Book excerpt: This monograph communicates the results of a short-term review of how selected Department of Defense (DoD) components currently review and analyze manpower needs in particular organizations or personnel communities. We reviewed published material and conducted interviews to ascertain useful methods that might be used more widely. The research is not designed to be comprehensive or to review routine Service manpower determination methods. Instead, we are particularly interested in practices that are currently being used by DoD organizations that have yielded specific results.

Book Total Defence Forces in the Twenty First Century

Download or read book Total Defence Forces in the Twenty First Century written by Joakim Berndtsson and published by McGill-Queen's Press - MQUP. This book was released on 2023-12-15 with total page 478 pages. Available in PDF, EPUB and Kindle. Book excerpt: Total defence, as a concept, combines and extends military and civil defence: in a state of war or emergency, all social institutions mobilize to defend the state. Total defence forces, led by a diverse workforce of defence and security professionals, are critical to both national defence and international security goals. Total Defence Forces in the Twenty-First Century looks at the various groups that make up this workforce: members of the military’s regular force, reservists, defence civil servants, and contractors working for private military and security companies. When civilian staff and military personnel work towards a common goal, their distinct professional cultures and identities can make integration challenging. Despite the often high levels of partnership, underlying differences affect the quality of the collaboration and, ultimately, organizational and operational effectiveness. Defence ministries around the world are increasingly recognizing the importance of optimizing the ways in which they employ and integrate civilian and military personnel. This volume focuses on a critical question: what are the main challenges to workforce integration and collaboration, and how can such challenges be overcome to deliver the full potential of the total defence force? Together, scholars and practitioners provide some answers.

Book Forging a Total Force

Download or read book Forging a Total Force written by Forrest L. Marion and published by . This book was released on 2018 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: "Forging a Total Force traces the evolution of the Guard and reserve from the Revolutionary War-era militias to today's operational reserve, an integral part of the nation's total force. In the early republic, the ideal of a citizen-solider, capable of taking the field with little or no training, predominated. The realities of modern combat slowly made it clear that a more professional force was required, but policy changes failed to keep up with that changing necessity. The nation struggled to provide adequate training and equipment to the reserve component throughout the Cold War until the idea of a Total Force, which integrated regular and reserve components, emerged and was achieved. It wasn't until the defense buildup of the 1980s that the ideal of a combat-ready reserve became reality. The core of this book focuses on what came next, from 1990 to 2011, with particular emphasis on the decade after 9/11. The Persian Gulf War demonstrated both the effectiveness of the reserve and the challenges it continued to face. The post-Cold War drawdown during the 1990s made the smaller active component more dependent on the reserves than it had been since the nation's founding. The reserve component proved itself yet again in the wars following 9/11, but also became strained as it became clear just how much the nation depended on its Guard and reserve. Finally, the authors detail the policy changes made midstream in an attempt to address issues with the overextended force, such as balancing training and deployment with civilian lives and careers, providing health care to reservists, and integrating the active and reserve components. The authors conclude by detailing the issues policymakers will face as they forge ahead with citizen-soldiers serving as an operational force."--Provided by publisher.

Available in PDF, EPUB and Kindle. Book excerpt: 2019 Missile Defense Review - January 2019 According to a senior administration official, a number of new technologies are highlighted in the report. The review looks at "the comprehensive environment the United States faces, and our allies and partners face. It does posture forces to be prepared for capabilities that currently exist and that we anticipate in the future." The report calls for major investments from both new technologies and existing systems. This is a very important and insightful report because many of the cost assessments for these technologies in the past, which concluded they were too expensive, are no longer applicable. This book was released on 2008-02-25 with total page 170 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department of Defense (DOD) is committed to transforming the nation's armed forces to meet the military challenges of the future. One approach to achieving this transformation is by leveraging advances in science and technology. New technologies and innovations are integral to today's military actions, and associated changes have rippled through all aspects of operations, highlighting the need for changes in policies related to military personnel. This book presents an introduction to current personnel policies of and concerns facing the Naval forces; an assessment of demographic, technological, and other forces affecting future personnel needs and availability; a summary and assessment of previous studies; an examination of the role of research tools in implementing personnel policy change; and an analysis of obstacles to and strategies for transforming the Naval forces.

Download or read book I Want You written by Bernard D. Rostker and published by Rand Corporation. This book was released on 2006-09-08 with total page 833 pages. Available in PDF, EPUB and Kindle. Book excerpt: As U.S. military forces appear overcommitted and some ponder a possible return to the draft, the timing is ideal for a review of how the American military transformed itself over the past five decades, from a poorly disciplined force of conscripts and draft-motivated "volunteers" to a force of professionals revered throughout the world. Starting in the early 1960s, this account runs through the current war in Iraq, with alternating chapters on the history of the all-volunteer force and the analytic background that supported decisionmaking. The author participated as an analyst and government policymaker in many of the events covered in this book. His insider status and access offer a behind-the-scenes look at decisionmaking within the Pentagon and White House. The book includes a foreword by former Secretary of Defense Melvin R. Laird. The accompanying DVD contains more than 1,700 primary-source documents-government memoranda, Presidential memos and letters, staff papers, and reports-linked directly from citations in the electronic version of the book. This unique technology presents a treasure trove of materials for specialists, researchers, and students of military history, public administration, and government affairs to draw upon.

Book Strengthening the Military Family Readiness System for a Changing American Society

Download or read book Strengthening the Military Family Readiness System for a Changing American Society written by National Academies of Sciences, Engineering, and Medicine and published by National Academies Press. This book was released on 2019-10-25 with total page 385 pages. Available in PDF, EPUB and Kindle. Book excerpt: The U.S. military has been continuously engaged in foreign conflicts for over two decades. The strains that these deployments, the associated increases in operational tempo, and the general challenges of military life affect not only service members but also the people who depend on them and who support them as they support the nation â€" their families. Family members provide support to service members while they serve or when they have difficulties; family problems can interfere with the ability of service members to deploy or remain in theater; and family members are central influences on whether members continue to serve. In addition, rising family diversity and complexity will likely increase the difficulty of creating military policies, programs and practices that adequately support families in the performance of military duties. Strengthening the Military Family Readiness System for a Changing American Society examines the challenges and opportunities facing military families and what is known about effective strategies for supporting and protecting military children and families, as well as lessons to be learned from these experiences. This report offers recommendations regarding what is needed to strengthen the support system for military families.
