas can be feasibly and cost-effectively enhanced by implementing flood proofing approaches to risk reduction in the context of environmental and land-use planning and management. Indeed, flood proofing makes it possible to improve, integrate and in some cases even replace traditional measures for flood control, reducing the vulnerability and increasing the resilience of buildings and infrastructures. This book begins by reviewing the physics of stability and instability of both human beings and buildings under flood conditions, together with criteria and models (both conventional and innovative) for assessing flood strains. In turn, it presents a range of flood proofing concepts and techniques, together with a complete and updated classification of related methods and devices. This provides a user-friendly tool to help identify appropriate solutions to real-world problems for each specific risk scenario. In particular, the book focuses on temporary flood proofing techniques, given their ability to deliver effective performance at low costs. Lastly, it features an overview of norms, guidelines and laboratory recommendations that are currently being adopted in various countries with regard to flood proofing devices and testing procedures. The purpose of this book is essentially to encourage authorities, stakeholders, technicians and end users to successfully develop flood proofing solutions that can reduce flood risk in a pragmatic manner. In addition, the authors hope to inspire researchers, manufacturers and designers (engineers, architects, urban planners and urban managers) to pursue further advances in this key sector of public and private safety in urban areas.

Catastrophic flooding from recent hurricanes, including Superstorm Sandy in New York (2012) and Hurricane Harvey in Houston (2017), caused billions of dollars in property damage, adversely affected millions of people, and damaged the economic well-being of major metropolitan areas. Flooding takes a heavy toll even in years without a named storm or event. Major freshwater flood events from 2004 to 2014 cost an average of $9 billion in direct damage and 71 lives annually. These figures do not include the cumulative costs of frequent, small floods, which can be similar to those of infrequent extreme floods. Framing the Challenge of Urban Flooding in the United States contributes to existing knowledge by examining real-world examples in specific metropolitan areas. This report identifies commonalities and variances among the case study metropolitan areas in terms of causes, adverse impacts, unexpected problems in recovery, or effective mitigation strategies, as well as key themes of urban flooding. It also relates, as appropriate, causes and actions of urban flooding to existing federal resources or policies.

Book excerpt: Flooding is an important issue in Snoqualmie. Floods occur almost every five years. They are caused by multiple factors: massive precipitation in winter, melting snow in spring, and Snoqualmie River's convergence upstream of Snoqualmie city. Flood management in Snoqualmie is complicated because of two main reasons: historic buildings in downtown area and the National Flood Insurance Program (NFIP). For example, since the National Flood Insurance Program requires house owners who own houses in the 100-year flood zone to pay high insurance fees, they reduce house owners' budgets to elevate endangered houses. This thesis explores effective ways to manage flooding impact from an urban design perspective. It tries to consider what viewpoints engineers lack, such as design aesthetic and integrity. Through comprehensive analysis and diverse flood management research, this thesis proposes flood-proofing designs and strategies for Snoqualmie. Flood-proofing is of particular interest because we live in a flood-threatened world. Urban areas are often more susceptible to the damage caused by flooding due to high population densities and inadequate infrastructure design. Climate change in recent history has also significantly changed precipitation patterns and increased the chance of flooding in many regions. This thesis intends to find suitable flood-proofing designs and strategies for Snoqualmie, which can be applied to other places around the world. Past studies focus on climate change and the effect of human development on flooding issues. They propose that a good flood management strategy is to live with floods and be resilient to damages (e.g. wet flood-proofing, dry flood-proofing, and house-elevating). Natural systems, such as vegetation, soils, floodplains, and wetlands are better ways to maintain water balance and mitigate flooding. Urban development should be sustainable and less harmful to natural systems. This thesis proposes sustainable and flood-resilient development methods. Two main methods are presented: restoring floodplain habitats by removing structures/setback levees, and constructing detention pounds/bio-swales. Both methods combine open spaces with flood management infrastructure designs. In the historic downtown area, both wet flood-proofing and dry flood-proofing methods are applicable. Box barriers or sandbags are applicable around the area. Buildings can use flood-proofing materials to withstand floods and facilitate easy clean up. Buildings can also use backflow devices on sewer drains. This thesis proposes comprehensive flood management design after analyzing historic maps, zoning maps, flood hazard data, and hydrological data. The research presented here makes substantial use of Geographic Information Systems (GIS) to analyze sites' current conditions, such as development patterns maps and zonings maps. It also forecasts future potential development areas by considering the surrounding ecosystem.

Flooding is a global phenomenon that claims numerous lives worldwide each year. When flooding occurs in urban areas, it can cause substantial damage to property as well as threaten human life. In addition, many more people must endure the homelessness, upset and disruption that are left in the wake of floods. The increased frequency of flooding in the last few years, coupled with climate change predictions and urban development, suggest that these impacts are set to worsen in the future. How we respond and importantly, adapt to these challenges is key to developing our long-term resilience at the property, community and city scale. Apart from the physical damage to buildings, contents and loss of life, which are the most obvious, impacts of floods upon households, other more indirect losses are often overlooked. These indirect and intangible impacts are generally associated with disruption to normal life as well as long-term health issues including community displacements and stress-related illnesses. Flooding represents a major barrier to the alleviation of poverty in many parts of the developing world, where vulnerable communities are often exposed to sudden and life-threatening events. As our cities continue to expand, their urban infrastructures need to be re-evaluated and adapted to new requirements related to the increase in population and the growing areas under urbanization. Book excerpt: A continuing increase in disasters triggered by floods occurs almost daily even though our technological capabilities have grown rapidly and global economic growth per capita has doubled. This paradoxical situation proves that our earlier ways of thinking are inadequate and that we must shift our way of thinking and working. It has become obvious that most flood-related disasters, although commonly referred to as natural disasters, are not the result of nature-related processes alone. Some of the early efforts in dealing with floods and flood-related disasters were only concerned with the construction of engineering structures (e.g., levees, floodwalls, dams, embankments, storage basins, diversions, etc.) without significant consideration of aspects which are nowadays regarded as equally important, if not more important. There is a great deal of natural, social and technological interactions that shape the vulnerability to floods. Realizing that flood risk can hardly ever be completely eliminated, the traditional 'flood defence' culture has been replaced with the culture of learning how to live under flood risk and how to better respond to it. This renders purely engineering solutions inadequate. Can the threats of more flood-related disasters provide an impetus to shift our mind-set towards an approach that favours not only sound technological innovations but one that also addresses the social, cultural, and wider ecological aspects of dealing with floods? In this illustrated book, the Asian Development Bank (ADB) seeks to introduce a holistic thinking in dealing with urban floods by adopting the green cities development approach.
