Book excerpt: The magnitude and urgency of the need to adapt to climate change is such that addressing it has been taken up by the United Nations as one of the sustainable development goals - Goal 13 (SDG13) in 2015. SDG13 emphasises the need to strengthen resilience and adaptive capacity to climate related hazards and natural disasters. Coping with urban floods is one of the major needs of climate adaptation, where integration of climate change responses into flood risk management policies, strategies and planning at international, national, regional and local levels is now the norm. However, much of this integration lacks effectiveness or real commitment from stakeholders involved in adaptation planning and implementation. Hence this research has focused on integrating flexibility based adaptation responses into an urban flood risk management context. The research has synthesised flexible adaptation practices from several disciplines including information technology, automobile and aerospace manufacturing. The outcomes of the research are brought together in a framework for structuring local adaptation responses and an adaptation planning process based on flexibility concepts. The outcomes provide a way to assist with the identification of the appropriate nature and type of flexibility required; where flexibility can best be incorporated; and when is the most appropriate time to implement the flexible adaptation responses in the context of urban flooding.

Book excerpt: Abstract: The measures implemented to adapt to climate change are primarily designed to address the tangible, biophysical impacts of climate change in a given geographic area. They rarely consider the wider social implications of climate change, nor the politics of adaptation planning and its outcomes. Given the necessity of significant investment in adaptation over years to come, adaptation planning and implementation will need to place greater concern on justice-sensitive approaches to avoid exacerbating existing vulnerabilities and creating maladaptive and conflicting outcomes. Building on recent calls for more just and transformative adaptation planning, this paper offers a flexible analytical framework for integrating theories of justice and transformation into research on climate change adaptation. We discuss adaptation planning as an inherently normative and political process linked to issues pertaining to recognition justice as well as distributional and procedural aspects of justice. The paper aims to contribute to the growing discussion on just adaptation by intersecting theoretical justice dimensions with spatial, temporal and socio-political challenges and choices that arise as part of adaptation planning processes. A focus on justice-sensitive adaptation planning not only provides opportunities for examining spatial as well as temporal justice issues in relation to planning and decision-making processes. It also paves the way for a more critical approach to adaptation planning that acknowledges the need for institutional restructuring and offers steps towards alternative futures under climate change conditions

Opportunistic Adaptation provides a rationalized approach to mainstream measures for climate adaptation into urban renewal cycles. Adaptation opportunities are identified by projecting the lifespans of urban assets into the future to obtain an operational urban adaptation agenda for the future. Upscaling of the adaptation process is done by synchronizing the end-of-lifecycle of a group of assets to develop adaptation clusters that comprise multiple dwellings, infrastructure as well as public spaces. An extensive catalogue of adaptation measures for different scale-levels ensures flexibility in the type of measures that can be integrated. Sequencing the adaptation measures over long periods of time provides insight and flexibility in the long-term protection standards that can be achieved. By applying a design-centered approach, the potentials of obtaining co-benefits in the urban landscape are maximized. Potentials of clustering of nature-based solutions are being considered which ensures to maximize the delivery of ecosystem services. This research aims to assess \the adaptation potential of Bangkok, based on a case study area (Lat Krabang) by mapping the adaptation opportunities and flood vulnerability. The resulting outputs will contribute to the development of a flexible and inclusive FRM strategy.

Book excerpt: This book shows that the problem of climate adaptation, which is described in social planning terms as ‘wicked,’ is at odds with the contemporary practice of spatial planning. The author proposes a new adjusted framework which is more adaptable to unpredictable, wicked, dynamic and non-linear processes. The inspiration for this new method is the behaviour of swarms: bees, ants, birds and fish are capable of self-organization, which enables the system to become less vulnerable to sudden environmental changes. The framework proposed in Swarm Planning consists of these four elements: Two levels of complexity, the first being the whole system and the second its individual components. Each of these has different attributes for adapting to change. Five layers, consisting of networks, focal points, unplanned space, natural resources and emerging occupation patterns. Each layer has its own spatial dynamic, and each is connected to a spatial scale. Non-linear processes, which emerge in different parts of the framework and include emerging patterns, connectedness and tipping points among others. Two planning processes; the first, ‘from small to large’ works upward from the slowest changing elements to more rapidly-changing ones. The second, ‘on the list of partners’ addresses each layer from networks through emerging occupation patterns. Swarm Planning applies this framework to a series of pilot studies, and appraises its performance using criteria for an adaptive landscape. The results show that the use of the Swarm Planning Framework reduces the vulnerability of landscapes as well as the impact of climate hazards and disasters, improves response to unexpected hazards and contains adaptation strategies. “This book is a must for planners in government and the private sector as it outlines the concept, strategies and techniques for swarm planning.
