Book excerpt: Following the British withdrawal in 1971, the Gulf Region entered a heady period of political restructuring, awash with oil money that helped fund national aspirations. Infrastructure investment became a central part of the region's nation-building initiatives and fueled strong competition. Without its neighbours' oil fields, infrastructure and territorial development became particularly vital to Dubai. This book provides a unique and detailed understanding of Dubai urbanism by demonstrating that cumulative programmatic intensification and scalar amplification of its large-scale infrastructural components guided its metropolitan growth and generated a territorial organization logic that outstripped the predictive capacity of traditional Western master planning. Dubai’s rapid series of infrastructural projects culminated in the Jebel Ali Port, Industrial Area, and Free Zone, which marked a definitive "before and after" point. The book shows how Jebel Ali also became the template for subsequent developments, Dubai World Holdings Company's international aspirations, and the agencies that manage and regulate Dubai's large-scale infrastructural projects today. Dubai Amplified highlights the cycle of typological borrowing, prototypical replication, and scalar amplification, specifically in Dubai's infrastructure projects, to best describe its general territorial development. While infrastructure is traditionally understood as the elemental "hardware" that undergirds urban development, the book concludes by arguing that the definition should be expanded in this case as more of a set of objects, networks, and services that cities can selectively borrow, replicate, and amplify.

The book aims to provide knowledge and propose a methodological framework developed from this particular situation that can serve as a template. On the basis of this main objective, the book deals with approaches and problems related to the creation of sustainable housing ecosystems, activating and boosting local enterprises and stimulating foreign investors to revamp the national AEC sector and related manufacturing industries, models for modular settlements, and business models and assessment methodologies useful for evaluating a set of appropriate technological solutions. Following the introduction and description of Abu Dhabi’s early modern history, she focuses on three distinct periods dating from the discovery of oil in 1960, and coinciding with periods in power of the three rulers since then: Sheikh Shakhbut bin Sultan Al Nahyan (1960–1966), Sheikh Zayed bin Sultan Al Nahyan (1966–2004), and Sheikh Khalifa bin Zayed Al Nahyan (2004–). Based on archival research, key interviews and spatial mapping, she analyses the different approaches of each ruler to development; investigates the role of planning consultants, architects, developers, construction companies and government agencies; examines the emergence of comprehensive development plans and the policies underlying them; and assesses the effects of these many and varied influences on Abu Dhabi’s development. She concludes that, while much still needs to be done, Abu Dhabi’s progress towards becoming a global, sustainable city provides lessons for cities elsewhere.
