Book First Responder Guide for Improving Survivability in Improvised Explosive Device And Or Active Shooter Incidents

Download or read book First Responder Guide for Improving Survivability in Improvised Explosive Device And Or Active Shooter Incidents written by U. S. Department U.S. Department of Homeland Security and published by Createspace Independent Publishing Platform. This book was released on 2016-03-06 with total page 70 pages. Available in PDF, EPUB and Kindle. Book excerpt: Recent improvised explosive device (IED) and active shooter incidents reveal that some traditional practices of first responders need to be realigned and enhanced-with an emphasis on early hemorrhage control and a more integrated response by first responders (i.e., emergency medical services [EMS], fire, law enforcement, and rescue personnel)-to improve survivability of victims and the safety of first responders caring for them. At the request of first responders and first receivers (e.g., medical technicians, nurses, and physicians) who have encountered mass casualties from IEDs and/or active shooter incidents, this document was developed to provide guidance on how to better approach these incidents. Responders should also consider the combination of both IEDs and active shooter incidents in an organized, complex attack (such as the Mumbai attacks in 2008) that requires both treatment and extraction of the injured from a still-hostile environment. The conditions during such tactical assaults in a civilian setting speak to the need for first responders and first receivers to adopt evidence-based hemorrhage control, risk evaluation, and casualty management measures in a potentially dangerous environment. As a result of these developments, the Department of Homeland Security, in coordination with the Department of Defense (DoD), Department of Health and Human Services, Department of Justice, Department of Transportation, White House Office of Science and Technology Policy, and the National Security Staff, has developed recommendations for individuals who provide emergent and immediate medical management of casualties resulting from IEDs and/or active shooter incidents. Based on best practices and lessons learned, this document focuses on the medical response to IEDs and/or active shooter incidents with recommendations for hemorrhage control, protective equipment (which includes ballistic vests, helmets, and eyewear), and response and incident management.

Book excerpt: Recent improvised explosive device (IED) and active shooter incidents reveal that some traditional practices of first responders need to be realigned and enhanced to improve survivability of victims and the safety of first responders caring for them. This Federal, multi-disciplinary first responder guidance translates evidence-based response strategies from the U.S. military's vast experience in responding to and managing casualties from IED and/or active shooter incidents and from its significant investment in combat casualty care research into the civilian first responder environment. Additionally, civilian best practices and lessons learned from similar incidents, both in the United States and abroad, are incorporated into this guidance. Recommendations developed in this paper fall into three general categories: hemorrhage control, protective equipment (which includes, but is not limited to, ballistic vests, helmets, and eyewear), and response and incident management.

Book A LAW ENFORCEMENT AND SECURITY OFFICERS GUIDE TO RESPONDING TO BOMB THREATS

Download or read book A LAW ENFORCEMENT AND SECURITY OFFICERS GUIDE TO RESPONDING TO BOMB THREATS written by Jim Smith and published by Charles C Thomas Publisher. This book was released on 2014-04-01 with total page 227 pages. Available in PDF, EPUB and Kindle. Book excerpt: This newly revised edition is designed to integrate information in a clear and concise for¬mat to allow law enforcement to respond to bomb threats, bomb incidents, or chemical-biological-radiologi¬cal events. The reader will find the information in this book useful as a general guide to develop local protocols to meet these occurrences. With the current threat, increased vigilance and knowledge is mandatory among all law enforcement and security officers to have a working knowledge of bombs, explosives and other threats for their own protection. Among the topics discussed include the basic techniques for risk assessment and target and hazard identification. These are essential components in relating to the probability of a bombing attack and the potential outcome of such an attack. The common methods of bomb delivery, bomb construction and methods of triggering are also demonstrated. Letter bombs, vehicle bombs and high-risk facilities such as aircraft, airports, medical facilities and schools are examined as well as the utilization of chemical, biological and radiological devices and the unique hazards associated with these devices. This book also includes a section for emergency medical service personnel in treating those injured from blast, overpressure, shrapnel and chemical agents. This text is not a replacement for trained and well-equipped bomb technicians but is designed to allow the first responder to make identification of suspect items and take appropriate action until well-equipped bomb technicians arrive on the scene.

Book Understanding and Supporting Law Enforcement Families

Download or read book Understanding and Supporting Law Enforcement Families written by Robert P. Delprino and published by Lexington Books. This book was released on 2017-12-27 with total page 195 pages. Available in PDF, EPUB and Kindle. Book excerpt: Understanding and Supporting Law Enforcement Families, through a synthesis of the research literature, presents and explores some of the challenges faced by police families as well as developments that have taken place to support them in balancing family and work life. There are demands and requirements from the job over which family members have little control. Shift work, negative public perceptions of law enforcement, changes in the officer’s personality as well as living with the potential that their loved one may be injured or killed are among the unique challenges law enforcement families face. These extraordinary life events are discussed as well as the potential physical and psychological reactions to these stressors. In addition to an overview of support programs and services, specific resources from national organizations are provided on support for family members of an officer killed in the line of duty, and organizational policies for the funeral of an officer who commits suicide, and officer domestic violence. This book examines the existing research as a means to clarify issues faced by law enforcement families and discusses the availability of resources to provide the support these families need and deserve. A great deal of realizing that potential will be dependent upon actively including the law enforcement family in all aspects of the support process. It is not a conventional self-help book but intended for researchers, practitioners, students, and others with interest in the study and support of law enforcement families.

Download or read book A National Trauma Care System written by National Academies of Sciences, Engineering, and Medicine and published by National Academies Press. This book was released on 2016-10-12 with total page 531 pages. Available in PDF, EPUB and Kindle. Book excerpt: Advances in trauma care have accelerated over the past decade, spurred by the significant burden of injury from the wars in Afghanistan and Iraq. Between 2005 and 2013, the case fatality rate for United States service members injured in Afghanistan decreased by nearly 50 percent, despite an increase in the severity of injury among U.S. troops during the same period of time. But as the war in Afghanistan ends, knowledge and advances in trauma care developed by the Department of Defense (DoD) over the past decade from experiences in Afghanistan and Iraq may be lost. This would have implications for the quality of trauma care both within the DoD and in the civilian setting, where adoption of military advances in trauma care has become increasingly common and necessary to improve the response to multiple civilian casualty events. Intentional steps to codify and harvest the lessons learned within the military's trauma system are needed to ensure a ready military medical force for future combat and to prevent death from survivable injuries in both military and civilian systems. This will require partnership across military and civilian sectors and a sustained commitment from trauma system leaders at all levels to assure that the necessary knowledge and tools are not lost. A National Trauma Care System defines the components of a learning health system necessary to enable continued improvement in trauma care in both the civilian and the military sectors. This report provides recommendations to ensure that lessons learned over the past decade from the military's experiences in Afghanistan and Iraq are sustained and built upon for future combat operations and translated into the U.S. civilian system.

Book Active Shooter Events and Response

Download or read book Active Shooter Events and Response written by John P. Blair and published by CRC Press. This book was released on 2013-06-12 with total page 267 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Columbine tragedy on April 20, 1999 began a new era in law enforcement as it became apparent that the police response to such mass shootings must be drastically altered. By the time the Sandy Hook Elementary School shooting occurred on December 14, 2012, outdated police response strategies had been replaced with new, aggressive tactics used by the first officers on the scene. The frequency with which these events occur remind us time and again about the importance of training and preparing for these critical situations before they occur in our own backyards. Active Shooter Events and Response is one of the first attempts to not only discuss historic active shooter events, but also to actually dissect some of them—empowering law enforcement professionals by leveraging the essential knowledge and experience of those who have gone before us. The book also offers insight into the training methodologies and strategies used to prepare our nation’s first responders to address the active shooter threat. In addition, the authors discuss the clear and present threat of terrorist organizations using these mass shooter tactics on American soil—similar to the attacks in Beslan, Russia and Mumbai, India. Written by members of the Advanced Law Enforcement Rapid Response Training (ALERRT) Center at Texas State University, this book is the culmination of more than a decade’s worth of training and research into active shooter events and represents state-of-the-art, evidence-based best practices.
