Book excerpt: Flood catastrophes which happened world-wide have shown that it is not sufficient to characterize the hazard caused by the natural phenomenon "flood" with the well-known 3M-approach (measuring, mapping and modelling). Due to the recent shift in paradigms from a safety oriented approach to risk based planning it became necessary to consider the harmful impacts of hazards. The planning tasks changed from attempts to minimise hazards towards interventions to reduce exposure or susceptibility and nowadays to enhance the capacities to increase resilience. Scientific interest shifts more and more towards interdisciplinary approaches, which are needed to avoid disaster. This book deals with many aspects of flood risk management in a comprehensive way. As risks depend on hazard and vulnerabilities, not only geophysical tools for flood forecasting and planning are presented, but also socio-economic problems of flood management are discussed. Starting with precipitation and meteorological tools to its forecasting, hydrological models are described in their applications for operational flood forecasts, considering model uncertainties and their interactions with hydraulic and groundwater models. With regard to flood risk planning, regionalization aspects and the options to utilize historic floods are discussed. New hydrological tools for flood risk assessments for dams and reservoirs are presented. Problems and options to quantify socio-economic risks and how to consider them in multi-criteria assessments of flood risk planning are discussed. This book contributes to the contemporary efforts to reduce flood risk at the European scale. Using many real-world examples, it is useful for scientists and practitioners at different levels and with different interests.

The analysis of flood events in Hoi An revealed the impacts of flooding on many aspects of human life in this area including severe health risk. However, through literature review, the research showed that few studies about health risk assessment were performed in Vietnam in general and in Hoi An City specifically. Therefore, assessment of the health risk due to flooding is conducted in this research. The goal of this study is to develop a method to assess human health risk due to flooding with a focus on communicable diseases. It also aims to reduce health risk due to flooding by exploring areas that are most at risk. The methodology consists of (i) creating the health susceptibility map based on the Health Susceptibility Index (HSI); (ii) integration of health susceptibility with exposure information into vulnerability information; (iii) spatial analysis of health risk by the combination between health vulnerability and flood hazard information; (iv) evaluating the research results with the incidence of diseases in reality. The health risk map is the first holistic map of its kind for defining the spatial distribution of risk areas in Hoi An City.

Book excerpt: South Africa is the southern most country on the African continent with the 121 309 ha of land area and highly dependent on agriculture sector (79 percent of agricultural land area) for food, income, and employment. Natural disasters like drought, floods, storms, cyclones etc. causes significant socio-economic damages and losses, as well as negatively impacting the agricultural sector. From 11–13 April 2022, heavy rainfall caused severe flooding and landslides affecting the south and south-eastern part of South Africa. Particularly, in the Provinces of KwaZulu-Natal and Eastern Cape, authorities reported loss of lives, infrastructure damages and inundated cropland. Disaster Charter 755 was activated for South Africa. From 19–20 April, moderate rainfall waa forecast over north-eastern South Africa, while no heavy rainfall was expected over the already affected Provinces. In this context, the Food and Agriculture Organization of the United Nations (FAO) Geospatial Unit of the Land and Water Division (NSL) with support from SFS REOSA conducted a rapid geospatial assessment on crops and the exposure of rural people during the period 10–20 April 2022. This assessment provides information at the district, local municipalities and ward levels in the area of interest (AOI). This analysis combines Sentinel 1 (S1) Synthetic Aperture Radar (SAR) and Sentinel 2 (S2) imagery (both at a 10 m spatial resolution) with Planet imagery (5 m spatial resolution) and 2020 population data from Worldpop (100 m spatial resolution) to determine: (1) flood extent; (2) cropland area; (3) flooded crop area; and (4) exposure of population to flooded cropland. The results are provided in the form of maps by administrative units and tabular with descriptive statistics for the aforementioned indicators. With recent advances in geospatial and information technologies and updated land cover maps, crop specific information adapted to national conditions with tailored field campaigns have the potential to better support response programmes and agricultural development in the future. The key findings from this rapid assessment are that for Area of Interest (AOI): 1) total flooded area in the Province of Eastern Cape is 373 868 ha and in the Province of KwaZulu-Natal is 137 601 ha; 2) total cropland area estimated in Area of Interest is 1 386 941 ha; 3) overall inundated cropland is 51 601 ha (4 percent of the total land in AOI); and 4) the most affected districts in respect to people exposure to floods are Cacadu (54 616).

Improving map accuracy is therefore not an academic question-better maps help everyone. Making and maintaining an accurate flood map is neither simple nor inexpensive. Even after an investment of more than $1 billion to take flood maps into the digital world, only 21 percent of the population has maps that meet or exceed national flood hazard data quality thresholds. Even when floodplains are mapped with high accuracy, land development and natural changes to the landscape or hydrologic systems create the need for continuous map maintenance and updates. Mapping the Zone examines the factors that affect flood map accuracy, assesses the benefits and costs of more accurate flood maps, and recommends ways to improve flood mapping, communication, and management of flood-related data.

Book excerpt: The Federal Emergency Management Agency's (FEMA) Federal Insurance and Mitigation Administration (FIMA) manages the National Flood Insurance Program (NFIP), which is a cornerstone in the U.S. strategy to assist communities to prepare for, mitigate against, and recover from flood disasters. The NFIP was established by Congress with passage of the National Flood Insurance Act in 1968, to help reduce future flood damages through NFIP community floodplain regulation that would control development in flood hazard areas, provide insurance for a premium to property owners, and reduce federal expenditures for disaster assistance. The flood insurance is available only to owners of insurable property located in communities that participate in the NFIP. Currently, the program has 5,555,915 million policies in 21,881 communities3 across the United States. The NFIP defines the one percent annual chance flood (100-year or base flood) floodplain as a Special Flood Hazard Area (SFHA). The SFHA is delineated on FEMA's Flood Insurance Rate Maps (FIRM's) using topographic, meteorologic, hydrologic, and hydraulic information. Property owners with a federally back mortgage within the SFHAs are required to purchase and retain flood insurance, called the mandatory flood insurance purchase requirement (MPR). Levees and floodwalls, hereafter referred to as levees, have been part of flood management in the United States since the late 1700's because they are relatively easy to build and a reasonable infrastructure investment. A levee is a man-made structure, usually an earthen embankment, designed and constructed in accordance with sound engineering practices to contain, control, or divert the flow of water so as to provide protection from temporary flooding. A levee system is a flood protection system which consists of a levee, or levees, and associated structures, such as closure and drainage devices, which are constructed and operated in accordance with sound engineering practices. Recognizing the need for improving the NFIP's treatment of levees, FEMA officials approached the National Research Council's (NRC) Water Science and Technology Board (WSTB) and requested this study. The NRC responded by forming the ad hoc Committee on Levee and the National Flood Insurance Program: Improving Policies and Practices, charged to examine current FEMA treatment of levees within the NFIP and provide advice on how those levee-elated policies and activities could be improved. The study addressed four broad areas, risk analysis, flood insurance, risk reduction, and risk communication, regarding how levees are considered in the NFIP. Specific issues within these areas include current risk analysis and mapping procedures behind accredited and non-accredited levees, flood insurance pricing and the mandatory flood insurance purchase requirement, mitigation options to reduce risk for communities with levees, flood risk communication efforts, and the concept of shared responsibility. The principal conclusions and recommendations are highlighted in this report.
