Unregulated peak flow frequencies are typically estimated based on a statistical analysis assuming floods are random homogenous events. Bulletin 17B procedures recommend a log-Pearson Type III distribution to fit a curve through observed flood data. However, such statistical analysis is inappropriate for regulated flood flows because they are affected by the flood operation of reservoirs as well as the volumes and peaks of flood hydrographs. A regulated flood frequency curve can be derived from a long unregulated period of flow record based on routing studies and developing a relationship between regulated peak outflow and unregulated inflow peak or volume, often called a peak flow transform. To resolve the interaction of peak flow rate and flood volume, a critical peak duration is often chosen, averaging flow over several days. The unregulated peak flow frequency curve, averaged over a critical duration, is then transformed to produce the regulated peak flow frequency curve. This paper examines the theoretical behavior of regulated peak transforms and provides a short case study within the Feather-Yuba river system. Two operating rules are used to simulate inflow, outflow, and storage within the reservoir and illustrate the development of a peak flow transform. These rules are: 1) optimal peak reduction with perfect foreknowledge of the flood hydrograph; and 2) minimized exceedences of downstream channel capacity. The flow transforms developed using these two operating rules seem likely to bound the range of actual peak flow transforms.

Two basic problems exist for most hydrologic applications. First the sample is usually small, by statistical standards, resulting in uncertainty as to the true probability. And secondly, a single theoretical frequency distribution does not always fit a particular data-type equally well in all applications. This manual provides guidance in fitting frequency distributions and construction of confidence limits. Techniques are presented which can possibly reduce the errors caused by small sample sizes. Also, some types of data are noted which usually do not fit any theoretical distributions.

Book excerpt: This manual provides a synthesis of practical hydrologic methods and techniques to assist the highway engineer in the analysis and design of highway drainage structures. The manual begins with a discussion of descriptive hydrology, the surface runoff process and hydrologic data with emphasis given to the highway stream-crossing problem. The commonly used frequency distributions for estimating peak flows for basins with adequate data are discussed in detail and illustrated by examples. USGS regional regression equations and other methods for peak flow determinations in ungaged watersheds and in basins with insufficient data are presented with examples. Methods for developing unit hydrographs from streamflow data and by the Snyder and SCS synthetic procedures for ungaged sites are described in detail. Techniques for developing design storms and design hydrographs are given for basins with and without data. The Muskingum method for routing of hydrographs in channels and the Storage-Indication method for storage routing at highway embankments are discussed with illustrative examples. Estimates of peak flow and hydrograph development in urban watersheds using the SCS methods of TR-55 and the USGS Basin Development Factor procedure are illustrated in detail. The manual concludes with a brief discussion of risk analysis and its dependence on hydrologic analysis.
