It fosters a view in which the need for continuously increasing flexibility is the basic assumption, and the understanding of security increasingly moves from social protection to self-insurance or individual adaptability. Moreover, it rejects the traditional contradictions between flexibility and security, blending the two into a single notion and thus depoliticizing the relationships between capital and labour. This volume provides a critical discussion of the flexicurity concept, the theories upon which it is built and the ideas that it transmits about work, unemployment and social justice. It shows that flexicurity fosters the further individualization of social protection, an increase in precariousness and the further weakening of labour in relation to capital. The authors present a series of alternative theoretical, normative and policy approaches that provide due attention to the collective and political dimension of vulnerability and allow for the development of new societal projects based on alternative values and assumptions.

They have in mind the implementation of flexicurity only in their interest area, some of them are emphasasing flexibility while other social security, so there isn't a global agreement. A sound balance between flexibility and security is an indispensable means of improving competitiveness while maintaining the European social model. The combination of flexibility and security is unique to each country and in the context of the present crises calls for a strengthening security for workers. The present paper adds some new elements to the existing research on flexicurity by exploring the relevance and adaptability of this strategy to the Romanian labor market. The present paper also emphasizes that social dialogue is a key component for elaborate a Romanian flexicurity model, adaptable to the labor market dynamics, non-birocratic, that can generate new and better work places and open the way to a sustainable straightening. As a result the paper includes conceptual clarifications regarding flexicurity, an analysis of the Romanian labor market flexicurity, the role of the flexicurity in reducing the effects of the economic crisis and the principal conclusions from the social partners' point of views which were presented in the public audition organized on this topic.

Book excerpt: The article examines the adoption of Flexicurity principles in Portugal and Greece during 2006-2009. Despite the similar conditions between the two cases and common EU stimulus, the process and final outcomes in the reform of their employment protection systems differed. In Portugal, the government persevered and implemented a reform in line with Flexicurity principles. By contrast, the Greek government initially favoured Flexicurity and initiated a reform process of the legal framework; however the reform was halted. The article explains this divergence by combining the insights of Europeanization and Varieties of Capitalism literatures. It is argued that in cases of Mixed Market Economies, 'misfit' with EU stimuli is a necessary, but not sufficient condition for institutional change. Instead, reforms depend on union structure and the existence of policy entrepreneurs favouring reform, which explains the divergent reform paths.

The economy consists of a firm that maximizes profits, of a government and of two types of households that maximize inter-temporal utility. One household supplies skilled labor at the first labor market, the other household supplies simple labor at the second labor market. The government in the economy raises taxes and uses its revenues to employ labor receiving unemployment benefits, to finance transfers to the household in the second labor market and to finance public spending. We analyze both the version with exogenous growth as well as an endogenous growth variant, where growth is made endogenous by assuming positive externalities of capital. The exogenous growth model is characterized by global determinacy while it is locally indeterminate. The endogenous growth model can be globally indeterminate with the high balanced growth path being locally indeterminate and the low balanced growth path being locally determinate. We also study how taxation and how the speed of the wage adjustment affect the economy.
