Book excerpt: FirstNet was created to establish a Nationwide Public Safety Broadband Network (NPSBN) to provide reliable, modern and interoperable communications to first responders. Every Governor has the right to “opt-out” of the FirstNet plan for his or her state and develop an alternative plan for the radio access network of his or her state.FirstNet has made it very difficult for states to opt-out of the national plan. First, FirstNet has sought to charge opt-out states a total of $18 billion in "Capacity Payments." For opt-in states, FirstNet's national provider will pay only $2 billion (after $16 billion are returned for reinvestments). Second, FirstNet has attempted to charge opt-out state "Termination Payments" for a nationwide total of $124 billion. For opt-in states, the national provider submitted its financial statements but accepted no liability. Third, FirstNet has claimed that states have nothing to win by opting-out, however, opt-out states could increase their revenues by as much as $41 billion in communication taxes, discounts to first responders and special taxes.

Book Managing the Unmanageable

Download or read book Managing the Unmanageable written by Mickey W. Mantle and published by Addison-Wesley. This book was released on 2012-09-16 with total page 457 pages. Available in PDF, EPUB and Kindle. Book excerpt: “Mantle and Lichty have assembled a guide that will help you hire, motivate, and mentor a software development team that functions at the highest level. Their rules of thumb and coaching advice are great blueprints for new and experienced software engineering managers alike.” —Tom Conrad, CTO, Pandora “I wish I’d had this material available years ago. I see lots and lots of ‘meat’ in here that I’ll use over and over again as I try to become a better manager. The writing style is right on, and I love the personal anecdotes.” —Steve Johnson, VP, Custom Solutions, DigitalFish All too often, software development is deemed unmanageable. The news is filled with stories of projects that have run catastrophically over schedule and budget. Although adding some formal discipline to the development process has improved the situation, it has by no means solved the problem. How can it be, with so much time and money spent to get software development under control, that it remains so unmanageable? In Managing the Unmanageable: Rules, Tools, and Insights for Managing Software People and Teams , Mickey W. Mantle and Ron Lichty answer that persistent question with a simple observation: You first must make programmers and software teams manageable. That is, you need to begin by understanding your people—how to hire them, motivate them, and lead them to develop and deliver great products. Drawing on their combined seventy years of software development and management experience, and highlighting the insights and wisdom of other successful managers, Mantle and Lichty provide the guidance you need to manage people and teams in order to deliver software successfully. Whether you are new to software management, or have already been working in that role, you will appreciate the real-world knowledge and practical tools packed into this guide.

Book Poiesis

    Book Details:
  • Author : Peter Acton
  • Publisher : Oxford University Press
  • Release : 2014-10-15
  • ISBN : 019933594X
  • Pages : 416 pages

Download or read book Poiesis written by Peter Acton and published by Oxford University Press. This book was released on 2014-10-15 with total page 416 pages. Available in PDF, EPUB and Kindle. Book excerpt: Poiesis brings together archaeological finds, ancient texts and inscriptions, recent scholarly analysis, and the expertise of modern craftsmen to investigate every known facet of Athens' manufacturing activities. Despite the fact that Athenians consumed great quantities of manufactured goods, and around half of the residents of classical Athens can be shown to have been dependent for survival on manufacturing in some form, the subject has been almost completely neglected by historians. The book draws on the analytical techniques of contemporary business economics--supply and demand, competition theory, and risk-return analysis--to explain events and choices. Manufacturing operations are classified in an original framework that explains why certain segments were suited to the sole craftsman and others to teams of slaves, and deduces earnings potential based upon barriers to entry and competitive differentiation. The result is a new and refreshing angle on how Athenian society operated that complements political, military, and literary perspectives, with important and often surprising implications. Among other insights the analysis shows how fragmented industry structures were fundamental to the workings of Athenian democracy by enabling citizens to supplement their income through casual manufacturing activity.

Book The Vanishing Vision

Download or read book The Vanishing Vision written by James Day and published by Univ of California Press. This book was released on 2023-04-28 with total page 470 pages. Available in PDF, EPUB and Kindle. Book excerpt: This spirited history of public television offers an insider's account of its topsy-turvy forty-year odyssey. James Day, a founder of San Francisco's KQED and a past president of New York's WNET, provides a vivid and often amusing behind-the-screens history. Day tells how a program producer, desperate to locate a family willing to live with television cameras for seven months, borrowed a dime—and a suggestion—from a blind date and telephoned the Louds of Santa Barbara. The result was the mesmerizing twelve-hour documentary An American Family. Day relates how Big Bird and his friends were created to spice up Sesame Street when test runs showed a flagging interest in the program's "live-action" segments. And he describes how Frieda Hennock, the first woman appointed to the FCC, overpowered the resistance of her male colleagues to lay the foundation for public television. Day identifies the particular forces that have shaped public television and produced a Byzantine bureaucracy kept on a leash by an untrusting Congress, with a fragmented leadership that lacks a clearly defined mission in today's multimedia environment. Day calls for a bold rethinking of public television's mission, advocating a system that is adequately funded, independent of government, and capable of countering commercial television's "lowest-common-denominator" approach with a full range of substantive programs, comedy as well as culture, entertainment as well as information. Book Oil Age Eskimos

    Book Details:
  • Author : Joseph G. Jorgensen
  • Publisher : Univ of California Press
  • Release : 2023-11-10
  • ISBN : 0520337662
  • Pages : 424 pages

Download or read book Oil Age Eskimos written by Joseph G. Jorgensen and published by Univ of California Press. This book was released on 2023-11-10 with total page 424 pages. Available in PDF, EPUB and Kindle. Book excerpt: In a book made especially timely by the disastrous Exxon Valdez oil spill in March 1989, Joseph Jorgensen analyzes the impact of Alaskan oil extraction on Eskimo society. The author investigated three communities representing three environments: Gambell (St. Lawrence Island, Bering Sea), Wainwright (North Slope, Chukchi Sea), and Unalakleet (Norton Sound). The Alaska Native Claims Settlement Act of 1971, which facilitated oil operations, dramatically altered the economic, social, and political organization of these villages and others like them. Although they have experienced little direct economic benefit from the oil economy, they have assumed many environmental risks posed by the industry. Jorgensen provides a detailed reminder that the Native villagers still depend on the harvest of naturally-occurring resources of the land and sea—birds, eggs, fish, plants, land mammals and sea mammals. Oil Age Eskimos should be read by all those interested in Native American societies and the policies that affect those societies. This title is part of UC Press's Voices Revived program, which commemorates University of California Press’s mission to seek out and cultivate the brightest minds and give them voice, reach, and impact. Drawing on a backlist dating to 1893, Voices Revived makes high-quality, peer-reviewed scholarship accessible once again using print-on-demand technology.
