Within the broader context of the FAO Blue Growth Initiative, this publication therefore contributes to SP 1 Outcome 101 - Member countries and their development partners make explicit poli tical commitments in the form of policies, investment plans, programmes, legal frameworks and the allocation of necessary resources to eradicate hunger, food insecurity and malnutrition. The target audience for this manual is twofold: (i) policy makers/public administrations working on small-scale fisheries will be informed about ways to ensure gender-sensitive policies, investments and small-scale fisheries sector support, (ii) CSOs/Fisheries organizations will receive guidance on how to active ly support the empowerment of women in small-scale fisheries. However, this publication is also relevant for other audiences who can provide a support function to the to key audiences, namely: academia/research, donors/resource partners, FAO staff.

Available in PDF, EPUB and Kindle. Book excerpt: Across the Pacific, populations of some species of sea turtles face extinction unless recent dramatic declines are reversed. The continuing decline of leatherbacks and loggerheads in particular illustrates the limitations of the current gradual and unilateral approach to conservation. Recovery requires instead a holistic solution that addresses all sources of mortality throughout the entire life history and habitat use of these transnational populations. Historically conservation efforts have focused on nesting sites to protect eggs and breeding females; mortality from coastal and highseas fisheries was not addressed. In the past five years, these recovery efforts have widened to include rigorously curtailing fishing and technological fixes that lower rates of incidental sea turtle deaths during fishing. Although each of these approaches shows promise, it has become increasingly clear that they alone will not recover severely depleted populations. Recognizing the urgency of the problem, this book presents ideas and case studies by conservation biologists, economists, marine life policy experts, fishing industry and fisheries professionals, management specialists, and development assistance researchers. It provides a new synthesis and blueprint for action that shifts the paradigm from piecemeal and unilateral conservation to a more holistic and multilateral approach to the recovery of Pacific sea turtle populations.

Book excerpt: This study provides a detailed study of the fishing nation of Taiwan at a regional and local level in order to address the lack of academic research into the Taiwanese fishing industry in comparison to other nations. Over three stages of analysis it identifies the reasons for the rise and decline of Taiwanese distant-water fisheries. The first stage examines the broader historical background, government policy, and birth of the Taiwanese fishing industry. The second explores the industry at a national level, analysing the relationships between fishing, government, military, and ancillary industries. The third approach narrows the scope to individual fishing communities and explores the working lives and cultural habits of the fishermen. The major focus is the port of Kaohsiung and how it became the major supply base for the fishing industry. It explores Taiwan’s relationship with Japan and the postwar decline due to Japan’s losses in the Second World War. Finally, it considers the development of Taiwanese colonial and postwar fishing policies. It concludes that modern fishing techniques were introduced from Japan, and emboldened Taiwanese fisherman to risk entering remote and foreign waters. The author suggests that further research into Taiwan take would help scholars better understand the history of distant-fisheries. The journal consists of nine chapters, an introduction and conclusion, a list of interviewees, and a bibliography of English and Chinese-language sources.

Yet, many small-scale fishers work in conditions that are neither safe nor secure. Millions of them are poor, and often they are socially and politically marginalized. Macro-economic and institutional mechanisms are essential to address these poverty and vulnerability problems; however, interventions at the local community level are also necessary. This requires deep understanding of what poverty means to the fishers, their families and communities; how they cope with it; and the challenges they face to increase resiliency and improve their lives for the better. This book provides a global perspective, situating small-scale fisheries within the broad academic discourse on poverty, fisheries management and development. In-depth case studies from fifteen countries in Latin America, Europe, South and Southeast Asia, and sub-Saharan Africa, demonstrate the enormously complex ecological, economic, social, cultural and political contexts of this sector. Conclusions for policy-making, formulated as a joint statement by the authors, argue that fisheries development, poverty alleviation, and resource management must be integrated within a comprehensive governance approach that also looks beyond fisheries. Furthermore, women are actively engaged throughout the region in fisheries research and fisheries administrations. Despite the wide and varied roles played by women in fisheries, their contributions to the sector are often not captured in official statistics and can therefore go unrecognized, reinforcing existing gender inequalities and potentially leading to inadvertent discrimination. At the same time, a lack of consideration of women working in the sector can also mean that their knowledge and experience is overlooked and not sufficiently profited from. Recognizing the importance of taking the roles, needs and experiences of women into account when addressing social, economic and environmental issues related to the fishing sector, this study aims at narrowing research gaps in the region regarding gender and fisheries, as well as supporting the commitments of Mediterranean and Black Sea countries to promoting gender equality.
