Book excerpt: The concept of "authenticity" enters multicultural politics in three distinct but interrelated senses: as an ideal of individual and group identity that commands recognition by others; as a condition of individuals’ autonomy that bestows legitimacy on their values, beliefs and preferences as being their own; and as a form of cultural pedigree that bestows legitimacy on particular beliefs and practices (commonly called "cultural authenticity"). In each case, the authenticity idea is called on to anchor or legitimate claims to some kind of public recognition. The considerable work asked of this concept raises a number of vital questions: Should "authenticity" be accorded the importance it holds in multicultural politics? Do its pitfalls outweigh its utility? Is the notion of "authenticity" avoidable in making sense of and evaluating cultural claims? Or does it, perhaps, need to be rethought or recalibrated? Geoffrey Brahm Levey and his distinguished group of philosophers, political theorists, and anthropologists challenge conventional assumptions about "authenticity" that inform liberal responses to minority cultural claims in Western democracies today. Discussing a wide range of cases drawn from Britain and continental Europe, North America, Australia and the Middle East, they press beyond theories to consider also the practical and policy implications at stake. There have been many answers to this question. But by producing a series of notably well-structured arguments, economist Mahbub ul Haq’s Reflections on Human Development persuaded readers that the goal should be defined quite simply as the requirement that each society improve the lives of its citizens. If this is the agreed aim, Haq continues, then economic development should be designed to support human development. His well-structured reasoning helped development economists recalibrate much of what had previously been regarded as self-evident; that economic productivity was the main barometer of social well being. The work had a profound effect, and Haq’s thinking helped produce a new understanding of what ‘development’ actually meant. Haq conscientiously mapped out arguments and counter-arguments to persuade readers that development did not simply mean an increase in productivity, but rather an increase in human development – the capability of people to live the lives they want to. By bringing the abstract back to the concrete, Haq reevaluated the neoliberal reasoning that suggested economic development necessarily benefitted everybody. And, by virtue of his strong command of reasoning, Haq showed how economic development provided no guarantees that rich people would spend money on improving health, education or other human development outcomes for the poor.

This book is concerned with critical perspectives towards Human Security, highlighting some of the tensions which can emerge between critical perspectives which discursively radicalise Human Security within frameworks of emancipatory possibility and those which attempt to deconstruct Human Security within the framework of an externally imposed attempt to regulate and order the globe on behalf of hegemonic power. The chapters gathered in this edited collection represent a range of critical approaches which bring together alternative understandings of human security.
