Book The Analytic Component to the Standardized Bycatch Reporting Methodology Omnibus Amendment

Download or read book The Analytic Component to the Standardized Bycatch Reporting Methodology Omnibus Amendment written by Susan E. Wigley and published by . This book was released on 2007 with total page 135 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Standardized Bycatch Reporting Methodology (SBRM) can be viewed as the combination of sampling design, data collection procedures, and analyses used to estimate bycatch in multiple fisheries. The SBRM provides a structured approach for evaluating the efficacy of the allocation of observer days to multiple fisheries to monitor a large number of species under the different Fishery Management Plans (FMPs), the Marine Mammal Protection Act, and the Endangered Species Act. In this report, we examine 45 fleets and 60 species/species groups to encompass all federal FMP-managed species in the Northeast. A comprehensive summarization of 2004 data collected by the Northeast Fisheries Observer Program (NEFOP) is presented, as well as estimation of precision of bycatch for fish, turtles, marine mammals, and sea birds by using three methods and two discard ratios, an evaluation of these different methods, and the estimation of sea days required to achieve the desired level of precision. A combined ratio method using a discard-to-kept weight ratio was selected to evaluate the monitoring of bycatch over a diverse range of species and fleets in the Northeast region. We recognize that research on discard estimation is ongoing and future work may lead to improvements of this method. The number of sea days necessary to achieve a 30% coefficient of variation (CV) for all identified fisheries exceeds 33,000 days. Application of additional criteria for evaluating the efficacy of the monitoring program may lead to reductions in the total number of days necessary. In particular, criteria related to the magnitude of total discards relative to landings may reduce the number of days necessary to estimate infrequent discard events of fish"--Executive summary.

This book was released on 2019-01-10 with total page 70 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Law Library presents the complete text of the Fisheries of the Northeastern United States - Atlantic Herring Fishery - Amendment 5 (US National Oceanic and Atmospheric Administration Regulation) (NOAA) (2018 Edition). Updated as of May 29, 2018 This rule implements approved measures in Amendment 5 to the Atlantic Herring Fishery Management Plan (FMP). Amendment 5 was developed by the New England Fishery Management Council (Council) to: Improve the collection of real-time, accurate catch information; enhance the monitoring and sampling of catch at-sea; and address bycatch issues through responsible management. The approved measures include: Revising fishery management program provisions (permitting provisions, vessel notification requirements, measures to address herring carrier vessels, regulatory definitions, and requirements for vessel monitoring systems); expanding vessel requirements to maximize observers' ability to sample catch at-sea; minimizing the discarding of unsampled catch (commonly known as slippage); addressing the incidental catch and bycatch of river herring; and revising the criteria for midwater trawl vessels' access to Northeast multispecies (groundfish) closed areas. NMFS disapproved three measures in Amendment 5. These measures included: A dealer reporting requirement; a cap that, if achieved, would require vessels discarding catch before it had been sampled by observers (known as slippage) to return to port; and a requirement for 100-percent observer coverage on Category A and B vessels, coupled with an industry contribution of $325 per day toward observer costs. NMFS disapproved these three measures because it believes they are inconsistent with the Magnuson-Stevens Fishery Conservation and Management Act (MSA) and other applicable law. Therefore, these three measures are not implemented in this action. This book was released on 2019-01-10 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Law Library presents the complete text of the Fisheries of the Northeastern United States - Northeast Multispecies Fishery (Framework Adjustment 44) (US National Oceanic and Atmospheric Administration Regulation) (NOAA) (2018 Edition). Updated as of May 29, 2018 This final rule implements measures approved under Framework Adjustment 44 (FW 44) to the Northeast (NE) Multispecies Fishery Management Plan (FMP), including specifications for the FMP for fishing years (FY) 2010-2012. FW 44 is implemented in this rule in conjunction with approved Amendment 16 measures, as well as with approved sector operations plans authorized under the FMP. Specifically, FW 44 modifies the Gulf of Maine (GOM) cod and pollock trip limits implemented in Amendment 16; provides the Administrator, Northeast Region, NMFS (Regional Administrator) authority to implement inseason trip limits and/or differential day-at-sea (DAS) counting for any groundfish stock in order to prevent catch from exceeding the Annual Catch Limit (ACL); and specifies Overfishing Levels (OFLs), Acceptable Biological Catch levels (ABCs), and ACLs for all 20 groundfish stocks in the FMP for FY 2010 through 2012, as well as the Total Allowable Catches (TACs) for transboundary Georges Bank (GB) stocks. Pursuant to current Regional Administrator authority under the FMP, this action also allocates zero trips to the Closed Area II (CA II) Yellowtail Flounder Special Access Program (SAP); limits the Eastern U.S./Canada Haddock SAP to the use of Category A DAS for common pool vessels; delays the opening of the Eastern U.S./Canada Area for trawl vessels; and implements a GB yellowtail flounder trip limit of 2,500 lb (1,125 kg). Finally, this rule makes technical corrections to Amendment 16 regulations. Book excerpt: The Law Library presents the complete text of the Fisheries of the Northeastern United States - Atlantic Mackerel, Squid, and Butterfish Fisheries - Amendment 14 (US National Oceanic and Atmospheric Administration Regulation) (NOAA) (2018 Edition). Updated as of May 29, 2018 This rule implements approved measures in Amendment 14 to the Atlantic Mackerel, Squid, and Butterfish (MSB) Fishery Management Plan (FMP). Amendment 14 was developed by the Mid-Atlantic Fishery Management Council (Council) to improve the catch monitoring program for the MSB fisheries, with a focus on better evaluation of the incidental catch of river herring and shad, and to address river herring and shad bycatch issues in the mackerel fishery. The approved measures include: Revising vessel reporting requirements (vessel trip reporting frequency, pre-trip and pre-landing vessel notification requirements, and requirements for vessel monitoring systems); expanding vessel requirements to maximize observer's ability to sample catch at-sea; minimizing the discarding of unsampled catch; and a measure to allow the Council to set a cap on river herring and shad catch in the Atlantic mackerel fishery. NMFS disapproved three measures in Amendment 14: A dealer reporting requirement; a cap that, if achieved, would require vessels discarding catch before it had been sampled by observers (known as slippage) to return to port; and a requirement for increased observer coverage on limited access midwater trawl and small-mesh bottom trawl mackerel trips, coupled with an industry contribution of $325 per day toward observer costs. NMFS disapproved these measures because it determined that they are inconsistent with the Magnuson-Stevens Fishery Conservation and Management Act (MSA) and other applicable law. Therefore, these three measures are not implemented in this action.
