Book Fiscal sustainability report July 2013

Download or read book Fiscal sustainability report July 2013 written by Office for Budget Responsibility and published by Stationery Office. This book was released on 2013-07-17 with total page 168 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this third fiscal sustainability report, the OBR advise that the ageing of the population is likely to put pressure on the public finances, primarily as a result of upward pressure on public spending. As a result, some additional fiscal tightening is likely to be needed after the current crisis-related consolidation has been implemented. Since last year, the underlying deficit and debt path look less favourable. But this and the costs of long-term care reform are likely to be offset by the Government's announcement of additional spending cuts in 2017-18 and savings from the Single Tier pension.

Book Fiscal Sustainability Report

Download or read book Fiscal Sustainability Report written by Great Britain. Office for Budget Responsibility and published by . This book was released on 2012-07-12 with total page 162 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the Fiscal sustainability report (FSR) the Office for Budget Responsibility looks beyond the medium-term forecast horizon of their twice-yearly Economic and fiscal outlooks and ask whether the UK's public finances are likely to be sustainable over the longer term. The approach is twofold: (i) Look at the fiscal impact of past government activity, as reflected in the assets and liabilities on the public sector's balance sheet; (ii) Look at the potential fiscal impact of future government activity, by making 50-year projections of all public spending, revenues and significant financial transactions, such as government loans to students. These projections suggest that the public finances are likely to come under pressure over the longer term, primarily as a result of an ageing population. Under the OBR's definition of unchanged policy, the Government would end up having to spend more as a share of national income on age-related items such as pensions and health care. But the same demographic trends would leave government revenues roughly stable as a share of national income. Long-term projections such as these are highly uncertain and the results presented here should be seen as broad-brush illustrations rather than precise forecasts. This publication is divided into 5 chapters, with two annexes and a bibliography.

Book Fiscal Sustainability

Download or read book Fiscal Sustainability written by Mr.Evan Tanner and published by International Monetary Fund. This book was released on 2013-04-22 with total page 49 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper critically reviews recent work regarding the sustainability of public debt. It argues that Debt Sustainability Analyses (DSAs) should be more than mere mechanical simulation exercises. Instead, a DSA should be linked to some objective regarding the distribution of fiscal burdens and distortions over time (in the tradition of Barro’s 1979 tax smoothing objective). The paper discusses objective functions that yield simple and transparent fiscal policy rules.

Book The Whole Elephant

Download or read book The Whole Elephant written by Mr.Timothy Irwin and published by International Monetary Fund. This book was released on 2015-12-10 with total page 24 pages. Available in PDF, EPUB and Kindle. Book excerpt: Although the budget deficit is much discussed in political debate and economic research, there is no agreement on how it should be measured. There are at least four options, which can be called the cash deficit, the financial deficit, the full-accrual deficit, and the comprehensive deficit. Each is informative, but each has problems of relevance or reliability. Some are more vulnerable to manipulation involving assets and liabilities that are unrecognized in the underlying accounting, others to manipulation involving the mismeasurement of recognized assets and liabilities. Governments should publish all four in a form that reveals their interrelationships.

Book Good Times Bad Times

Download or read book Good Times Bad Times written by John Hills and published by Policy Press. This book was released on 2017-02-22 with total page 352 pages. Available in PDF, EPUB and Kindle. Book excerpt: Two-thirds of UK government spending now goes to the welfare state, and where that money is spent--healthcare, education, pensions, benefits--is at the heart of major political and public debate. Much of that debate is dominated by the myth that the population is divided into those who benefit from the welfare state and those who pay into it. But this groundbreaking book--fully revised in this second edition with current data, discussion of key policy changes, and a new preface reflecting on the changed UK political context following the 2015 election and 2016 Brexit vote--uses extensive research and survey evidence to challenge that view. It shows that our complex and ever-changing lives mean that all of us rely on the welfare state throughout our lifetimes, not just a small welfare-dependent minority. Using everyday life stories and engaging graphics, top UK social policy expert John Hills clearly demonstrates how the facts are far removed from the popular misconceptions.

Book Long Term Financial Sustainability Accounting and Reporting in the Public Sector

Download or read book Long Term Financial Sustainability Accounting and Reporting in the Public Sector written by Hassan Ouda and published by Taylor & Francis. This book was released on 2024-09-25 with total page 260 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book addresses a longstanding issue that emerged fifty years ago and continues to persist– the lack of an accounting and reporting system for financial sustainability. Consequently, the primary aim of this book is to develop a novel accounting and reporting system for measuring and reporting long-term financial sustainability in the public sector. The significance of this book lies in its introduction of an innovative role within the field of accounting. This role entails providing guidance and issuing alerts to governments regarding essential adjustments needed in current policies to ensure the long-term financial sustainability of governmental entities. Through elucidating the prospective trajectory of public finance within the ongoing implementation of current policies, this approach functions as an early warning system for governments and empowering them to proactively modify their policies and transition from unsustainable scenarios to sustainable ones. The primary audience for this book includes practitioners, academics, students, professional bodies, and various users of accounting information in the public sector, such as public managers and policymakers seeking accounting information for corrective measures. Additionally, international organizations like the IMF and World Bank, tasked with assessing countries' long-term financial sustainability, will find this work indispensable.

Book excerpt: In September 2014 people in Scotland will take one of the most important decisions in the history of Scotland and the whole of the United Kingdom (UK) - whether to stay in the UK, or leave it and become a new, separate and independent state. In advance of the referendum, the UK Government will ensure through the Scotland analysis programme that the debate is properly informed by analysis, and that the facts crucial to considering Scotland's future are set out. This paper sets out the role of economic and fiscal integration in shaping Scotland's economic performance as part of the UK and describes some of the potential economic and fiscal consequences of independence. It follows the fourth paper in the Scotland analysis series, Scotland analysis: Business and microeconomic framework, which sets out how the UK's domestic market is a key part of Scotland's successful business environment

Book The UK Economy in the Long Expansion and its Aftermath

Download or read book The UK Economy in the Long Expansion and its Aftermath written by Jagjit S. Chadha and published by Cambridge University Press. This book was released on 2016-07-28 with total page 465 pages. Available in PDF, EPUB and Kindle. Book excerpt: The financial crisis of 2007–11 has now been analysed and explained from almost every conceivable standpoint. Far less attention has been paid to the long business cycle expansion that started in 1992 and provided an exceptional period of macroeconomic stability in the UK. To many it seemed that the main problem of the UK economy had been solved: that of sustained non-inflationary economic growth. This book brings together senior macroeconomists from universities and the Bank of England to look at what policy-making lessons can be learned from looking at the period of expansion that preceded the financial crisis. It does so with the twin aims of encouraging more policy-focused research on the UK and encouraging policy debate in the aftermath of the financial crisis and the prolonged economic recession. Students, researchers and practitioners with an interest in the UK economy will need to absorb the lessons of this book.

Book The Politics of Judicial Independence in the UK s Changing Constitution

Download or read book The Politics of Judicial Independence in the UK s Changing Constitution written by Graham Gee and published by Cambridge University Press. This book was released on 2015-03-12 with total page 307 pages. Available in PDF, EPUB and Kindle. Book excerpt: Judicial independence is generally understood as requiring that judges must be insulated from political life. The central claim of this work is that far from standing apart from the political realm, judicial independence is a product of it. It is defined and protected through interactions between judges and politicians. In short, judicial independence is a political achievement. This is the main conclusion of a three-year research project on the major changes introduced by the Constitutional Reform Act 2005, and the consequences for judicial independence and accountability. The authors interviewed over 150 judges, politicians, civil servants and practitioners to understand the day-to-day processes of negotiation and interaction between politicians and judges. They conclude that the greatest threat to judicial independence in future may lie not from politicians actively seeking to undermine the courts, but rather from their increasing disengagement from the justice system and the judiciary.

Book Smart Fiscal Consolidation

Download or read book Smart Fiscal Consolidation written by Galina Kolev and published by Wilfried Martens Centre for European Studies. This book was released on 2013-05-10 with total page 108 pages. Available in PDF, EPUB and Kindle. Book excerpt: PDF downloadable for free from http://martenscentre.eu/publications/smart-fiscal-consolidation-strategy-achieving-sustainable-public-finances-and-growth Due to high government debt levels and the dangers of self-defeating austerity, smart fiscal consolidation measures are needed that foster economic growth. A thorough review of the relevant literature provides many useful insights. To regain credibility, a clearly communicated broad reform program (including structural reforms) is required. Targeting mainly public expenditures, rather than revenues, raises the chances of expansionary effects. The timing of consolidation should focus on adjustment in structural terms to leave room for automatic stabilisers. The main part of the study evaluates the impact of individual consolidation and fiscal reform measures on consolidation success, on economic growth (in the long and short term), and on social fairness.

Book Organizational Change for Corporate Sustainability

Download or read book Organizational Change for Corporate Sustainability written by Suzanne Benn and published by Routledge. This book was released on 2014-05-09 with total page 365 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since this classic book was first published in 2003, sustainability has increasingly become mainstream business for leading corporations, whilst the topic itself has also been a hotly debated political issue across the globe. The sustainability phase models originally discussed in the book have become more relevant with ever more examples of organizations at later stages in the development of corporate sustainability. Bringing together global issues of ecological sustainability, strategic human resource management, organizational change, corporate social responsibility, leadership and community renewal, this new edition of the book further develops its unified approach to corporate sustainability and its plan of action to bring about corporate change. It integrates new research and brings illustrative case studies up to date to reflect how new approaches affect change and leadership. For the first time, a new positive model of a future sustainable world is included - strengthened by references to the global financial crisis, burgeoning world population numbers and the rise of China. With new case studies including BP's Gulf oil spill and Tokyo Electric Company's nuclear reactor disaster, this new edition will again be core reading for students and researchers of sustainability and business, organizational change and corporate social responsibility.
