According to demand-based accounts, the introduction of temporary contracts has helped to generate and maintain a secondary segment in the Spanish labour market, in which specific product market conditions generate a need for highly flexible contracts to perform low-skilled tasks. In contrast to this view, the paper argues that partial deregulation has also had important segmenting consequences amongst Spanish professionals, despite the high levels of asset specificity and monitoring costs involved in their job tasks. Drawing on the analysis of the Spanish Labour Force Survey for the period 1987-1997, the paper presents empirical evidence that shows how, when introduced in a context of high unemployment and high dismissal costs for the permanent workforce, temporary contracts can generate a process of polarization of employment chances within both manual and professional occupations. The segmenting consequences of partial deregulation have, therefore, been more severe, pervasive and pernicious than it is acknowledged by demand-based accounts.

They find that introducing temporary contracts of three years' duration--the same magnitude as that allowed by Spain starting in 1984--provides about half as much labor market flexibility as moving to a laissez-faire regime, with zero firing costs to firms.

Book excerpt: The Spanish labor market has been traditionally subject to rather strict rules, which meant, among other things, the prohibition of all forms of private initiative in it. This prohibition included any kind of private employment agency, as well as all forms of temporary work. The system changed dramatically in the early 1990s, in the context of a substantial reform of labor law in order to improve flexibility in the management of labor relations. In 1993, a Royal Decree admitted both private employment agencies and temporary work agencies for the first time; in the case of employment agencies, only those non-profit were admitted, while temporary work was basically admitted as an economic activity. From that moment on, both kinds of agencies have spread throughout the country, temporary work agencies have been particularly successful, now being a very important sector in the Spanish economy. This development has, nevertheless, produced a number of problems, which is a big social contestation to these firms, due to their harsh economic and working conditions they offered during their first years of operation. This produced a major reform of the 1994 legislation on temporary work in 1999, which has been rather successful in controlling these undesirable effects.

However, migratory background continues to negatively affect the life trajectories of migrants’ descendants. ‘Hard’ and ‘soft’ barriers determine long-term inequality gaps and low intergenerational social mobility in both longstanding and more recent European immigration countries. This book complements the sparse findings on education, labour market outcomes, and wellbeing relating to immigrant offspring by providing original research in order to individuate strategies for removing the obstacles that the migrants’ descendants face. Chapters offer in-depth analyses that have been performed for specific Southern European contexts to explore the specific inequality patterns that are emerging in these more recent and unexplored immigration contexts. The main findings suggest that the lower academic performances of immigrants’ descendants can be raised through language-support programmes, mentoring programmes, positive role and disciplinary climate, extra-scholastic activities, and parental involvement. Equality opportunities in education should support school-to-work transitions and better allocate the underutilised human capital reserves of migrants’ descendants. Conversely, long-lasting penalties in educational careers and integration processes may arise when children are physically separated from their parents because of delayed family reunification. This book will be a key resource for academics, researchers, and advanced students of sociology, ethnic and racial studies, international politics, and migration studies. Book excerpt: The book makes a major new contribution to the sociology of employment by comparing the quality of working life in European societies with very different institutional systems--France, Germany, Great Britain, Spain, and Sweden. It focuses in particular on skills and skill development, opportunities for training, the scope for initiative in work, the difficulty of combining work and family life, and the security of employment. Drawing on a range of nationally representative surveys, it reveals striking differences in the quality of work in different European countries. It also provides for the first time rigorous comparative evidence on the experiences of different types of employee and an assessment of whether there has been a trend over time to greater polarization between a core workforce of relatively privileged employees and a peripheral workforce suffering from cumulative disadvantage. It explores the relevance of three influential theoretical perspectives, focussing respectively on the common dynamics of capitalist societies, differences in production regimes between capitalist societies, and differences in the institutional systems of employment regulation. It argues that it is the third of these--an 'employment regime' perspective--that provides the most convincing account of the factors that affect the quality of work in capitalist societies. The findings underline the importance of differences in national policies for people's experiences of work and point to the need for a renewal at European level of initiatives for improving the quality of work.
