Book The administration of examinations for 15 19 year olds in England

Download or read book The administration of examinations for 15 19 year olds in England written by Great Britain: Parliament: House of Commons: Education Committee and published by The Stationery Office. This book was released on 2012-07-03 with total page 108 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report from the Education Committee looks at the administration of examinations for 15-19 year olds in England. The Committee expresses serious concerns about incentives in the exam system and about competition on syllabus content. Incentives in the system should be changed so the downward pressure through the competition of exam boards is mitigated. The Committee considers a number of options to change incentives, including: (i) A single board. This offers a simpler system, with no risk of competition, but the Committee believes the cost, risk and disruption outweigh the benefits; (ii) Franchising of subjects to exam boards. This removes syllabus competition, but again has downsides; (3) Or the current system of multiple boards. The Committee sees no benefit in competition on syllabus content, but the setting and marking of exams and associated administration, if properly regulated, could generate incentives and drive quality up, offering value for money to schools and colleges. The Committee also recommends the development of national syllabuses, accredited by Ofqual. The syllabuses would be developed by exam boards in conjunction with learned bodies and employer organisations and could therefore retain the benefits of competition on quality and the incentive for exam boards to innovate.

Book A History of British National Audit

Download or read book A History of British National Audit written by David Dewar and published by Oxford University Press. This book was released on 2016-12-15 with total page 314 pages. Available in PDF, EPUB and Kindle. Book excerpt: The core theme of the book is the importance of an independent state audit to ensure that the Executive is held accountable to Parliament. Instilling effective financial control and accountability for the use of public funds and the proper conduct of public business has been an incremental process that has taken centuries. This book provides a detailed history of the forces and personalities involved in the development of public sector audit, including the battles which extended well into the 20th century to establish a public sector audit that was constitutionally and in practice independent from the influence and control of the Executive. It identifies key themes that have emerged and re-emerged in these developments, and the challenges and obstacles faced and overcome over the years to arrive at today's modern audit framework and to establish current principles and practice in accountability to Parliament and the public. The book charts the movement of public sector audit from a focus on the presentation and accuracy of accounts to the introduction of the added dimension of ensuring that funds are spent only for purposes approved by Parliament and that resources have been used efficiently, effectively and with economy. It explores the seminal relationships of the NAO and its predecessors with the Treasury, spending departments and the Public Accounts Committee; and it deals with the impact of major changes still taking place in the objectives, management and delivery of government programmes and services, including the growing involvement of outside agencies and the private sector. The book reviews the NAO's current achievements, continuing challenges, developments in the range and nature of its work, and future priorities. Importantly, it provides an authoritative source of reference for professionals and academics, while remaining accessible to readers with a more general interest in the developments and issues examined.

Book Central Government s Communication and Engagement with Local Government

Download or read book Central Government s Communication and Engagement with Local Government written by Great Britain. National Audit Office and published by The Stationery Office. This book was released on 2012-06-13 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report recognises that, now more than ever, it is essential that central government communicates and engages well with local government. Responsibilities such as public health are moving to local government, local authorities are playing a vital role in the Government's decentralisation agenda, and substantial reductions in staff are causing pressure. It is clear that there is goodwill on both sides, however, the organisational differences between central and local government make communication very challenging. Where departments are designing services for local delivery, the operational experience of local authorities is important to the effective design and implementation of programmes. The NAO's work across government has also demonstrated that not consulting local delivery partners early brings a high risk of waste and 'optimism bias' that can result in the failure of programmes. Some policy consultations are rushed. Departments also issue a disproportionate number of consultations just before parliamentary recess and holiday periods making it difficult to co-ordinate their work on them. Though most individual communications between central and local government are of good quality, there are so many that poor ones can still have a significant impact. Departments' standards for, and oversight of, their communications with local government are not systematic enough to eliminate the risk of some poor communications slipping through. Local authorities are also exasperated by the poor targeting of emails to relevant audiences, wasting the time of the hundreds of people who receive each one. This is of particular concern to local authority managers working with fewer staff following cost reductions.
