Download or read book Fiscal Decentralization in Oromia National Regional State of Ethiopia written by Dessalegn Eticha and published by LAP Lambert Academic Publishing. This book was released on 2013 with total page 124 pages. Available in PDF, EPUB and Kindle. Book excerpt: Today, most polities especially federal countries are opted in the process of decentralization in general and fiscal decentralization in a particular. Fiscal decentralization provides local governments, inter alia, with some discretionary fiscal powers which in turn plays decisive role in promoting efficient and effective public services at local level. And also it serves as an instrument to ensure self-autonomy of the local people. Ethiopia is a federal country (since 1995) composed of nine Regional States, i.e., member states of the federation. This book explores the practice of fiscal decentralization in Oromia National Regional State. The author tries to examine the extent of fiscal power decentralization; means of addressing fiscal imbalances; the scheme of budget preparation and allocation; and peculiar challenges of the ongoing fiscal decentralization in the regional state. Indeed, the book will help public policy makers and concerned government officials, experts to reinforce the policy making of fiscal decentralization. Besides, it can benefit those who are interested to conduct research or to have knowledge vis-a-vis the practice of fiscal decentralization in the region.

Book Decentralization in Ethiopia

Download or read book Decentralization in Ethiopia written by Taye Assefa and published by African Books Collective. This book was released on 2007 with total page 175 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 1991 government change in Ethiopia ushered in a centralised system of governance, aimed to bring about harmony and cooperation between different groups and to promote local self-rule. It has proceeded in two phases: 1991-2001 centred on creating and powering National/Regional Governments, termed mid-level decentralisation. Further powers were devolved in 2001 through the District Level Decentralization Program and Urban Management Profram. This volume brings together studies by the Forum for Social Studies and others, with the aim of identifying knowledge gaps for further research and to generate debate on the issues in Ethiopia. The study is in two parts: a literature review seeking to document existing studies and highlight research gaps; and field work which involved a rapid assessment of eight weredas and two kifle ketemas in Addis Ababa. The other three studies are synopses of master theses submitted to the Institute of Regional and Local Development Studies of Addis Ababa University.

Book An Assessment of Woreda Capactiy The Case of Gindeberet and Abuna Gindeberet Wereda in Oromia National Regional State

Download or read book An Assessment of Woreda Capactiy The Case of Gindeberet and Abuna Gindeberet Wereda in Oromia National Regional State written by Telaye Fikadu Mulubiran and published by Anchor Academic Publishing (aap_verlag). This book was released on 2014 with total page 125 pages. Available in PDF, EPUB and Kindle. Book excerpt: This research assesses woreda capacity in Gindeberet and Abuna Gindeberet Woreda of West Shoa Zone Oromia National Regional State since the implementation of District Level Decentralization Program. To this end, the study assesses the human resource, financial, managerial, facility capacity as well as the extent to which enabling work environment and community participation is available. The findings indicate that the capacity building program which was launched to address the problem of rural woredas has not brought about significant changes though there are some improvements in terms of community participation, service delivery and responsiveness to customers. However, constraints of resources and its utilization, lack of conducive work condition, lack of strong political leadership and commitment, and lack of governance system are identified as factors responsible for the ineffectiveness of the program. It is therefore recommended that for the capacity building effort to be materialized, there is a need for resources and proper utilization, strong political leadership and commitment, enabling work environment and an improved governance system.

Book Taxation Responsiveness and Accountability in Sub Saharan Africa

Download or read book Taxation Responsiveness and Accountability in Sub Saharan Africa written by Wilson Prichard and published by Cambridge University Press. This book was released on 2015-09-11 with total page 309 pages. Available in PDF, EPUB and Kindle. Book excerpt: It is increasingly argued that bargaining between citizens and governments over tax collection can provide a foundation for the development of responsive and accountable governance in developing countries. However, while intuitively attractive, surprisingly little research has captured the reality and complexity of this relationship in practice. This book provides the most complete treatment of the connections between taxation and accountability in developing countries, providing both new evidence and an invaluable starting point for future research. Drawing on cross-country econometric evidence and detailed case studies from Ghana, Kenya and Ethiopia, Wilson Prichard shows that reliance on taxation has, in fact, increased responsiveness and accountability by expanding the political power wielded by taxpayers. Critically, however, processes of tax bargaining have been highly varied, frequently long term and contextually contingent. Capturing this diversity provides novel insight into politics in developing countries and how tax reform can be designed to encourage broader governance gains.

Book Causes and Consequences of Fiscal Imbalance in Tigray

Download or read book Causes and Consequences of Fiscal Imbalance in Tigray written by Tedros Bezabeh and published by GRIN Verlag. This book was released on 2013-10-15 with total page 90 pages. Available in PDF, EPUB and Kindle. Book excerpt: Master's Thesis from the year 2012 in the subject Politics - Other International Politics Topics, grade: Very Good, , course: Master's Thesis, language: English, abstract: Decentralization refers to division of multidimensional power between the center and sub national governments. Fiscal decentralization is core component of decentralization that gives an autonomous authority to local governments a revenue and expenditure assignments. Though fiscal decentralization has given revenue raising and spending decision powers to lower levels of government, the implementation process has often been a discouraging task for many local authorities in the developing world. In the case of Ethiopia, decentralization has been implemented since 1991. However, vertical as well as horizontal fiscal imbalance still persists at different layers of government. Therefore the core objective of this paper is to assess the causes and consequences of fiscal imbalance in Tigray, focus on Wukro & Maichew. In order to collect the required data, both primary and secondary sources are used. In addition with this, the research also applies qualitative approach and using case study design. Accordingly, at region level, the region only covers 29% of its total expenditure in the last six years. In line with this, Wukro and Maichew Wereda are among the Weredas in Tigray which faces the problem of fiscal imbalance. While Wukro Wereda covers 14.5% of its total expenditure from internal revenue and Maichew only covers only 11.3% of its expenditure. Poor revenue assignment, huge expenditure responsibility, geographical and topographic characteristics and inadequate capacity building activities to raise revenue in the study areas are the causes of fiscal imbalance in the study areas. Restricting expenditure opportunity, affecting service delivery and causes incomplete plan are the major negative implication of fiscal imbalance in the study areas. Accordingly, extending the revenue authority, identifying prioritized expenditure responsibilities, and consolidating intergovernmental fiscal transfer are among the recommended ways of tackling fiscal imbalance in the study areas.

Book Digest of Ethiopia s National Policies Strategies and Programs

Download or read book Digest of Ethiopia s National Policies Strategies and Programs written by Yamāh̲barāwi ṭenāt madrak (Ethiopia) and published by African Books Collective. This book was released on 2008 with total page 490 pages. Available in PDF, EPUB and Kindle. Book excerpt: Having just emerged from a prolonged civil war and faced with the urgent tasks of establishing political stability and reinvigorating an economy in tatters, the Transitional Government of Ethiopia (1991-1995) had to set a new direction for the economic reconstruction and social rehabilitation of the warn-torn and poverty-ridden country. During the Transitional Period a spate of new policies and strategies defining the development priorities, goals and implementation instruments of the new regime led by the EPRDF was introduced. This work is a synthesis of various sectoral policies and an attempt to trace the genesis of the policies, highlight the continuities, significant departures and other salient features. Each of the reviews in this digest briefly analyses the critical elements of the policies, identifies major gaps in the conceptualisation of the policy as well as the achievements registered and the challenges encountered in its implementation. The authors also try to identify the outstanding issues to be addressed by policymakers and suggest remedies. The policy reviews have been grouped into three parts and presented under social, economic and governance sectors.
