Book excerpt: The cuts imposed on the FCO since 2010 have been severe and have gone beyond just trimming fat: capacity now appears to be being damaged. If further cuts are imposed, the UK's diplomatic imprint and influence would probably reduce, and the Government would need to roll back some of its foreign policy objectives. The FCO's budget is a tiny element of Government expenditure, but the FCO makes disproportionate contribution to policy making at the highest level, including decisions on whether to commit to military action. The next Government needs to protect future FCO budgets under the next Spending Review.

Book excerpt: The Transport Committee welcomes record investment committed to the 'classic' rail network but calls for greater regional balance in spending. Network Rail must also regain the confidence of passengers following recent disruption. The Committee calls for the Government to take responsibility for rolling stock, to address general shortages and ensure there will be sufficient trains to run on newly-electrified lines. The Committee also concluded: (i) Record levels of funding show a welcome commitment to ’classic' rail but this should be set in a longer-term strategic plan for the rail network, which ties into a wider transport strategy; (ii) The overrunning Christmas engineering works were unacceptable; (iii) Network Rail must have adequate contingency plans. They must also work with Passenger Focus and train operating companies to improve communication with passengers when engineering works fail; (iv) In the light of the change of status of Network Rail the ORR must reconsider whether fining a public sector body remains an effective means for the regulator to exert control; (v) Greater transparency is essential around rail spending. Criteria used to allocate spending should be published.

The Committee found that the Department for Transport (DfT) is yet to set out a comprehensive strategy to link the introduction of new automotive technology to the achievement of its policy goals. It should develop a comprehensive vision to shape motoring of the future in partnership with other Government Departments and agencies. This strategy needs to set out a co-ordinated set of actions to: (i) reduce or eliminate fatalities and serious injuries on the roads; (ii) cut emissions from road transport; (iii) increase road capacity; (iv) facilitate social inclusion and accessibility of road transport; and (v) support economic growth.

Book excerpt: A series of Ofsted inspections on Army Apprenticeships conducted in 2013 rated the overall effectiveness as good. This was an improvement over the last inspection in 2009, rated as satisfactory (now called 'requires improvement'). Some 28 per cent of Army recruits were less than 18 years of age. Further information is needed on why the Army is so dependent on recruiting personnel under the age of 18 years compared to the other two Services, and whether steps are being taken to reduce this dependency. Of those recruited in 2012, 3.5 per cent of the Army were rated at entry level 2 for literacy (that of a 7 to 8 year old) and 39 per cent had a literacy level of an eleven year old. If as the MoD states, it has to recruit personnel at whatever level of attainment is available, then it should boost remedial action when recruitment entry standards are particularly low. In light of changes brought about by Future Force 2020, it may be that recruiting personnel with higher levels of attainment would better meet the future needs of the Armed Forces. Whilst the Committee recognises that some recruits may not be eager to take further academic exams, the MoD should encourage more recruits to undertake English and Maths GCSEs which would stand them in good stead for future employment. The MoD has carried out some useful pilot projects with paramedic training and should identify more potential projects to ensure that vital skills paid for by the MoD are not lost to the country

Book excerpt: England is a litter-ridden country compared to most of Europe, North America and Japan. Levels of litter in England have hardly improved in the past 12 years and the best estimates are that litter costs the taxpayer between £717 and £850 million a year to clear up. Change is needed. There has been a 20% increase in fast-food litter in the last year. The Government should bring forward legislation requiring all shops, restaurants and retail food outlets to keep the perimeters of their premises free from litter. Responsible businesses are already doing this. In addition, the fast-food industry should introduce 'on-pack' information on all branded take-away and fast-food packaging to remind consumers to dispose of litter responsibly. The most frequently littered items are chewing gum and smokers' materials. Chewing gum and staining are difficult and costly to remove. This was a matter of considerable concern upon which the Committee deliberated at length. Levels of fly-tipping increased by 20% in the last year. There were 852,000 reported incidents but only 2,000 convictions in the courts. The Government should introduce a fixed penalty notice for fly-tipping for household items - the bulk of the incidents - and the industry must introduce a scheme to take away unwanted household appliances and furniture when replacements are delivered. In the end it is individuals who litter and fly-tip their unwanted goods, and it is this behaviour which needs to change. The Committee support a variety of behaviour-changing activities and campaigns to prevent littering.
