The school house is open to every child of suitable age, and the property of every citizen is taxed to sustain the school no matter whether that citizen has children to be benefited or not. The poor man with half a score of olive plants around his table, obtains for them an education mainly from the property of his wealthy neighbor, who has not, perhaps, a child in his family. The State assumes that every son and daughter of her citizens shall be educated at the public expense, for the public good. This is no matter of simple benevolence, indeed, toward the poor as such, but a measure of State policy in its own interest. It is no less, however, a wise and worthy measure no less an ev idence of enlightened progress in the management of public af fairs; no less an element of our high rank in social economy no less a part and parcel of our true glory as a people. Book excerpt: Excerpt from Annual Report of the Superintendent of Common Schools of the State of New-York: Made to the Legislature January 30, 1847 In numerous instances, for two years past, these union schools have been formed in different parts of the State, under the most favorable auspices, with every reasonable prospect of being highly advantageous in promoting the objects of their establishment; and hence, we may justly anticipate a gradual reduction in the aggregate of the whole number of districts in the State, so long as this process shall continue. The whole number of common schools in the State, on the first day of July, 1845, as returned by the marshals appointed to take the last census, was exclusive of the city of New York, and the whole number of school districts, having the school houses in the same town, reported by the town superintendents in the other counties, on the first day of J uly, 1846, was the dif ference being 207. The marshals' returns, for July, 1845, exhibited 208 less than the town superintendents' reports of the same date. The general extension of these organizations, the number of teachers enrolled in their membership and attending their meetings, and the character of the work done in those meetings, form a very definite standard by which to judge the spiritand character of the teaching force of state, county, and town. Judged by that standard our teachers are not far behind those of our sister states of New England at least. We have in Maine all three forms which these organizations assume--state, county and town. The extent to which town organizations exist, cannot be definitely stated from any available data. That they do exist in most of our cities, and Mime of our larger towns, and do very important and valuable work for the schools, is known in a general way. In most of our rural towns, however, the conditions requisite to their maintenance are wanting. Where the teaching force and supervision both lack permanence, the maintenance of such organizations is impracticable. Only when the reforms suggested in another part of this report--abolition of the district system, and the reorganization of local supervision upon a more permanent and efficient plan--shall have been effected, can any general diffusion of these town organizations be expected. Of our State and county organizations more definite information can be given. The former exists as a chartered institution under legislative action, and the latter are maintained at the State's expense, and in a measure under State supervision and control. They are I.
