Book excerpt: In the present Master Thesis, written at the University of Bonn, the relationship between fiscal decentralization and regional economic growth is studied for the case of the Russian Federation. A rich panel dataset of 78 Russian regions during 2005-2012 is gathered by the author. Using panel data analysis, it is shown that excessive expenditure decentralization within a region, which is not accompanied by revenue decentralization, can have harmful consequences for regional economic growth during the period of the economic crisis. On the contrary, federal government can stimulate recovery by efficiently assigning intergovernmental grants. Overall, the benefits of decentralization seem to be overweighed by its costs in Russia.

Book excerpt: This paper investigates the impact of inequality in the geographic distribution of fiscal resources on regional economic growth under fiscal decentralization policy in the context of China's experience, using panel data for 28 provinces over the period 1987-2010. In the recent past, the structure of decentralized government in China has undergone two significant fiscal reforms: the “Fiscal Responsibility System” (FRS) in 1987-1993, and the “Tax Sharing System” (TSS) in 1994. I find that there are different impacts of overall fiscal inequality on economic growth pre-and post-1994. Second, I show that fiscal decentralization could improve regional growth in China. Finally, this paper finds that the use of extra-budgetary funds could reduce the economic growth gap between rich and poor provinces.

Book excerpt: Decentralization of fiscal responsibilities has emerged as a primary objective on the agendas of national governments, and international organizations alike. Yet there is little empirical evidence on the potential benefits of this intervention. The authors fill in some quantitative evidence. Using panel data on infant mortality rates, GDP per capita, and the share of public expenditures managed by local governments, they find greater fiscal decentralization is consistently associated with lower mortality rates. The results suggest that the benefits of fiscal decentralization are particularly important for poor countries. They suggest also that the positive effects of fiscal decentralization on infant mortality, are greater in institutional environments that promote political rights. Fiscal decentralization also appears to be a mechanism for improving health outcomes in environments with a high level of ethno-linguistic fractionalization, however, the benefits from fiscal decentralization tend to be smaller.

Book excerpt: The creation of the ASEAN Free Trade Area (AFTA) in 1992 and decentralization in 1999 mark the state restructuring in Indonesia. This book analyses the impact of state restructuring on regional economic development in Indonesia between 1993 and 2010. Regional economic analysis shows persistent and severe regional disparities throughout the period. Particularly, econometrics study found that decentralization has accelerated regional disparities whilst the AFTA effect is insignificant on regional economic growth. Furthermore, historical institutionalism analysis on two cities - the manufacturing industry in Batam and the creative economy in Bandung - shows that past and embedded local institutions provide the capacity to adapt and create new development paths. The book suggests the importance of local-specific policies that embrace local knowledge and institutions to develop regional specialization and competitive advantage. This book fills the gap in Indonesian literature that lacks studies on the integrated impact of decentralization and trade liberalization, both economically and politically.

Using new data published by the OECD (2001 and 2002), it reproduces several indicators and proposes new measures of decentralization that take into consideration subnational governments' autonomy over their revenues. Two models are reproduced: Davoodi and Zou (1998) on decentralization and economic growth, and Oates (1985), on decentralization and public sector size. Some evidence suggests that fiscal autonomy positively affects economic growth. Also, it seems to affect the size of the state, but evidence on this relation is limited. Despite some statistical weaknesses, there are sufficient indications to argue that subnational governments' fiscal autonomy should be a major concern when measuring decentralization. This paper - a product of the Poverty Reduction and Economic Management Division, World Bank Institute - is part of a larger effort in the institute to take a critical look at the nature and implications of measuring the fiscal dimension of decentralization.
