Book excerpt: This book is about the ongoing transition of fisheries governance, from top-down command and control towards a more transparent and participatory form. It focuses on the emergence of research practices and advice frameworks that allow co-creation of common knowledge bases for management. Drawing from 8 years of research in GAP, a two-stage 7th framework EU project, the book offers a critical examination of how knowledge practices in fisheries governance are changing. The entry point for this research is a series of practical experiments in the unchartered terrain of collaborative research. To gain insight into the ongoing transition in European fisheries management, GAP initiated and carried out 13 Case Studies in different settings across Europe. In each case study, a team of fishers and marine scientists worked together to identify, plan and implement research projects intended to make a difference. The cases vary. They take on different management issues and shape the collaborations in different ways. The extent to which they succeed in realizing their objectives also differs. They are all contributing important insights into the possibilities of co-creating knowledge for management purposes. The book delves into the individual experiences of each case study as well as the lessons they contribute as a whole. The examination concludes that while research partnerships are not always easy to establish, they are an important step towards better fisheries governance. Without a common knowledge base for fisheries governance, co-created through collaborative research practices, sustainable fisheries will remain out of reach.

Book excerpt: Aquaculture has the potential to significantly improve nutrition and livelihoods through continued international development. This can only be achieved through collaborative research and extension services for fish farmers around the world. This study highlights a project aimed at reducing infectious disease through novel biological research methods. Infectious diseases cause major loss of fish in state-run hatcheries. This study examines the infection of rainbow trout (Oncorhynchus mykiss) by the gram-negative bacteria Flavobacterium psychrophilum which can result in Bacterial Cold Water Disease (BCWD). The approach involves examining the physiological effects of infection in these fish at the protein level. Using non-biased Liquid Chromotography-Mass Spectrometry (LC-MS) techniques, the total protein content in the kidney, spleen, plasma, and muscles tissue at site of infection were analyzed for differential abundance between infected and control populations. Artificially infected cohorts were compared against fish taken from an active hatchery to determine whether laboratory results would be reflective of a real-world context. Sets of proteins which change in abundance consistently between individuals as a response to BCWD infection make ideal candidates as bio-markers which can then be used in the development of diagnostic tools. Proteomic methods also reveal the underlying mechanisms of the infection and response through gene ontology and pathway analysis. Plasma samples were found to have the highest number of significantly regulated proteins determined by differential abundance. The greatest protein regulation in the plasma was seen in enzymes involved in glycolysis, actin cytoskeletal regulation, immune response, and oxidation-reduction regulation.

[Author] Key aspects from the survey and the Fish-Vet Dialogue included: enhancing collaboration by engaging stakeholders and establishing public–private partnerships (PPPs); addressing the wider scope of collaboration, especially the One Health Initiative; scientific collaboration; and transparency in support of biosecurity and trade. [Author] Collaboration across government agencies is the minimum requirement, and policies or regulations are unlikely to succeed unless developed together with stakeholders, through PPPs. [Author] Trust and transparency are also required at all levels of management to support biosecurity and trade. [Author] Furthermore, the One Health approach should be taken to promote regional and international cooperation to improve biosecurity along the aquaculture supply and value chain and reduce the risks of disease outbreaks.
