Book European External Action Service

Download or read book European External Action Service written by Mauro Gatti and published by BRILL. This book was released on 2016-09-07 with total page 370 pages. Available in PDF, EPUB and Kindle. Book excerpt: In European External Action Service, Mauro Gatti provides a legal analysis of the EU’s ‘foreign ministry’. The European External Action Service (EEAS) was created to coordinate the supranational and intergovernmental areas of EU external relations, but it is unclear whether and how it may attain this objective. Through an analysis of law and practice, Gatti demonstrates that the EEAS is capable of effectively promoting coherence in EU external relations. Although working independently from EU institutions and Member States, the EEAS can coordinate their activities at an administrative level. The EEAS is thus ideally placed to bring together EU external action instruments, including diplomatic efforts, development cooperation, and security policies.

Book The Contested Diplomacy of the European External Action Service

Download or read book The Contested Diplomacy of the European External Action Service written by Jost-Henrik Morgenstern-Pomorski and published by Routledge. This book was released on 2018-03-09 with total page 366 pages. Available in PDF, EPUB and Kindle. Book excerpt: The creation of the European External Action Service (EEAS), the EU’s new diplomatic body, was accompanied by high expectations for improving the way Europe would deal with foreign policy. However, observers of its first years of operation have come to the opposite conclusion. This book explains why the EEAS, despite being hailed as a milestone in integration in Europe’s foreign policy, has fallen short of the mark. It does so by enlisting American institutionalist approaches to European questions of institutional creation, bureaucratic organisations and change. The book examines the peculiar shape the EEAS’s organisation has taken, what political factors determined that shape and design and how it has operated. Finally, it looks at the autonomous operation of the EEAS from a bureaucratic theory perspective, concluding that this is the best way to understand its course. Including data gathered from elite interviews of politicians and senior officials involved in the institutional process, an assessment of official documentary evidence and a survey of EEAS officials at the organisation’s beginning, it sheds new light on a controversial tool in the EU's foreign policy. This text will be of key interest to scholars and students of European Union foreign policy, public administration, and more broadly to European Union and European politics, as well as to practitioners within those fields.

Book The Palgrave Handbook of EU Crises

Download or read book The Palgrave Handbook of EU Crises written by Marianne Riddervold and published by Springer Nature. This book was released on 2020-12-21 with total page 788 pages. Available in PDF, EPUB and Kindle. Book excerpt: This handbook comprehensively explores the European Union’s institutional and policy responses to crises across policy domains and institutions – including the Euro crisis, Brexit, the Ukraine crisis, the refugee crisis, as well as the global health crisis resulting from COVID-19. It contributes to our understanding of how crisis affects institutional change and continuity, decision-making behavior and processes, and public policy-making. It offers a systematic discussion of how the existing repertoire of theories understand crisis and how well they capture times of unrest and events of disintegration. More generally, the handbook looks at how public organizations cope with crises, and thus probes how sustainable and resilient public organizations are in times of crisis and unrest.

Book Peace Diplomacy Global Justice and International Agency

Download or read book Peace Diplomacy Global Justice and International Agency written by Carsten Stahn and published by Cambridge University Press. This book was released on 2014-04-24 with total page 639 pages. Available in PDF, EPUB and Kindle. Book excerpt: As UN Secretary-General, Dag Hammarskjöld shaped many of the fundamental principles and practices of international organisations, such as preventive diplomacy, the ethics of international civil service, impartiality and neutrality. He was also at the heart of the constitutional foundations and principles of the UN. This tribute and critical review of Hammarskjöld's values and legacy examines his approach towards international civil service, agency and value-based leadership, investigates his vision of internationalism and explores his achievements and failures as Secretary-General. It draws on specific conflict situations and strategies such as Suez and the Congo for lessons that can benefit contemporary conflict resolution and modern concepts such as human security and R2P. It also reflects on ways in which actors such as international courts, tribunals and the EU can benefit from Hammarskjöld's principles and experiences in the fields of peace and security and international justice.

Book The European Fund for Strategic Investments The Legacy

Download or read book The European Fund for Strategic Investments The Legacy written by European Investment Bank and published by European Investment Bank. This book was released on 2021-01-07 with total page 81 pages. Available in PDF, EPUB and Kindle. Book excerpt: The inside story of the European Fund for Strategic Investments from 2015 to 2020 told through interviews with the Managing Director, Deputy Managing Director, members of the Investment Committee and final beneficiaries across Europe. The architects of this €500 billion-plus programme, the head of the EU bank and the president of the European Commission, describe the genesis of this financial pillar of the Investment Plan for Europe. Then the people who ran one of the biggest economic stimulus programmes in history detail how they did it—and what the lessons are for policymakers responding to new crises, including the economic shock caused by the COVID-19 pandemic. The European Fund for Strategic Investments has been one of the good news stories to emerge in a decade of economic uncertainty. It has gone well beyond its highly ambitious target of €500 billion in mobilised investments. The Juncker Plan has made a strong contribution to the 14 million jobs created in the EU between 2015 and 2020. It has become a success in co-financing projects that otherwise might not have been carried through. It has also charted the path towards new ways of financing. This is not only the case in relatively conventional areas, such as infrastructure, but also in sectors like research and innovation or the contribution to climate change mitigation. This is exactly what makes EFSI so ground-breaking: responding to the needs of the market through continuous financial innovation. The principle of the European Fund for Strategic Investments is here to stay. It has paved the way for its successor, the InvestEU programme, which is to be deployed under the 2021-2027 multiannual financial framework. This publication details why the programme was such a success.

In addition to exploring these questions, the volume also examines questions of legitimacy in fields such as foreign investment protection and arbitration.
