Book excerpt: Abstract: Tajikistan's economy has recovered strongly after the collapse of the 1990s, but sustaining rapid economic growth over the long term and reducing poverty present major challenges for policymakers. This paper contributes to the debate over the strategic role for fiscal policy to play in meeting these challenges, utilizing the "fiscal space" approach to assess the long-term potential for expanding public provision of growth-promoting goods and services and evaluating the priorities for public spending. It also analyzes the long-term risks to fiscal sustainability, from external public debt and the quasi fiscal deficit of the electricity sector. The paper contends that institutional reforms in key areas, notably public financial management, tax administration, and the energy sector, are crucial for generating fiscal space and for ensuring that higher levels of public spending are translated into stronger economic growth and poverty reduction. The priorities for government spending should be education, health, and the maintenance of the core networks of the existing infrastructure for energy and transport, rather than new public investment projects.

The assessment reveals that Tajikistan’s macroeconomic performance during 1998–2005 has been robust, albeit with occasional lapses. Economic growth during this period has far exceeded program projections, but inflation performance has been at times volatile, and often overshot program targets. Macroeconomic stabilization was mainly driven by a strong fiscal consolidation. In contrast, monetary policy has occasionally undermined inflation performance. Initial progress in implementing structural reforms was uneven.

Book excerpt: This paper examines Tajikistan’s Third Review of the Three-Year Arrangement Under the Poverty Reduction and Growth Facility (PRGF), and Request for Waiver of Performance Criterion. Performance under the PRGF has been generally satisfactory. All quantitative performance criteria, two of the three structural performance criteria, and two of the three structural benchmarks were met through end-May 2004. The continuous structural performance criterion prohibiting directed credit by the National Bank of Tajikistan was not observed in May 2004, but this credit was repaid/reversed by late June, and a waiver is requested on this basis.

Book excerpt: Building on robust economic growth since the end of a civil war in 1997, Tajikistan has transformed itself into a service economy driven by consumer spending fueled by strong remittance inflow. Yet the transfer of resources to high value-added sectors has been restrained, and structural change has generated few new jobs. Without sufficient employment opportunities in the services and industrial sectors, agriculture became the fallback for most of the labor force. To continue its economic growth, Tajikistan requires new drivers from a diversified industry sector and a modernized economy through structural transformation and export diversification.

There are positive signs in the initial implementation stages of the Poverty Reduction Strategy process. The revenue performance has improved, and expenditures are managed with tight fiscal discipline. The expenditures in the social sectors were almost 43 percent of the budget in 2003. Cash compensations, increased public sector salaries and increased pensions have targeted social sector spending better. The cash compensations totaled 12 million Sm. in the 2003 budget.

Book excerpt: This Country Economic Memorandum (CEM) analyzes a set of the critical constraints to domestic private sector-led and outward-oriented growth in Tajikistan, by examining the structural bottlenecks to private sector investment and exports. The report is selective in looking at key public policies needed to improve Tajikistan's macroeconomic resilience and foster private sector development to ensure sustainable growth. This CEM should be seen as the first of a series of programmatic work intended to provide advisory support to the Tajik authorities over the medium-term as they update the National Development Strategy. The report focuses on two important areas of public policy: first, the role of the tax system in encouraging investment and entrepreneurship, examines the principal deficiencies in the tax regime and in its administration, and proposes reforms to improve the incentives for investment. Second, in view of the dominance of the state and of state-owned enterprises in the economy and regulatory gaps to ensure level playing field, the report analyzes the competition policy framework, with the aim of identifying policy reforms that will encourage firm entry and create a competitive market in goods and services. The two interrelated objectives - macroeconomic incentives for investment and savings and the domestic competition and tax regime - reinforce each other. The choice of the above thematic areas is guided by the team's preliminary discussions with various stakeholders within the government and outside the government. The CEM builds on the World Bank's previous reports on Tajikistan, namely on the Jobs Diagnostics and Systematic Country Diagnostics. The Jobs Diagnostics proposes the government to consider a jobs strategy based on the following three pillars: i) facilitate the creation of more jobs, particularly in the formal private sector; ii) improve the quality of existing jobs, especially in the informal sector; and iii) facilitate better access to jobs including transitions from inactivity to employment and from low to higher quality jobs, with a focus on vulnerable workers. The focus of the CEM is well aligned also with the new Country Partnership Framework (CPF) for 2019-23 currently in making. This report will be followed by analytical and policy work on other critical constraints to private sector-led growth: the establishment of a rules-based policy setting and creating market-supporting institutions that promote greater economic formalization; building upon areas of high potential for transformative change such as the financial strengths of the energy sector and macro-fiscal implications of investments to Rogun HPP; gains from deeper international integration and infrastructure access provided by the Belt and Road Initiative (BRI); and investing in human capital. This chapter of the CEM analyses the main causes of macro-fiscal vulnerabilities and suggests policy recommendations to improve resilience of the Tajik economy.

Risks to the outlook have eased and are manageable. The monetary policy shift in the United States may invite some volatility ahead in financial markets, albeit mitigated by accommodative monetary policy in Japan and the euro area. The regional growth outlook depends on continued recovery in the major industrial economies and on the People's Republic of China managing to contain internal credit growth smoothly. Widening income gaps in developing Asia strengthens the case for greater use of fiscal policy to foster equality of opportunity. While the region has benefited from fiscal prudence in the past, demographic and environmental challenges are expected to compete for public resources in the coming years. To boost public spending on equity-enhancing programs such as education and health without undermining fiscal sustainability, the authorities will need to explore a wide range of options for mobilizing revenue and to build equity objectives into their fiscal plans.

Book excerpt: The Programmatic Public Expenditure Review (PPER) has been designed to cover five themes which represent the key challenges for fiscal policy and Public Financial Management System (PFM) reforms in Tajikistan. The themes are as follows: Theme 1: Public Expenditure, Fiscal Space and Growth; Theme 2: Policy-based Budgeting; Theme 3: Efficiency of Public Expenditure in the Social Sectors; Theme 4: Fiduciary Risks; and Theme 5: Inter-governmental fiscal relations. Theme 1 responds to questions of fiscal policy design, especially related to the composition of expenditure and the magnitude of external borrowing, which are becoming increasingly important in Tajikistan and which are likely to have a profound impact on the long term development of the economy. Theme 2 responds to the decision taken by the Government of Tajikistan (GOT) in 2006 to reinvigorate efforts to implement the Medium-term Expenditure Framework (MTEF) and to seek financial and technical support from development partners for this endeavor. Theme 3 focuses on expenditure efficiency in the social sectors, an issue which has not hitherto been subject to rigorous analysis, using methodologies which include efficiency frontier analysis and Public Expenditure Tracking Surveys (PETS). Theme 4 focuses on fiduciary issues and includes a comprehensive evaluation of the PFM system using the internationally accepted best practice methodology of the Public Expenditure and Financial Assessment (PEFA). Theme 5 will provide advice on how the structure of inter-governmental fiscal relations can be reformed to best accommodate the requirements of the MTEF, other PFM reforms and the GOT'S Public Administration Reform Strategy (PARS). This volume of the PPER focuses mainly on Themes 1 and 2, with chapters on how public expenditure can best support economic growth, and on fiscal space for priority expenditures (under Theme 1) and the introduction of the MTEF (Theme 2). It also includes a summary of the PEFA, the main report of which will be published separately.
