Book excerpt: In this third fiscal sustainability report, the OBR advise that the ageing of the population is likely to put pressure on the public finances, primarily as a result of upward pressure on public spending. As a result, some additional fiscal tightening is likely to be needed after the current crisis-related consolidation has been implemented. Since last year, the underlying deficit and debt path look less favourable. But this and the costs of long-term care reform are likely to be offset by the Government's announcement of additional spending cuts in 2017-18 and savings from the Single Tier pension.

Book excerpt: In the Fiscal sustainability report (FSR) the Office for Budget Responsibility looks beyond the medium-term forecast horizon of their twice-yearly Economic and fiscal outlooks and ask whether the UK's public finances are likely to be sustainable over the longer term. The approach is twofold: (i) Look at the fiscal impact of past government activity, as reflected in the assets and liabilities on the public sector's balance sheet; (ii) Look at the potential fiscal impact of future government activity, by making 50-year projections of all public spending, revenues and significant financial transactions, such as government loans to students. These projections suggest that the public finances are likely to come under pressure over the longer term, primarily as a result of an ageing population. Under the OBR's definition of unchanged policy, the Government would end up having to spend more as a share of national income on age-related items such as pensions and health care. But the same demographic trends would leave government revenues roughly stable as a share of national income. Long-term projections such as these are highly uncertain and the results presented here should be seen as broad-brush illustrations rather than precise forecasts. This publication is divided into 5 chapters, with two annexes and a bibliography.

Book excerpt: The Department for Communities and Local Government does not have a good enough understanding of the impact of funding cuts, either on local authorities' finances or on services. It is unclear whether the Department is exercising a cross government leadership role with respect to local government. It relies on data on spending and has little information on service levels, service quality, and financial sustainability. HM Treasury should better support the Department by ensuring compliance with its requests for information at future spending reviews. While the Department has identified that local authorities will need to change the way they deliver services to remain financially sustainable, it is unclear if it is providing sufficient leadership to ensure they can implement service transformation programmes successfully. Furthermore, if funding reductions were to continue following the next spending review, we question whether the Department would be in a position to provide assurance that all local authorities could maintain the full range of their statutory services. Overall, as pressure from cuts grows, so do the risks to local authorities' finances and their provision of services. The depth and quality of the Department's insight into these issues needs to keep pace with these changes, something it has struggled to achieve so far.

Real GDP growth is expected to average 2–3 percent in FY2014/15–FY2019/20.
